Against the backdrop of depopulation and Big Society, citizen initiatives in rural areas are believed to be able to mitigate service-provision inequalities between urban and peripheral regions. Factors influencing the success and failure of such citizen initiatives and their potential in providing solutions to perceived problems have thus far hardly been explored. Our previous work on potential aspects of success and failure indicates that the durability of an initiative does not necessarily define the success of the initiative. Studies have neglected the question of continuity and what will happen when the initiators put down their efforts. In what way do initiators transfer their responsibility and is there a sense of problem ownership?This paper aims to conceptualize factors influencing the continuity of citizen initiatives and provide insight in the processes that take place when initiators stop their activities. Further, the study aims to identify who claims ownership of the issue the initiative focuses on. An inventory of citizen initiatives was made in the three northern provinces of the Netherlands, where rural areas experience depopulation. Questionnaires focusing on how initiatives think about their future, especially when the initiators stop, were sent to around 600 initiatives. The results will add to future research on success and failure of citizen initiatives, but also provide insights for citizen initiatives and ways local governments try to facilitate them.

In the shift towards the Big Society, it is widely proclaimed that citizen participation and citizens’ initiatives are indispensable to maintaining services that used to be run by local or regional governments. Despite the increased interest in citizens’ initiatives, research has scarcely debated what actually defines the success of such initiatives. Using focus group discussions, this study examined the meanings and norms collectively constructed by government officials and professionals regarding the success and failure of citizens’ initiatives in rural areas. Remarkably, we found that the professional perspectiveof successful citizens’ initiatives was not dominated by the achievement of actualpolicy targets or project goals, such as maintaining public services. Rather, an initiative was perceived as successful as long as citizens are continuously active and in charge. Arguably, this somewhat paternalistic professional view of successful citizens’ initiatives could be challenged by the volunteers in those initiatives.

Citizen participation is booming, especially the number of urban bottom-up initiatives where information and communication technologies (ICT) are deployed is increasing rapidly. This growth is good news for society as recent historical research shows that the more citizens actively and persistently interfere with public issues, the more likely a society will be resilient. And yet, at the same time, a growing number of scholars argue that due to the unprecedented impact of ICT, the public sphere is at stake. How to understand both trends? How do the anti-‘public sphere’ developments relate to the growing number of citizens’ initiatives using ICT? And if these citizen initiatives can indeed be understood as manifestations of public spheres, how can ICT foster or hinder the development of these public spheres? These questions will be explored by analyzing a Dutch citizen initiative called ‘Buuv’ (an online ‘market’ place for and by local residents) from a ‘public sphere’ perspective. The author will turn to The human condition (1958) of Hannah Arendt in order to elaborate a ‘public sphere’ perspective. An Arendtian perspective (as any perspective) highlights, however, some aspects and underexposes other aspects. Furthermore, chances are that Arendt’s thoughts are somewhat outdated, in the sense that we now live in a world where the online and the offline life intertwine — an experience that is referred to with the term ‘onlife’. Bearing these remarks in mind, the author will elaborate on the value of Arendt’s ideas to 1) the endeavor of understanding current trends in society—more urban bottom-up initiatives and anti-‘public sphere’ developments due to the broad uptake of ICT—and 2) the endeavor of revitalizing the public sphere in an onlife world. For many EU citizens, working across the border is the only way to make a living in the EU. The battle for cheap labour has now become a well-oiled machine, in which almost all Western European countries participate. Nevertheless, the employment situation of EU Mobile Citizens, workers of low-skilled and -paid jobs, is often substandard. Challenges are housing, health care and working conditions. In addition, due to the lack of registration in municipalities, it is impossible to have an overview of the numbers and to offer effective help. This is a problem in small to medium-sized cities, where many workers live to work in agriculture, transport, construction, meat industry and logistics. For this study, 32 interviews were conducted in eleven small to medium-sized towns (SMSTs) in Sweden, Germany, the Netherlands, Ireland, Poland, and Spain. The study uses three different perspectives: EU representatives of participating regions, municipalities, and employers. The outcomes show that most SMSTs deal with a shortage of housing, and a lack of grip on the registration process of EU citizens. Although there are some success stories, most SMSTs are not in touch with each other to share these. The paper concludes with proposals for further action-research and collaborations to impact local policies.

Citizens’ initiatives are believed to be a suitable alternative approach to service provision, especially in rural areas where services and facilities are under pressure because of depopulation and the decentralization measures of the state. To date, research has mainly focused on successful examples of these types of initiatives, revealing which factors influence success and how success can be facilitated. However, understanding the process of failure is equally important in order to provide the needed support and to increase the chances of success. This paper specifically focuses on citizens’ initiatives that are perceived by their initiators to have failed. This study adopts an integral approach, not only focusing on failure factors but also considering failure as a process. Within the literature, six obstacles to the success of citizens’ initiatives were identified based on studies of success. Three case studies on failed citizens’ initiatives in the Northern Netherlands revealed three themes in the process of perceived failure: interactions with governments and institutions, appropriation and personal investment. We also conclude that the process of perceived failure is dominated by a discrepancy of scale because citizens’ initiatives operate on the local level, yet they depend on and must interact with governments and institutions that operate at the regional level.

In a study commissioned by the Association of Dutch Municipalities (VNG), the applied research group European Impact has compiled the results from interviews executed by approximately 240 European Studies students at The Hague University of Applied Sciences. The purpose of this report is to compare and contrast the situation of intra-EU labor migrants (hereafter referred to as EU mobile citizens) in regard to registration, housing, and information flows in 12 different municipalities across the EU. Based on semi-structured interviews with municipal workers and individuals from employment agencies/companies from the selected municipalities, the picture that emerges is one of divergence. There are significant variations regarding the registration procedure and information flows for EU mobile citizens across the selected municipalities. For registration, differences include where the registration takes place, the amount of collaboration between municipalities and employment agencies/companies on registering EU mobile citizens, and the importance of addresses in the registration process. Regarding information flows across the selected municipalities, there are significant variations in the amount and type of information available to EU mobile citizens, the number of languages information is available in,as well as how the information is organized (i.e. in a centralized or decentralized way). Furthermore, while all the member states in which the selected municipalities are located provide information regarding registration on the Single Digital Gateway, not all provide information about renting housing. As for housing, the results revealed that most of the selected municipalities face issues with housing and that EU mobile citizens typically find housing either via their employers or personal network. Based on the results, a list of potential best practices and policy areas that could be improved was compiled. Furthermore, in order to have a stronger overview of policy developments in the field of EU mobile citizens among different municipalities, the VNG could consider hosting a Community of Practice with different municipalities across the EU as well as monitoring Interreg Europe projects focused on improving the situation of EU mobile citizens.

A small group of people managing a swimming pool to prevent it from closing, or a group taking care of a next door public green area. These are examples of citizen initiatives and they are becoming more and more prevalent. Citizen initiatives are a way for citizens to organize themselves and take action to arrange those activities that otherwise would not take place but are nevertheless important to them. But how and under which circumstances do these initiatives function? And how is continuity warranted? This research will focus on the continuity and success and failure factors of citizen initiatives in depopulating rural areas.

More and more local bottom-up energy initiatives are emerging. Those involved encounter many barriers during the realization of their ideas. As the generation of renewable energy is mostly included, these local initiatives contribute to the targets set at regional, national & EU level. At the same time, they are an indication that end-users themselves want to be part of the energy transition. What are the reasons for citizens to organize themselves and start and initiative? What kind of barriers do they encounter? What does this mean for roles and responsibilities of professionals? And to what kind of opportunities does this lead for products and services? Answers to these questions provide a solid starting point to develop methods and instruments to stimulate,facilitate and upscale local energy initiatives. This paper bundles the outcomes of three workshops and three additional interviews in the Netherlands as part of the European E-hub project. Conclusions can be drawn on needs and drivers, barriers, risks and solutions (lessons learned), possible roles for professionals and opportunities for new products and services.
