3With Brexit looming, start-ups in the London ecosystem may ask themselves whether they are still in the right place for their business. Are they considering a move to the continent due to the ambiguous Brexit developments? This research analyzes the probability of international start-ups based in the London region relocating to another European entrepreneurial ecosystem. We use location decision theory and secondary data from the European Digital City Index to rank the most attractive eco-systems for the possible relocation of London-based start-ups. In addition, we interview London start-up founders asking how likely they are to leave and where they envision continuing their entrepreneurial endeavors. This study examines whether London will lose its top rank as the most attractive entrepreneurial ecosystem in Europe. We ask which of the competing ecosystems of Europe stands to gain from London’s possible loss. Our quantitative analyses show that Amsterdam is the most likely hub to benefit from any exodus. The qualitative analyses conveyed a mixture of concern and ambivalence as only three of the startups considered relocating their headquarters to another ecosystem. Six of the startups have either opened an office in another European ecosystem or are in the process of doing so. This allows them to watch and wait as they want to remain. The attractiveness of the London region, the social capital investments by team and partners, and the lack of finances to leave are the main reasons for not considering relocation of their headquarters currently.

Engeland en Wales waren lange tijd gidslanden voor het reclasseringswerk in Europa. Het is pijnlijk om te zien hoe een goede praktijk wordt afgebroken op grond van politiek-ideologische motieven. Toch kunnen we ook nu van Engeland en Wales leren: uitbesteden van reclasseringswerk aan de goedkoopste aanbieder is geen goed idee. Reclasseringswerk is een complex vak dat niet zomaar uitgevoerd kan worden door een organisatie die daarnaast bedrijfsrestaurants beheert en huishoudelijk hulp verzorgt (Sodexo is een van de aanbieders van reclasseringswerk in Engeland). Daarom zou ik politici en ambtenaren van het ministerie van Veiligheid en Justitie die overwegen om het reclasseringswerk aan 'de markt' over te laten, willen adviseren: ga eerst over de grens kijken en keer dan op je schreden terug.

Op 6 mei 2018 schreef Elmar Hellendoorn in De Volkskrant dat ‘Europa’ zijn machtspolitieke wortels moet herontdekken, ofwel de wortels van de vroege jaren, toen conservatieve realisten zoals Charles de Gaulle en Konrad Adenauer nog een bepalende rol speelden. Tevens schreef hij hoe ‘aan Amerikaanse universiteiten en denktanks een groeiende desinteresse in Europa merkbaar is’. Immers, de werkelijk bepalende gebeurtenissen van de wereld zijn verbonden met de opkomst van China, de hervonden status van Rusland, de situatie in het Midden-Oosten en misschien zelfs de ongewisse mogelijkheden voor Groot-Brittannië na de Brexit. Europa, het oude continentale Europa, geldt in de Verenigde Staten als oninteressant, vooral vanwege een vermeend gebrek aan leiderschap en visie. Of infection sweeping through the meatpacking industry and sometimes, of empty supermarket shelves. It was also the year that brought us the glimmering realisation that everything could be different. When so much has changed – how we work, who we spend time with, how far we venture from home – what all might be possible for food and for farming? Het festivaljaar 2022 was niet alleen het jaar van de terugkeer van de festivals, van de knaldrangen van de onzekerheid achter de schermen, maar bovenal het jaar van de vrouwelijke artiesten en de Nederlandse artiesten. Nadat verschillende media dit al signaleerden, vormt dit rapport een onderbouwing van die claim, gebaseerd op een analyse van de line-ups van elf van de grootste, meerdaagse, entree heffende popfestivals van ons land. Uit de analyse blijkt dat het aandeel vrouwen op de festival podia sterk gestegen is, waarbij de trend tussen 2019 en 2022 gelijk is aan die tussen 2016 en 2019 – de coronapauze heeft de ontwikkeling die al gaande was dus gecontinueerd, niet versneld of verzwakt. Bij drie van de elf festivals stond bij meer dan de helft van de boekingen in 2022 een vrouw op het podium, dat is niet eerder bij een groot Nederlands festival gebeurd. Overigens blijkt wel dat de groei van het aandeel vrouwelijke artiesten op de mainstages nog achterblijft bij de algehele groei. Ook het aandeel van Nederlandse artiesten nam zeer sterk toe, tot ruim meer dan de helft van alle programmering in 2022. Die groei ging vooral ten koste van de komst van Noord-Amerikaanse artiesten, met name in het post-corona jaar. Een (negatief) Brexit-effect is in 2022 nog niet terug te zien in de boekingen. Tenslotte was in 2022 veel meer elektronische muziek te horen op de festivalweides dan in de precoronajaren. Met name Down the Rabbit Hole maakte een flinke switch van rockartiesten naar dj’s/producers.

This paper is about the political imbalance in the EU when it comes to attracting European agencies. Over the years, mainly due to the Brexit negotiations and for cost-efficiency reasons, many EU agencies moved from the UK to elsewhere, finding a new sea for headquarters functions or other departments. Whenever such a move is announced, EU countries and their candidate host cities jump into the breach to make a beneficial offer. The way these processes take place is a vector of the politicization of European integration. Nevertheless, these new locations of the EU agencies have won the bidding contest, is a process that usually takes place under the radar. The decision-making of these kinds of processes rests with the member states of the agency. Instead of choosing the most strategic place and ensuring an equal distribution among EU countries, which is the deal, often the highest bidder or the state contributing the most wins the agency. Interestingly, these processes have hardly been studied in the light of the increased politicization. This paper is an attempt to fill this research gap, by focusing on three cases and the processes of decision-making. The cases are the Collège européen de police (European Police College, CEPOL) which moved from the UK to Budapest in 2014, the European Medicine Agency (EMA) moving from London to Amsterdam in 2019, and the European Centre for Medium-Range Weather Forecasts (ECMWF) which moved its EU-funded program to Bonn and Helsinki mid-2021. The research strategy is as follows: the cases and the lobbying processes are described, then the main political actors are described, and the outcomes are described. The main research question is: How do these processes of political decision-making work out in practice? By answering this question, this study contributes to the discussion on globalized decision-making across the EU and the politicized imbalance which is the result of this.
