This paper examines how a serious game approach could support a participatory planning process by bringing stakeholders together to discuss interventions that assist the development of sustainable urban tourism. A serious policy game was designed and played in six European cities by a total of 73 participants, reflecting a diverse array of tourism stakeholders. By observing in-game experiences, a pre- and post -game survey and short interviews six months after playing the game, the process and impact of the game was investigated. While it proved difficult to evaluate the value of a serious game approach, results demonstrate that enacting real-life policymaking in a serious game setting can enable stakeholders to come together, and become more aware of the issues and complexities involved with urban tourism planning. This suggests a serious game can be used to stimulate the uptake of academic insights in a playful manner. However, it should be remembered that a game is a tool and does not, in itself, lead to inclusive participatory policymaking and more sustainable urban tourism planning. Consequently, care needs to be taken to ensure inclusiveness and prevent marginalization or disempowerment both within game-design and the political formation of a wider participatory planning approach.

A number of organizations in cultural tourism have started to explore the use of augmented reality (AR) to enhance visitor experience. While many studies have been conducted to identify adoption criteria of mobile AR applications, research exploring the adoption of augmented reality smart glasses (ARSG) is still limited. This paper contributes to the technology adoption literature by investigating attributes of visitor adoption of ARSG in cultural tourism. Twenty-eight interviews were conducted with visitors to a UK art gallery, where they experienced an ARSG application. Findings inform an ARSG adoption framework that integrates societal impact, perceived benefits, perceived attributes of innovation, and visitor resistance as the main themes of ARSG adoption in cultural tourism.

White paper: Circular tourism and support from local authorities The white paper proposes six strategic steps for local authorities to enable the tourism sector transition to a circular economy in coastal destinations. The steps draw from the experience of the EU 2 Seas FACET project as well as relevant examples from other destinations. The six steps: 1: Develop a local integrated vision and strategy for a circular economy 2: Support the creation of a regulatory conducive environment for a circular economy 3: Facilitate the creation of transition communities for a circular economy 4: Engage pro-actively and provide technical support for a circular economy 5: Enhance circular economy adoption through financing 6: Celebrate and demonstrate success The six steps help integrate a common circular economy vision and targets at the local level through the participation of stakeholders. Moreover, they guide the facilitation of a conducive regulatory environment, a detailed understanding of the local barriers to a circular economy and the design of a transition framework within which tourism entrepreneurs are supported from the technical, financial, and social perspectives. The six steps also show how the local authorities – through actively liaising with financial institutions – can alleviate the financial barriers faced by tourism businesses when seeking to adopt circular solutions. Finally, the steps highlight the importance of celebrating successes to allow businesses to inspire other businesses through communication mechanisms that enhance not only the circular solutions that have been implemented but also the short and long-term benefits for the entrepreneurs involved. These successes can feedback to enhance the local environment and infrastructure to further accelerate the adoption and diffusion of innovative circular economy practices, as well as, over the longer term, embolden circular economy visions and targets in other local areas and destinations.

Purpose – This study aims to investigate the tourism stakeholders’ opinions about developing smart tourism
(ST) in the West Bank, Palestine. This research fulfils intriguing gaps in the literature on stakeholders’
perceptions and views on developing ST in the West Bank, Palestine.
Design/methodology/approach – The research study employed a qualitative methodology using semi-
structured interviews with nineteen respondents. All data collected were in April and May 2022.
Findings – The findings show that the understanding of ST-related stakeholders in the West Bank is mainly
linked to information communication and technology, digitalisation, and online use of technology within the
tourism industry. Moreover, the results show the high potential of developing the ST industry in the West
Bank. However, this study revealed that challenges could affect the West Bank’s development at different
levels, such as managerial, technological, awareness, public sector restrictions, infrastructural, financial and
political challenges.
Research limitations/implications – This research has some shortcomings. The first restriction of this
study was the political restrictions and the checkpoints, which limited the reach of some of the participants who
reside in Jerusalem or other cities outside of the West Bank, which delayed the time of the interviews or
converted it to be done through a digital platform. Secondly, the sample of this study was small in tourism
stakeholders in the West Bank.
Originality/value – To the author’s knowledge, this paper is the first on ST from the stakeholders’
perspectives. Therefore, this study has set the first step in closing the existing gap in the literature.

Digitalisering en automatisering spelen een grote rol bij deze veranderingen. Er zijn optimistische voorspellingen dat nieuwe technologieën de arbeidsmarkt ten goede komen. Technologie verlaagt bijvoorbeeld de werkdruk. The role of smart cities in order to improve older people’s quality of life, sustainability and opportunities, accessibility, mobility, and connectivity is increasing and acknowledged in public policy and private sector strategies in countries all over the world. Smart cities are one of the technological-driven initiatives that may help create an age-friendly city. Few research studies have analysed emerging countries in terms of their national strategies on smart or age-friendly cities. In this study, Romania which is predicted to become one of the most ageing countries in the European Union is used as a case study. Through document analysis, current initiatives at the local, regional, and national level addressing the issue of smart and age-friendly cities in Romania are investigated. In addition, a case study is presented to indicate possible ways of the smart cities initiatives to target and involve older adults. The role of different stakeholders is analysed in terms of whether initiatives are fragmentary or sustainable over time, and the importance of some key factors, such as private–public partnerships and transnational bodies. The results are discussed revealing the particularities of the smart cities initiatives in Romania in the time frame 2012–2020, which to date, have limited connection to the age-friendly cities agenda. Based on the findings, a set of recommendations are formulated to move the agenda forward. Tourism growth, particularly in cities, is coming under increased scrutiny. However, even often visited cities appear to find it difficult to agree upon a strategy to limit tourism growth. The current paper investigates this issue by looking at the extent to which different stakeholders’ perspectives on tourism development align. Q-sort methodology is employed to find the main worldviews and the extent to which they are shared by stakeholders in similar roles (e.g. policymakers, industry, resident). Results point to the existence of five different worldviews, which differ in the extent to which tourism growth is desirable or problematic and whether resident participation is advantageous or counterproductive. Stakeholders have highly different worldviews, even those with similar roles, which may help explain the difficulty to change the tourism growth paradigm as they limit opportunities for generating new consensus-based collective solutions. If we accept that tourism development strategies are driven and informed at least in part by individual worldviews, it may be impossible to make ‘objective’ policy choices. Instead, it might be more useful to explore possibilities to allow stakeholders to express their worldviews to better understand what sustainable tourism development entails for different people at different places and moments in time.
