Abstract: This paper provides a brief review of the methodological composition of Risk Based Inspection (RBI) and the application of the methodology for safeguarding hull integrity of offshore floating structures, with fatigue as primary degradation mechanism. The work has a distinct focus on the opportunities RBI has to offer in combination with Structural Health Monitoring. In order to provide a clear picture of the state of the art knowledge, the current practices and regulations are briefly discussed after which the RBI methodology is introduced, the differences in guidelines and applications discussed and an 8-step approach is proposed. Subsequently, the methodology is outlined as an instrument for determining the residual fatigue life and the inspection scope and –schedule and the methodological embedding within an Advisory Hull Monitoring System is discussed and proposed.

Abstract: The key challenge of managing Floating Production Storage and Offloading assets (FPSOs) for offshore hydrocarbon production lies in maximizing the economic value and productivity, while minimizing the Total Cost of Ownership and operational risk. This is a comprehensive task, considering the increasing demands of performance contracting, (down)time reduction, safety and sustainability while coping with high levels of phenomenological complexity and relatively low product maturity due to the limited amount of units deployed in varying operating conditions. Presently, design, construction and operational practices are largely influenced by high-cycle fatigue as a primary degradation parameter. Empirical (inspection) practices are deployed as the key instrument to identify and mitigate system anomalies and unanticipated defects, inherently a reactive measure. This paper describes a paradigm-shift from predominant singular methods into a more holistic and pro-active system approach to safeguard structural longevity. This is done through a short review of several synergetic Joint Industry Projects (JIP’s) from different angles of incidence on enhanced design and operations through coherent a-priori fatigue prediction and posteriori anomaly detection and -monitoring.

Het zwaartepunt van de ingenieursopleiding is aan het verschuiven. De Utrechtse ingenieur zal zijn werk en toegevoegde waarde steeds meer vinden op het terrein van ontwerpen. Aan het ontwerpproces zelf worden steeds zwaardere eisen gesteld. Constructie en productie vinden in toenemende mate elders in de wereld plaats. Gelet op deze outsourcing zal de ontwerper ook in staat moeten zijn het maakproces op afstand te besturen, zowel wat betreft kwaliteit en geld als qua tijd. Ontwerpen kan vanuit verschillende perspectieven beschouwd worden: vanuit de conceptuele fase, de realisatiefase (verdere aanpassingen) of de gebruiksfase (upgrading, bediening et cetera). Bij onderzoeksinstellingen als TNO, maar ook bij vooraanstaande bedrijven als OCE, Philips en ASML zien we dat steeds meer sprake is van een integrale ontwerpaanpak. Het tijdperk van massaproductie evolueert naar een tijdperk van maatwerk, waarin de behoeften van de gebruiker centraal staan. De interactie tussen de technologie en de gebruiker zal een steeds belangrijker plaats in gaan nemen, en juist op dit vlak zal de Utrechtse ingenieur zich onderscheiden.

The aim of this paper is to show the benefits of enhancing classic Risk Based Inspection (without fatigue monitoring data) with an Advisory Hull Monitoring System (AHMS) to monitor and justify lifetime consumption to provide more thorough grounds for operational, inspection, repair and maintenance decisions whilst demonstrating regulatory compliance.

The full potential of predictive maintenance has not yet been utilised. Current solutions focus on individual steps of the predictive maintenance cycle and only work for very specific settings. The overarching challenge of predictive maintenance is to leverage these individual building blocks to obtain a framework that supports optimal maintenance and asset management. The PrimaVera project has identified four obstacles to tackle in order to utilise predictive maintenance at its full potential: lack of orchestration and automation of the predictive maintenance workflow, inaccurate or incomplete data and the role of human and organisational factors in data-driven decision support tools. In dit proefschrift worden de resultaten beschreven van een studie die online wijkplatformen voor thuiswonende ouderen evalueert die werden ontwikkeld op basis van wensen en behoeften van eindgebruikers. Middels deze online wijkplatformen worden ouderen gestimuleerd om maatschappelijk te participeren en wordt gepoogd om in wijken vraag en aanbod van inwoners bij elkaar te brengen. Via deze online platformen kunnen wijkbewoners, zo ook thuiswonende ouderen, verschillende applicaties raadplegen.

Compared to macroeconomic factors, the financial situation of the individual may provide better insight into the relationship between debt and crime. However, the relationship between debt and crime is still unclear and little is known about the causality of this relationship and the factors that influence it. To obtain more insight into this relationship, a systematic and scoping literature review was conducted. Five articles were analyzed in the systematic review, and 24 articles in the scoping review. The results of the systematic review show a strong association between debt and crime whereby debt is a risk factor for crime, especially for recidivism and regardless of the type of crime, and crime is a risk factor for debt. The scoping review provided additional and in-depth insight, and placed the results of the systematic review in a broader perspective. Moreover, it emphasized the prevalence of debt among offenders, regardless of age, and identified the factors that influence the relationship between debt and crime.

This book provides insight into an ambitious project to re-invent the educational method practiced at NHL Stenden. The predecessors used different approaches to the delivery of education. One of them used Competency-Based Education, whilst the other practiced Problem-Based Learning. The choice to combine the advantages of both methods, as well as to develop an entirely new concept that provided a better response to the fast and ever-increasing pace of changes in the workplace, was made by both institutions together. This approach was called Design-Based Education (DBE). Given the significant changes required of stakeholders to facilitate learning according to the new DBE approach, it is important to take stock of what these changes mean in terms of teaching and learning and to ascertain from early steps how everybody can stay, or step, on board.
