Dit rapport bevat de resultaten van de tweede ronde procesevaluaties van zes cyberweerbaarheidsprojecten binnen de City Deal Lokale Weerbaarheid Cybercrime. De evaluaties zijn uitgevoerd door onderzoekers van meerdere hogescholen en richten zich op hoe lokale en regionale initiatieven werken aan het versterken van cyberweerbaarheid onder burgers, bedrijven en overheden. Het doel van het rapport is om inzicht te geven in: de voortgang van de projecten; succesfactoren en belemmeringen; lessen voor toekomstige (samenwerkings)projecten op het gebied van cyberweerbaarheid.

Nederland staat voor een aantal grote maatschappelijke opgaven, zoals de personeelskrapte, de energietransitie en de overgang naar een circulaire economie. Bij deze transities spelen impactondernemers een cruciale rol. Juist zij richten zich met hun bedrijf op maatschappelijke doelen. Via inkoop bij deze ondernemers kunnen (semi-) overheden en reguliere bedrijven gezamenlijk impact maken in de regio. De landelijke City Deal Impact Ondernemen laat zien dat inkopen met impact goed mogelijk is. Vanuit de aangesloten 100 impactondernemers, overheden en kennisinstellingen heeft een werkgroep een website gemaakt die laat zien: impactvol inkopen het mag, het kan en er zijn goede voorbeelden.

This article analyses four of the most prominent city discourses and introduces the lens of urban vitalism as an overarching interdisciplinary concept of cities as places of transformation and change. We demonstrate the value of using urban vitalism as a lens to conceptualize and critically discuss different notions on smart, inclusive, resilient and sustainable just cities. Urban vitalism offers a process-based lens which enables us to understand cities as places of transformation and change, with people and other living beings at its core. The aim of the article is to explore how the lens of vitalism can help us understand and connect ongoing interdisciplinary academic debates about urban development and vice versa, and how these ongoing debates inform our understanding of urban vitalism.

Gemeenten zien al langere tijd dat het aantal online aangejaagde ordeverstoringen toeneemt en zijn zoekende in wat zij mogen en kunnen. De onderzoeksgroep Cybersafety van NHL-Stenden Hogeschool heeft in de tweede helft van 2021, in opdracht van Noord Holland Samen Veilig (NHSV), onderzoek gedaan naar online signalering en toegepaste (online) interventies van gemeenten. Het onderzoek is uitgevoerd in de eenheid Noord-Holland en maakt deel uit van de City Deal (Lokale Weerbaarheid Cybercrime). Dit onderzoek is bedoeld om ervaringen bij gemeenten met online aangejaagde ordeverstoringen in kaart te brengen en daarmee de lokale en regionale aanpak van online aangejaagde orderverstoringen te versterken.

Municipalities often collaborate with other stakeholders in smart city projects to develop and implement technological innovations to address complex urban issues. We propose the shared portfolio approach as an alternative way of collaborating, because we have identified possible limitations when the commonly used single-project approach is adopted in complex contexts, such as the smart city context. The portfolio approach enhances flexibility, an embedded focus and cross-project learning, because partners work on multiple projects – either in parallel or in succession – to develop multiple solutions to a specific problem. An in-depth case study is used to illustrate how the shared portfolio approach works. In practice, these insights can be used by public bodies who aim to collaborate in smart city development or by partners who work on smart city projects and wish to continue their collaboration in a portfolio setting. Conceptually, our paper develops a connection between cross-sector partnership literature and smart city literature by revealing how the shared portfolio approach could be an effective way to deal with the complexities of innovation in the smart city context.

Purpose Electric freight vehicles (EFVs) are one of the solutions to improve city logistics’ sustainability. EFVs, that are electric powered light and heavy vehicles with a number plate, have the potential to make zero emission city logistics possible within the urban area. However, although trials have been undertaken for the last years, large-scale usage of EFVs in city logistics does not occur yet. EFVs are technically possi- ble, but the implementation of EFVs in practice is relatively limited. Design This chapter examines by reviewing current and past EFV implementations, what are the challenges, barriers and success factors for EFVs in city logistics operations. EFVs have especially positive envir- onmental effects, but are overall usually more expensive (especially in procurement) than conventional vehicles. Besides, other technical and operational issues remain to be solved, and many uncertainties still exist on long-term usage. Findings Three main barriers for large-scale EFV uptake are identi- fied. The current logistics concepts are developed for conventional vehi- cles and should be redesigned to fit EFVs better. Local authorities’ support is essential in order to find a positive (or not too negative) business case. And EFV implementation requires companies that want to be sustainable. This contribution presents examples of how some companies or authorities deal with these barriers. Value This chapter concludes by identifying elements that are necessary for acceleration of EFV uptake in city logistics operations.

The Erasmus+ funded project Socially Engaged Universities (SEU) is aiming to explore different models of community university partnerships (CUPs) and to share experience and expertise of how European Universities can work with and for their local communities through “Third Mission” activities in addition to their core teaching and research tasks. Within the framework of City Deal on Education Delft, the knowledge broker was appointed to develop the City Lab Delft (Tanthof). Reflections on the role of the knowledge broker in its first 18 months of functioning are presented here. Different parties involved in two projects (cases) were interviewed to assess the benefits and challenges that were experienced with the position of the knowledge broker. We spoke with strategic advisors of the municipality, professionals from the neighborhood, and different representatives of the knowledge institutions. These parties were recommended by the knowledge broker. The question we tried to answer was: “What are the benefits and challenges of working with a knowledge broker, according to the three involved parties?” Different partners of the knowledge broker were interviewed between June 2020 and April 2021. Research finds that the global market value of cargo bikes will hit 2.4 billion euros by 2031. Analysts with Future Market Insights assessing the growth of cargo bikes have placed the parcel courier industry as a key buyer of electric cargo bikes, forecasting that 43 per cent of sales could go to this industry. This growth is driven by city logistics trends, particularly as studies emerge showing the high efficiency and cost saving of the cargo bike versus the delivery van. It will not solely be direct incentives that drive uptake, however. The policy that restricts motoring and emissions is expected to be a key driver for businesses that seek profitability, with three-wheeled electric cargo bikes making up nearly half the market. The advance of e-bike technology has seen a strong rise in market share for assisted cargo bikes, now accounting for a 73 per cent market share. Potentially limiting the growth is the legislation governing the output and range of electric cargo bikes (FMI, 2021).To deal with the issues of faster delivery, clean delivery (low/zero emission) and less space in dense cities, the light electric freight vehicle (LEFV) can be–and is used more and more as–an innovative solution. The way logistics in urban areas is organized is being challenged, as the global growth of cities leads to more jobs, more businesses and more residents. As a result, companies, workers, residents and visitors demand more goods and produce more waste. More space for logistics activities in and around cities is at odds with the growing need for accommodation for people living and working in cities. This reflective paper aims to illustrate how card sorting activities can be used as an educational tool to capture group perspectives, prompt reflection and endorse citizenship skills such as discussion, critical thinking, group collaboration and decision making. For this illustration, the paper presents the results of a pilot study in which students in a higher education context conducted two different card sorting activities. In addition, the reflections and lessons learned from the case study together with literature about Diamond Ranking and Q methodology sorting technique, are presented to highlight the potential of card sorting as a multipurpose educational tool in higher education settings. In the final section, the author refelxively contemplates future research opportunities to enhance the body of literature on card sorting activities, based on the Q methodology sorting technique, as an educational tool.

This paper discusses the current developments, as well as the barriers and opportunities for using electric freight vehicles in daily city logistics operations based on the experiences from a number of running demonstrations. This paper discusses results from other studies and demonstrations that were published on electro mobility in city logistics in the last three years, as an update of an earlier state of the art review. Next, we present recent narratives based on the more than 100 electric freight vehicles (EFVs) deployed in the European project FREVUE and the experiences of TransMission in using four battery electric Cargohoppers to perform their urban deliveries in Amsterdam. Over the years the attention shifted from a focus on the limitations of EFVs in comparison to conventional vehicles, such as the limited range, towards the question how to better adapt the operations to deal with the EFV characteristics. Although, the business case for using EFVs, in comparison to conventional vehicles, is still suffering from high vehicle purchase price and uncertainty about its residual value, the use of EFVs in daily operations shows that in the majority of cases the current generation of EFVs have a good technical performance. Companies using EFVs are generally satisfied with these vehicles. Obviously still a number of barriers has to be levelled, but large scale EFV usage seems more feasible than before. © 2016 Published by Elsevier B.V.
