The purpose of this literature study was to obtain an overview of previous civic literacy projects and their characteristics as primarily described in educational science literature. Eighteen academic articles on civic literacy projects in higher education were studied in detail and coded using the qualitative data analysis instrument, Atlas.ti. The codes and quotations compiled were then divided in various categories and represented in a two-axis model. The definitions of ‘civic literacy’ found in the literature varied from an interest in social issues and a critical attitude to a more activist attitude (axis number 1). The analysis of the literature showed that, especially in more recent years, more students than citizens have benefited from civic literacy projects in higher education (axis number 2). The visualization of the findings in the two-axis model helps to place civic literacy projects in a broader frame. This paper focuses on the topical and problematic area of social innovations. The aim of this paper is to develop an original approach to the allocation of social innovations, taking into account characteristics such as the degree of state participation, the scope of application, the type of initiations as well as the degree of novelty, which will be elaborated on further in this article. In order to achieve this goal, the forty-two most successful social innovations were identified and systematized. The results of this study demonstrated that 73.5% of social innovations are privately funded, most of them operating on an international level with a high degree of novelty. Moreover, 81% of all social innovations are civic initiatives. Municipalities increasingly seek to include citizens in decision-making processes regarding local issues, such as urban planning. This paper presents a case study on using Virtual Reality (VR) in a process of civic participation in the redesign of a public park. The municipality included citizens in intensive co-design activities to create three designs for the park and engaged the neighbourhood community in co-decision, in the form of a ballot. Through the civic participatory process, we studied the effectiveness of using VR technology to engage the community in participating in the co-decision process. The three designs were presented using highly realistic 360˚ visualisations and the effects on engagement were compared between various devices: VR headsets, smartphones, tablets, and computers. Viewing the designs in 2D paper plans was also included in the comparison. The study included over 1300 respondents that participated in the ballot. A statistical analysis of the collected data shows that participants viewing the 360˚ rendered images with VR technology expressed a significantly higher engagement in the co-decision process than those using their computer at home or viewing 2D paper plans. The paper describes the complete participatory design process and the impact of the e-governance used on the target group as well as on the actors organizing the e-governance process. We discuss how the use of new technology and active presence of a voting-support team inspired citizens to participate in the co-creation process and how the investment in this procedure helped the local authorities to generate support for the plans and strengthen its relationship with the community. The use of realistic visualisations that can be easily assessed by citizens through user-friendly technology, enabled a large and diverse audience to participate. This resulted in greater visibility of municipal efforts to enhance the living environment of citizens and is therefore an important step in increased civic engagement in municipal policy-making and implementation.

The Middle East and North Africa region has been absent form stocktaking exercises on social accountability initiatives (SAI), an umbrella term to designate citizen-led tools aimed at socio-political change. We argue that this sidelining is unwarranted, given the proliferation of participatory governance initiatives, civic associations and popular mobilisation in Arab societies after 2011. Whereas the struggle for improved accountability in the Arab world remains under-researched, analysis of authoritarian regime tactics has proliferated. The fact is, however, that many Arab societies have experimented with mechanisms to apply political pressure on corrupt elites while international donors have launched diverse SAIs, including community score cards and participatory and gender-responsive budgeting initiatives. In this chapter, we first identify this double gap: not only has the literature on SAIs overlooked the MENA region but scholarship on the Middle East has largely failed to recognise initiatives launched across the region over the past decade as SAIs. Then, we aim to address the blind spot of Arab SAI’s as pathways towards improved governance. Finally, we present an overview of extant literature and introduce a set of four research questions to better understand what social accountability means for people on the ground. These questions focus on the various meanings of social accountability (musā’ala vs muhāsaba), its modes of mobilisation, the responses from authorities to such initiatives and their overall outcomes.

This chapter offers a working definition of social accountability as any citizen-led action beyond elections that aims to enhance the accountability of state actors. We view social accountability as a broad array of predominantly bottom-up initiatives, aimed at improving the quality of governance (especially oversight and responsiveness) through active citizen participation. We also trace the evolution of SA as a concept in the literature over the past decades and, then, discuss some influential theoretic approaches to SAIs, pointing out strengths and weaknesses of each model. Finally, we suggest organising Arab SAIs into one of three categories: (1) transparency; (2) advocacy; or (3) participatory governance and we review each of these existing action formats by discussing their main strengths and flaws.

In this chapter, we first summarise the findings from the country chapters on the multiple meanings of SA, documenting terms, translations and contrasting understandings between citizens and public officials. Second, we highlight how civil mobilisation tends to be cyclical over time and is often mediated by brokers. Strategies to spur stakeholders into action rely on a delicate balance of both collaboration and confrontation. Third, we examine the responses from authorities to SAIs, finding that reactions are uneven and that all civic innovators fear appropriation or co-optation by officials. Fourth, we assess overall outcomes of Arab SAIs and highlight that the transformative potential of SAIs exists especially at municipal level, if four conditions for success are present (trust, proximity, endorsement, evaluation). We also point out that the actual outcomes of SAIs in Arab societies have, so far, been limited due to design deficiencies (emphasising short-term objectives and limited context sensitivity) or because of officials’ resistance in active or passive forms. We characterise SAIs as a discursive action format that is best understood with a relational approach to power. In a final section, we formulate recommendations for activists, officials and donors on how to make SAIs more effective.

In the context of the participation society, roles and expectations of citizens and municipalities are vastly changing. While designers and design researchers explore the potentials of apps to empower citizens, municipalities are interested in data dashboards—accompanied by applications and community platforms—to increase civic participation in public (space) issues. In this paper, relevant criteria and design decisions are discussed through reflecting on the lessons learned from two civic apps that were designed by the authors and analysing prominent existing civic apps that have citizen empowerment as their objective.

In urban planning, 3D modeling and virtual reality (VR) provide new means for involving citizens in the planning process. For municipal government, it is essential to know how effective these means are, to justify investments. In this study, we present a case of using VR in a municipal process of civic participation concerning the redesign of a public park. The process included codesign activities and involved citizens in decision-making through a ballot, using 3D-rendered versions of competing designs. In codesign, 3D-modeling tools were instrumental in empowering citizens to negotiate design decisions, to discuss the quality of designs with experts, and to collectively take decisions. This paper demonstrates that, in a ballot on competing designs with 1302 citizens, VR headsets proved to be equally effective compared to other display technologies in informing citizens during decision making. The results of an additional, controlled experiment indicate that VR headsets provide higher engagement and more vivid memories than viewing the designs on non-immersive displays. By integrating research into a municipal process, we contribute evidence of cognitive and engagement effects of using 3D modeling and immersive VR technologies to empower citizens in participatory urban planning. The case described in the paper concerns a public park; a similar approach could be applied to the design of public installations including media architecture.

An increasing amount of cities are trying to increase civic engagement by using digital tools and platforms which gather data in a variety of ways on relevant topics within the city. Tools and platforms that focus on handling easy to fix issues on a local scale such as broken streetlights have been successfully implemented in cities already. In this paper a case study is described which aimed to retrieve data from citizens about a more complex local challenge in a neighborhood in Amsterdam. Furthermore, it has been investigated how the municipality could use the collected data as input for policy making. By making a participatory mapping mobile phone application available in a neighborhood, data was collected about places in the neighborhoods public space in which the citizens took pride and places that needed attention. This data is to be used as input for the area plan of the neighborhood. A first case-study with the application showed that even though there was low participation from the neighborhood, due to the high quality of the added data it was still valuable for the municipality.

African citizens are increasingly being surveilled, profiled, and targeted online in ways that violate their rights. African governments frequently use pandemic or terrorism-related security risks to grant themselves additional surveillance rights and significantly increase their collection of monitoring apparatus and technologies while spending billions of dollars to conduct surveillance (Roberts et al. 2023). Surveillance is a prominent strategy African governments use to limit civic space (Roberts and Mohamed Ali 2021). Digital technologies are not the root of surveillance in Africa because surveillance practices predate the digital age (Munoriyarwa and Mare 2023). Surveillance practices were first used by colonial governments, continued by post-colonial governments, and are currently being digitalized and accelerated by African countries. Throughout history, surveillance has been passed down from colonizers to liberators, and some African leaders have now automated it (Roberts et al. 2023). Many studies have been conducted on illegal state surveillance in the United States, China, and Europe (Feldstein 2019; Feldstein 2021). Less is known about the supply of surveillance technologies to Africa. With a population of almost 1.5 billion people, Africa is a continent where many citizens face surveillance with malicious intent.
