Comprehensive understanding of the merits of bottom-up urban development is lacking, thus hampering and complicating associated collaborative processes. Therefore, and given the assumed relevancies, we mapped the social, environmental and economic values generated by bottom-up developments in two Dutch urban areas, using theory-based evaluation principles. These evaluations raised insights into the values, beneficiaries and path dependencies between successive values, confirming the assumed effect of placemaking accelerating further spatial developments. It also revealed broader impacts of bottom-up endeavors, such as influences on local policies and innovations in urban development.

The emergence of organic planning practices in the Netherlands introduces new, non-conventional, local actors initiating bottom-up urban developments. Dissatisfied with conventional practices and using opportunities during the 2008 financial crisis, these actors aim to create social value, thus challenging prevailing institutions. Intrigued by such actors becoming more present and influential in urban planning and development processes, we aim to identify who they are. We use social entrepreneurship and niche formation theories to analyse and identify three types of social entrepreneurs. The first are early pioneers, adopting roles of a developer and end-user, but lacking position and power to realize goals. Secondly, by acting as boundary spanners and niche entrepreneurs, they evolve towards consolidated third sector organizations in the position to realize developments. A third type are intermediate agents facilitating developments as boundary spanners and policy entrepreneurs, without pursuing urban development themselves but aiming at realizing broader policy goals. Our general typology provides a rich picture of actors involved in bottom-up urban developments by applying theories from domains of innovation management and business transition management to urban planning and development studies. It shows that the social entrepreneurs in bottom-up urban development can be considered the result of social innovation, but this social innovation is set within a neoliberal context, and in many cases passively or actively conditioned by states and markets.

In health care, the use of nursing technological innovations, particularly technological products, is rapidly increasing; however, these innovations do not always align with nursing practice. An explanation for this issue could be that nursing technological innovations are developed and implemented with a top-down approach, which could subsequently limit the positive impact on practice. Cocreation with stakeholders such as nurses can help address this issue. Nowadays, health care centers increasingly encourage stakeholder participation, which is known as a bottom-up cocreation approach. However, little is known about the experience of nurses and their managers with this approach and the innovations it results in within the field of nursing care.

The sustainable energy transition asks for new and innovative solutions in the way society, government, energy market and clients (end users) approach energy distribution and consumption. The energy transition provides great opportunity to develop innovative solutions where in the dense built environment district heating and cooling are being strongly advocated.Traditionally, the energy systems in urban districts have been regulated by a top-down approach. With the rise of local and distributed sustainable sources for urban heating and cooling, the complexity of the heat/cold chain is increasing. Therefore, an organic and bottom-up approach is being requested, where the public authorities have a facilitating and/or directive role. There is a need for a new and open framework for collaboration between stakeholders. A framework that provides insight into the integral consideration of heating and cooling solutions on district level in terms of: organisation, technology and economy (OTE). This research therefore focuses on developing this integral framework towards widely supported heating and cooling solutions among district stakeholders.Through in-depth interviews, workshops and focus groups discussions, relevant stakeholders in local district heating/cooling of varying backgrounds and expertise have been consulted. This has led to two pillars in a framework. Firstly the definition of Key Success Factors and Key Performance Indicators to evaluate technical solutions in light of the respective context. Secondly, an iterative decision making process among district stakeholders where technical scenarios, respective financial business cases and market organisation are being negotiated. Fundamental proposition of the framework is the recurrent interaction between OTE factors throughout the entire decision making process. In order to constantly assure broad-based support, the underlying nature of possible barriers for collaboration are identified in a stakeholder matrix, informing a stakeholder strategy. It reveals an open insight of the interests, concerns, and barriers among all stakeholders, where solutions can be developed effectively.

This paper focuses on the specifics of the relationships between social entrepreneurs and local civil servants and politicians in The Netherlands. Policy frameworks for social enterprises (SE) are relatively underdeveloped here, as the central government took little initiative in policy development, and a legal definition for SE is lacking. This poses problems, but it also opens up possibilities to develop dialogue between local government and social entrepreneurs “bottom-up”.Both parties’ views of each other are explored, a practical tool to open dialogue is introduced and eight examples of collaboration are discussed.Through the collected experiences at local and regional levels, policy makers at the national level now also increasingly recognize the importance of SEs in the Dutch economy, and realize that the lack of national policy and legal frameworks has proven limiting and increased vulnerability of the sector. For the coming years, there are signs that policy support for SEs will become more structured and national policy action is likely.

This document focuses on the Bottom-up Business Opportunity (BUBO) method developed by the Knowledge Center Biobased Economy (KCBBE) of the Hanze University of Applied Sciences Groningen as part of the Interreg North Sea PERISCOPE program1. In short, the PERISCOPE program includes the start of a permanent transnational intersectoral innovation platform for sustainable development within the North Sea regions. The program will answer the question what opportunities for new business in the North Sea region can be developed and deployed. The final result is a platform that provides innovations and instruments in the areas of finance, policy and Living Labs.

Biomimicry education is grounded in a set of natural design principles common to every known lifeform on Earth. These Life’s Principles (LPs) (cc Biomimicry 3.8), provide guidelines for emulating sustainable strategies that are field-tested over nearly four billion years of evolution. This study evaluates an exercise for teaching LPs to interdisciplinary students at three universities, Arizona State University (ASU) in Phoenix, Arizona (USA), College of Charleston (CofC) in Charleston, South Carolina (USA) and The Hague University of Applied Sciences (THUAS) in The Hague (The Netherlands) during the spring 2021 semester. Students researched examples of both biological organisms and human designs exhibiting the LPs. We gauged the effectiveness of the exercise through a common rubric and a survey to discover ways to improve instruction and student understanding. Increased student success was found to be directly linked to introducing the LPs with illustrative examples, assigning an active search for examples as part of the exercise, and utilizing direct assessment feedback loops. Requiring students to highlight the specific terms of the LP sub-principles in each example is a suggested improvement to the instructions and rubric. An iterative, face-to-face, discussion-based teaching and learning approach helps overcome minor misunderstandings. Reiterating the LPs throughout the semester with opportunities for application will highlight the potential for incorporating LPs into students’ future sustainable design process. This study focuses on top-down and bottom-up processes within the field of energy transition. It aims at gaining insights into the ways that a more balanced approach can be achieved, by taking into consideration the (mutual) interests, barriers and expectations of the municipality and local citizen initiatives. The theoretical framework of the study is the implementation analysis framework, distinguishing top-down and bottom-up approaches. Specifically, this qualitative (thematic analysis) research study investigates the mismatch in expectations between a number of local energy initiatives and the municipality of Groningen regarding their roles within the local energy transition context. To this end, semi-structured interviews have been conducted with members of the municipality of Groningen, Grunneger Power (a local energy intermediary), and four local energy initiatives. Need and expectation gaps have been identified and potential solutions have been explored. The main findings of the study illustrate the need of professional support for citizen initiatives, at both technical and organizational level, especially in the first phases of their development. Additionally, clear mutual communication on short and long-term planning and ambitions of the involved parties is of key importance for the alignment of the interests and the course of actions. Consequently, a clear context is needed, within which an exchange of feedback on the envisioned strategies, and the subsequent energy saving or generation interventions, can take place in an efficient and effective way. Additionally, such a context increases confidence and provides a clear understanding to the citizen initiatives regarding their role and the level and nature of support they can expect in their intended projects and activities. Based on these findings, policy implications have been drawn.

Citizen participation is booming, especially the number of urban bottom-up initiatives where information and communication technologies (ICT) are deployed is increasing rapidly. This growth is good news for society as recent historical research shows that the more citizens actively and persistently interfere with public issues, the more likely a society will be resilient. And yet, at the same time, a growing number of scholars argue that due to the unprecedented impact of ICT, the public sphere is at stake. How to understand both trends? How do the anti-‘public sphere’ developments relate to the growing number of citizens’ initiatives using ICT? And if these citizen initiatives can indeed be understood as manifestations of public spheres, how can ICT foster or hinder the development of these public spheres? These questions will be explored by analyzing a Dutch citizen initiative called ‘Buuv’ (an online ‘market’ place for and by local residents) from a ‘public sphere’ perspective. The author will turn to The human condition (1958) of Hannah Arendt in order to elaborate a ‘public sphere’ perspective. An Arendtian perspective (as any perspective) highlights, however, some aspects and underexposes other aspects. Furthermore, chances are that Arendt’s thoughts are somewhat outdated, in the sense that we now live in a world where the online and the offline life intertwine — an experience that is referred to with the term ‘onlife’. Bearing these remarks in mind, the author will elaborate on the value of Arendt’s ideas to 1) the endeavor of understanding current trends in society—more urban bottom-up initiatives and anti-‘public sphere’ developments due to the broad uptake of ICT—and 2) the endeavor of revitalizing the public sphere in an onlife world.
