How to reduce carbon emissions and contribute to climate change mitigation? For years the carbon-intensive travel industry has been struggling with this question. Research has addressed the relation between climate change and tourism (e.g., Gössling et al 2015; Becken, 2013; Gössling, 2010; Gössling et al 2010; Bows et al, 2009). Their work produced models and measurement methods, and recommended mitigation policies and actions (Scott, 2011; Dwyer et al, 2010; Gössling et al 2010; McKercher, 2010). Major industry players have since adopted carbon reduction measures in their CSR policies (Thomas Cook group, 2015; TUI Group, 2015). However, the bulk of the travel industry consists of SMEs that typically have limited resources available for CSR. CARMACAL may offer a solution for the sector at large. CARMACAL is a user-friendly application that enables tour operators to accurately measure the complete carbon footprint of their tour packages and integrate carbon management in their business (CSTT, 2016a). Eco-innovations that reduce carbon emissions help advance sustainability transitions in tourism. This article examines the analytical potential of actor-network theory (ANT) to study eco-innovation. ANT assumes that reality consists of actor-networks made of human and non-human elements that perform actors as network effects. We argue that, in a time when climate change is the simultaneous product and producer of human actions, eco-innovation is better understood when research gives the human and non-human elements that perform eco-innovations equal analytical treatment. We therefore develop an ANT-inspired framework, which we apply in a case study to investigate the development of a specific eco-innovation: CARMACAL, a web-based carbon management application in the Dutch travel industry. We find that technological novelty alone is insufficient to instigate transition. CARMACAL affords multiple new practices with opposite implications for socio-economic and environmental sustainability. The practices triggering most industry support are least effective in addressing tourism's climate impacts and vice versa. Examining eco-innovation through ANT helps us put eco-innovation in a different light. Seemingly contradictory practices may be mutually supportive: their individual strengths and weaknesses may help prevent the failure of eco-innovations. This new possibility opens the way for concerted policies strengthening the contribution of eco-innovations to sustainability transitions.

Het project CARMATOP was zeer succesvol en leverde een product – een carbon calculator voor reizen “Carmacal” - dat binnen de toeristische sector nog langzaam maar zeker doordringt als management tool. Bij de deelnemende bedrijven en organisaties bestaat grote behoefte om deze tool niet alleen binnen de organisatie als management tool in te zetten, maar ook met de resultaten naar buiten te treden in de vorm van een label of keurmerk. Het ontbreken van een dergelijk label/keurmerk vormt een barrière voor een snelle uitbreiding van het aantal bedrijven dat Carmacal gebruikt. Daarnaast zal Carmacal breder worden toegepast in het onderwijs, en zal er een marketingstrategie voor dit product worden ontwikkeld.
