The research in this dissertation explores the social significance of local memory websites. Local memory websites offer local residents a platform where they collect and share memories about particular places or experiences in their neighbourhoods and districts. Following a systematic review and a broad field study, a narrative approach is developed to study collective levels of empowerment within the ‘Memory of East’ and the ‘Memory of West’, both in Amsterdam. Two empirical questions steer a double case study: 1) ‘How does the organizational development influence the online dynamics?’ and 2) ‘What collective empowerment do the online dynamics express?’ With its stronger social capital, the Memory of East is more likely to resist official memory intuitions, commercial popular culture and local politics than the Memory of West. On the other hand, with its more inclusive character, the Memory of West is more representative for the broad cultural backgrounds of its inhabitants than the Memory of East. These findings are shown to be related to five organizational continuums on which both websites are plotted to indicate their crucial organizational differences. Apart from a claim about the theoretical value of this model, it is illustrated how it functions as a discursive tool for the core groups behind both websites.

Background: Empowerment is expected to have a beneficial effect on a woman’s well-being during the perinatal period and her readiness to face the challenges of motherhood. In the literature on pregnancy and childbirth, empowerment is used widely in different contexts, with different connotations and often without a definition, thus indicating a lack of clarity of what is actually meant by the concept. Objective: To report an analysis of the concept of women’s empowerment in the context of the perinatal period. Methods: We used the concept analysis framework of Walker and Avant to analyse the concept of women’s empowerment during pregnancy and childbirth. In July 2018, we did a systematic search in EBSCOhost, including the database MEDLINE, CINAHL, PsycINFO, PsycARTICLES and SocINDEX, using keywords: empower, women, childbirth and their synonyms. All selected papers were analysed for definitions of empowerment, defining attributes, antecedents and consequences. Results: Ninety-seven scientific papers from all continents were included in the analysis. Defining attributes, antecedents, consequences and empirical referents are discussed, and a model case as well as related and contrary cases are presented. Conclusion: Attributes, external and internal to the woman, were identified. Both types of attributes need to be considered within the broader socio-cultural-economic-political landscape of the individual woman, in conjunction with a woman’s belief in herself and her meaningful interconnectedness with carers. Relevance: This study resulted in an understanding of empowerment in the context of pregnancy and childbirth that can be used in research and for the development of interventions preparing women for childbirth and their subsequent transition to motherhood.

Design: Exploratory qualitative study. Methods: Between May 2017 and September 2020, we used in-depth interviews and participant observations to study four groups participating in an empowerment programme for certified nursing assistants (N = 44). Results: We identified three crucial empowerment-enhancing programme characteristics: (1) inviting participants to move outside their comfort zone of caregiving; (2) stimulating the use of untapped talents, competencies and interests; (3) supporting the rediscovery of participants' occupational role and worth. Crucial group mechanisms encompassed learning from and with each other, as well as mechanisms of selfcorrection and self-motivation. Hindrances included a perceived lack of direction, and a lack of organizational support and facilitation. Conclusion: We showed the significance of creating an inviting and stimulating environment in which participants can explore and function in ways they otherwise would not. Likewise, we identified how this can help participants learn from, critically correct and motivate one another. Impact: The programme under study was uniquely aimed to empower certified nursing assistants. Our insights on crucial programme characteristics and group mechanisms may benefit those who develop empowerment programmes, but also policymakers and managers in supporting certified nursing assistants and other nursing professions in empowerment endeavours. Such empowerment may enhance employee retention and make occupational members more likely to address challenges affecting their occupational group and the long-term care sector

Empowerment has become a hegemonic moral horizon and key modality of governance across the global South and the global North. Whether in the realm of development or in that of welfare and urban governance, a broad range of actors, from local NGOs to social professionals and international donors, now envision the empowerment of local communities as a crucial condition and means for achieving good governance and social justice (Cruikshank 1999; Rose 1996). Anthropologists and development scholars – including ourselves – often find themselves ambivalently positioned in relation to such projects of empowerment. In this essay, we turn to the hesitancies and experimental practices of our research interlocuters in two urban settings saturated by a ‘will to empower’ (Cruikshank 1999). During ten months in the year 2017, Anick followed the everyday practices of family workers in three community centers and neighborhood associations in the northeast of Paris, who were tasked to help working-class and migrant-background parents regain confidence and agency vis-à-vis state institutions. Like the parents with whom they worked, many of these family workers hailed from the banlieue themselves and were of migrant backgrounds. Naomi worked with 15 male former gang leaders in Mombasa (Kenya) who sought to reform themselves to escape police violence. Naomi’s interlocutors were between 16 and 28 years old and worked closely with their friend Hasso during 2019 and 2022. In this period, Naomi conducted eight months of ethnographic fieldwork with these young men and with Hasso, during which she observed their weekly meetings and the individual lives of several group members, and she conducted life history interviews with five of them. These two cases thus figure actors who were differently positioned in relation to the will to empower.

The exploration of the narrative nature of local memory websites in relation to empowerment theory produces new insights in the nested levels of analysis of both. Empowerment’s value orientation calls for a focus on strengths instead of weaknesses and, as such, requires specific language that accommodates the conviction that resources are locally available, instead of scarce. Consequently, empowerment theory describes resources as being present in processes and outcomes on interdependent psychological, organizational and communal levels. The application of the empowerment framework’s components to the theoretical outcomes and processes of local memory websites illuminates the connecting roles local narratives play as resources in empowerment. First of all, personal stories, community narratives and dominant cultural narratives influence and support each other across levels. Secondly, narratives spread local knowledge which leads to shared values and common believes for collectives on various levels. And thirdly, the sharing of narratives happens through social networks that manifest themselves on different levels, which, as such, facilitate sharing other resources. Based on these perspectives, we offer a simplified model for empowerment with a focus on the interdependencies between levels of networks. Against this background, we discuss relevant analytical perspectives as a departure point for the empirical exploration of unstudied relations between empowerment and local memory websites.

Over the last few decades health promotion has increasingly focused on the empowerment of deprived communities and is shifting from a 'top-down' approach to a participatory practice, aimed at helping people to gain control over their lives and health. Previous research shows that this shift is not without problems. In The Netherlands, an Action Learning Programme on Empowerment was developed to help health promotion practitioners in this transition. 24 Practitioners from different fields of health promotion took part in a six-month programme. Qualitative data were collected from different sources and methods and were analysed using a thematic analysis. The findings threw light on a core dilemma in health promotion practice and several barriers to bringing empowerment into practice, both on a personal level, and in relationship to the community and wider institutional context. The implications of this study for the empowerment ethos of health promotion and its feasibility within the current West-European policy context are discussed.

In this article we study the evolvement of empowering and dis-empowering aspects of a local memory website, initiated by the Amsterdam Museum and currently active for more than a decade. The results partly fill a gap in the available literature about this field, because the relation between collective empowerment and online behaviour in these communities has been underexposed. Departing from a narrative perspective on memories as resources for empowerment, we show how the online dynamics around these memories exhibit collective processes of identity formation, social learning and networking. However, certain patterns in the online dynamics also uncover that, although the online activity is increasing, the diversity in the content and the number of participants are decreasing. Describing the organizational development of the local memory community, we argue that the growth into a self-organizing community is the cause of increasing activity and decreasing participation. This implies that the online community has become a small, empowered group, which at the same time has developed dis-empowering characteristics, i.e. limitations to include ‘other’ locals, neighbourhoods and topics. We illustrate how the current self-organization, unintentionally, fuels the decreasing diversity in content by a natural selection process of a rather homogeneous group of participants. In addition, the conviction of what constitutes a successful online community is discussed for emphasizing individual empowerment and attracting empowered locals instead of vulnerable ones.
