Measurement methodologies are increasingly being deployed to monitor energy poverty or energy access, and to provide insights for policy development, both in the South and more recently also in the North. However, care should be taken with interpretation and use of the data, particularly if a gender perspective is lacking. This paper argues that taking a gender perspective is vital to understanding energy access and outcomes related to interventions, through consideration of gendered user differences in energy needs, access to energy services and gendered outcome pathways. We show that the standard practice of focusing on numbers of energy connections, availability and quality of supply, is insufficient to provide insights relevant to realising gender equal access and benefits. It is a political decision about what is measured and who decides on what is measured. Based on the literature, we discuss key elements of the use of gender approaches in the assessment of energy access and energy poverty. We show that by including gender approaches in the design and execution of qualitative and quantitative data collection and analysis, there is the potential to contribute to more equitable outcomes from improved energy access.
Positive Energy Districts (PEDs) are a promising approach to urban energy transformation, aiming to optimize local energy systems and deliver environmental, social and economic benefits. However, their effectiveness and justification for investment rely on understanding the additional value they provide (additionality) in comparison to current policies and planning methods. The additionality perspective is not used yet in current evaluations of PED demonstrations and pilots. Therefore, this paper introduces the concept of additionality in the evaluation of PEDs, focusing on the additional benefits they bring and the circumstances under which they are most effective. We discuss the additionality of PEDs in addressing the challenges of climate neutrality and energy system transformation in three European cities that are funded by the European Commission’s H2020 Programme. It should be noted that given the ongoing status of these projects, the assessment is mainly based on preliminary results, as monitoring is still ongoing and quantitative results are not yet available. The paper discusses the drivers and barriers specific to PEDs, and highlights the challenges posed by technical complexities, financing aspects and social and legal restrictions. Conclusions are drawn regarding the concept of additionality and its implications for the wider development of PEDs as a response to the challenges of climate neutrality and energy system transformation in cities. We conclude that the additionality perspective provides valuable insights into the impact and potential of PEDs for societal goals and recommend this approach for use in the final evaluation of R&I projects involving PEDs using actual monitored data on PEDs.
The need to reduce carbon emissions calls for more use of renewable generation, particularly distributed resources. The intermittency of renewable generation, and concerns about energy security, require us to become more independent of central grid operation by use of local or regional (micro-grid) electricity systems. Distributed generation, allied to the commercial availability of battery storage products, permits this–the pathway to energy autonomy. This paper reviews the contribution of different renewable energy sources (RES), trends in energy storage technologies to enable energy autonomy, and the centralised and decentralised techniques that coordinate the associated energy management. The paper covers energy autonomy at different scales, ranging from household levels to district levels. The improvements in grid independency are measured accordingly. There is discussion of this measurement and of the economic and ecological benefits from energy autonomy in the context of policy frameworks.

Early 2013 the Centre for Sustainable Tourism and Transport started work on the RAAK-MKB project ‘Carbon management for tour operators’ (CARMATOP). Besides NHTV, eleven Dutch SME tour operators, ANVR, HZ University of Applied Sciences, Climate Neutral Group and ECEAT initially joined this 2-year project. The consortium was later extended with IT-partner iBuildings and five more tour operators. The project goal of CARMATOP was to develop and test new knowledge about the measurement of tour package carbon footprints and translate this into a simple application which allows tour operators to integrate carbon management into their daily operations. By doing this Dutch tour operators are international frontrunners.Why address the carbon footprint of tour packages?Global tourism contribution to man-made CO2 emissions is around 5%, and all scenarios point towards rapid growth of tourism emissions, whereas a reverse development is required in order to prevent climate change exceeding ‘acceptable’ boundaries. Tour packages have a high long-haul and aviation content, and the increase of this type of travel is a major factor in tourism emission growth. Dutch tour operators recognise their responsibility, and feel the need to engage in carbon management.What is Carbon management?Carbon management is the strategic management of emissions in one’s business. This is becoming more important for businesses, also in tourism, because of several economical, societal and political developments. For tour operators some of the most important factors asking for action are increasing energy costs, international aviation policy, pressure from society to become greener, increasing demand for green trips, and the wish to obtain a green image and become a frontrunner among consumers and colleagues in doing so.NetworkProject management was in the hands of the Centre for Sustainable Tourism and Transport (CSTT) of NHTV Breda University of Applied Sciences. CSTT has 10 years’ experience in measuring tourism emissions and developing strategies to mitigate emissions, and enjoys an international reputation in this field. The ICT Associate Professorship of HZ University of Applied Sciences has longstanding expertise in linking varying databases of different organisations. Its key role in CARMATOP was to create the semantic wiki for the carbon calculator, which links touroperator input with all necessary databases on carbon emissions. Web developer ibuildings created the Graphical User Interface; the front end of the semantic wiki. ANVR, the Dutch Association of Travel Agents and Tour operators, represents 180 tour operators and 1500 retail agencies in the Netherlands, and requires all its members to meet a minimum of sustainable practices through a number of criteria. ANVR’s role was in dissemination, networking and ensuring CARMATOP products will last. Climate Neutral Group’s experience with sustainable entrepreneurship and knowledge about carbon footprint (mitigation), and ECEAT’s broad sustainable tourism network, provided further essential inputs for CARMATOP. Finally, most of the eleven tour operators are sustainable tourism frontrunners in the Netherlands, and are the driving forces behind this project.

De sector voor vakantieparken en campings zal, net als alle andere sectoren, binnen dertig jaar nul-emissies van broeikasgassen moeten bereiken. De gemeente Goeree-Overflakkee en de Provincie Zuid-Holland zijn voornemens om een project op te zetten om de voor Goeree-Overflakkee belangrijke sector te helpen de energietransitie te maken. De gemeente en provincie willen graag antwoord op de vraag welke kennis en welke partijen nodig zijn om de duurzaamheidsdoelstelling zodanig in een beleidsproces te gieten dat de belangen van de vele stakeholders in deze sector samenkomen op een wijze dat de doelstelling gehaald wordt.This project entails an exploratory study that aims to map the technical route, scope and preconditions of the energy transition at holiday parks and campsites. The holiday park and camping sector, like all other sectors, will have to achieve zero greenhouse gas emissions within thirty years. The municipality of Goeree-Overflakkee and the Province of South Holland intend to set up a project to help this important sector on Goeree-Overflakkee to make the energy transition. The municipality and province would like an answer to the question of what knowledge and which parties are needed to put the sustainability objective into a policy process in such a way that the interests of the many stakeholders in this sector come together in a way that the objective is achieved.
Client: Blue Plan regional activity centre (UNEP/MAP), subcontracted through TEC Conseille, Marseille As part of a regional workshop organized by the Blue Plan in July 2008, one of the conclusions of the Group "Tourism and Climate Change” was the need for saving energy in tourism transportation and particularly of air transport, as air transport is responsible for the largest share of greenhouse gas emissions caused by tourism. In the period 1998-2005, the share of international arrivals by air in the Mediterranean area rose from 23% to 40%, respectively, or in numbers, from 47 to 122 million tourists. Some countries, particularly islands, almost entirely depend on air transport for their international tourism. For example in 2005 air transport is used by 87%, 78%, 73%, 64% and 51% of international tourists arriving in, respectively, Israel, Egypt, Spain, Tunisia and Morocco. According to Plan Bleu forecasts on international arrivals, assuming that the share of air transport remains the same, the number of tourists travelling by plane will reach over 158 million by 2025. Given the role of aviation in the emissions of greenhouse gases (GHG), such a development is clearly not sustainable in the light of the necessary reduction of emissions to avoid dangerous climate change. The overall aim of the study is to inform policy makers and entrepreneurs in both destination and in origin countries, on possible options to reduce emissions of greenhouse gases from air travel, while at the same time not impairing the economic development of tourism. To do this, CSTT has developed a tourism scenario model for all countries with Mediterranean coasts describing inbound and outbound international tourism and domestic tourism by all available transport modes and giving both contributions to GDP and total GHG emissions. This model responses to global mitigation policies (increasing the cost of carbon emissions) as well as national policies (taxes, subsidies and changes in transport quality per transport mode). Using the model both global and national policies can be assessed as well as the risks of global mitigation policies for specific countries.
