Criminal expertise plays a crucial role in the choices offenders make when committing a crime, including their modus operandi. However, our knowledge about criminal decision making online remains limited. Drawing on insights from cyber security, we conceptualize the cybercrime commission process as the sequence of phases of the cyber kill chain that offenders go through. We assume that offenders who follow the sequence consecutively use the most efficient hacking method. Building upon the expertise paradigm, we hypothesize that participants with greater hacking experience and IT skills undertake more efficient hacks. To test this hypothesis, we analyzed data from 69 computer security and software engineering students who were invited to hack a vulnerable website in a computer lab equipped with monitoring software, which allowed to collect objective behavioral measures. Additionally, we collected individual measures regarding hacking expertise through an online questionnaire. After quantitatively measuring efficiency using sequence analysis, a regression model showed that the expertise paradigm may also apply to hackers. We discuss the implications of our novel research for the study of offender decision-making processes more broadly.

This dissertation concerns the adaptive ability by which workers meet new expertise needs throughout their careers. We aimed to increase our understanding of this adaptive ability through a series of four studies building upon the concept of flexpertise (Van der Heijden, 1998, 2000). These studies were designed to advance theorizing, specifically in scholarly research on expertise and expert performance (Ericsson et al., 2006) and sustainable careers (Van der Heijden & De Vos, 2015), and to increase our understanding of how flexpertise may be fostered among workers across expertise domains and working contexts.In this introduction chapter, we outline the key theoretical concepts regarding the flexpertise phenomenon that we will use throughout this dissertation, a description of the knowledge gap in the scholarly literature, and our research focus. This is followed by a summary of this PhD project that outlines the overall research objective, the research questions and research methods that we deployed, as well as an overview of the four flexpertise studies conducted (see Table 1.1). The subsequent chapters include the four (submitted) scientific publications on this matter. We conclude by reflecting on the theoretical, methodological and practical value of our research, and on the limitations of our research approach. We finish with recommendations for future research, ethical considerations on the usage of the flexpertise concept in labor market debates, and a personal reflection on this PhD program.Before explaining the key concept of flexpertise and related core concepts, we first outline what we mean by new expertise needs. These needs shaped the background of the four studies conducted.

Current research on data in policy has primarily focused on street-level bureaucrats, neglecting the changes in the work of policy advisors. This research fills this gap by presenting an explorative theoretical understanding of the integration of data, local knowledge and professional expertise in the work of policy advisors. The theoretical perspective we develop builds upon Vickers’s (1995, The Art of Judgment: A Study of Policy Making, Centenary Edition, SAGE) judgments in policymaking. Empirically, we present a case study of a Dutch law enforcement network for preventing and reducing organized crime. Based on interviews, observations, and documents collected in a 13-month ethnographic fieldwork period, we study how policy advisors within this network make their judgments. In contrast with the idea of data as a rationalizing force, our study reveals that how data sources are selected and analyzed for judgments is very much shaped by the existing local and expert knowledge of policy advisors. The weight given to data is highly situational: we found that policy advisors welcome data in scoping the policy issue, but for judgments more closely connected to actual policy interventions, data are given limited value.

Teacher education enables students to grow from ‘novice’ into ‘starting expert’ teachers. In this study, students’ textual peer feedback on video recordings of their teaching practice was analysed to determine the growth of their expertise in relation to blended curriculum design. The degree to which curriculum and literature influenced their feedback was assessed by semantic network analysis of prominent words from the literature that was studied, as well as the lexical richness andsemantic cohesion of students’ peer feedback and reflections. The lexical richness and the semantic cohesion increased significantly by the end of the semester. This means that students incorporated new vocabulary and maintained semantic consistency while using the new words. Regarding the semantic network analysis, we found stronger connections between the topics being discussed by the students at the end of the semester. Active use of video and peer feedback enhances students’ activeknowledge base, thus furthering effective teaching.

Tom van Weert argues that economic, societal and cultural developments in indus-trialized countries push for educational innovation. He sees Information and Communication Technology (ICT) as enabling factor of this innovation. His line of reasoning is the following. Knowledge intensive economies have a need for modern professionals with new qualifications. These professionals have to be able to produce concrete business results, but need also to contribute to essential business knowledge, needed to survive in a highly competitive and changing environment. Knowledge creation is becoming part of working and is therefore not anymore the exclusive right of research institutions. In this light, universities as breeding place of modern professionals, need to redefine their role in much more fundamental ways than simply continuing old practices by modern ICT means. A new educational paradigm is needed, integrating learning, working and knowledge creation. Situation based learning environments may be the materialization of this new paradigm.

Both because of the shortcomings of existing risk assessment methodologies, as well as newly available tools to predict hazard and risk with machine learning approaches, there has been an emerging emphasis on probabilistic risk assessment. Increasingly sophisticated AI models can be applied to a plethora of exposure and hazard data to obtain not only predictions for particular endpoints but also to estimate the uncertainty of the risk assessment outcome. This provides the basis for a shift from deterministic to more probabilistic approaches but comes at the cost of an increased complexity of the process as it requires more resources and human expertise. There are still challenges to overcome before a probabilistic paradigm is fully embraced by regulators. Based on an earlier white paper (Maertens et al., 2022), a workshop discussed the prospects, challenges and path forward for implementing such AI-based probabilistic hazard assessment. Moving forward, we will see the transition from categorized into probabilistic and dose-dependent hazard outcomes, the application of internal thresholds of toxicological concern for data-poor substances, the acknowledgement of user-friendly open-source software, a rise in the expertise of toxicologists required to understand and interpret artificial intelligence models, and the honest communication of uncertainty in risk assessment to the public.

Purpose – purpose of this article is to report about the progress of the development of a method that makes sense of knowledge productivity, in order to be able to give direction to knowledge management initiatives. Methodology/approach – the development and testing of the method is based on the paradigm of the Design Sciences. In order to increase the objectivity of the research findings, and in order to test the transferability of the method, this article suggests a methodology for beta testing. Findings – based on the experiences within this research, the concept of beta testing seems to fit Design Science Research very well. Moreover, applying this concept within this research resulted in valuable findings for further development of the method. Research implications – this is the first article that explicitly applies the concept of beta testing to the process of developing solution concepts. Originality/value – this article contributes to the further operationalization of the relatively new concept of knowledge productivity. From a methodological point of view, this article aims to contribute to the paradigm of the Design Sciences in general, and the concept of beta testing in particular.

Since 2000, all Dutch Universities of Professional Education are confronted with three major renewals. The first was the European agreement to implement the Bachelor-Master system in Higher Education. The second was the strong tendence to renew eduction towards Competence Based Education. The third renewal came from the decision of the ministery of Education to contract lectures (lectoren) and research networks (kenniskringen) to improve research competences among students. Basic idea behind the latest renewal was that if students from Universities of Professional Education bring in more knowledge in companies, during and after their study, this will stimulate the innovative power of Dutch small and medium enterprices (SME’s). Educational developers have been very bussy with these renewals. Under the cloak of national assurance guidelines and external panels of inspection many educational developers automatically tended to use the instrumental paradigm for many design contexts. In accordance with the research of Gustafson (1993) and Richey (1993) we raised questions about the relevance of the instrumental paradigm for educational design contexts, because often the means-end thinking of the instrumental approach have seemed to be out of place. This research project by Lappia, De Boer & Van Rennes took place in 2006 at INHOLLAND university of professional education in the western part of The Netherlands with four pilots at School of Technology, Social Work, Education and Economics. The researchers started from the assumption that improving competence-based internships could not been based on an instrumental paradigma, because of the lack of absolute standards and the need to support deliberation among stakeholders. The Design Science Approach of Van Aken (2004) and Andriessen (2004) was been used to reveal field-tested and grounded technological rules as design specifications for improvement tools. Beside that the research project used the communicative paradigm (Visscher-Voerman & Gustafson, 2004) to reach consensus among the practitioners, who accompanion students during their internships in organisations in order to achieve a growth of competences in the choosen working field. Participants in the research project were employees of the School of Education, The School of Technology and the School of Economics, the department of Education, Quality, Research and development (OKR). Conditions for participating in the project were that the Schools recognized the problems with implementing Competence Based Internship and the School had to set the employees whe participated in the project free for half a day during the project. The Schools as stakeholders in the project were primary interested in solution of their practical problem (practical stream). The department of Education, Quality, Research and development was interested in solution of the pratical problem for dissemination reasons, but would also learn new strategies for implementation (knowledge stream). Therefore was choosen to follow the Design Science Research Approach.

The road to science for the arts therapies requires research on the full breadths of the spectrum, from systematic case studies to RCTs. It is important that arts therapists and arts therapeutic researchers reflect on the typical characteristics of each research paradigm, research type and research method and select what is appropriate with regard to the particular research question. Questions rather differ. Finding out whether a certain intervention has a particular effect with a large group of clients differs from wanting to know which change occurs at which moment by which interventions in the treatment of an individual client. Research in practice remains close to questions encountered by arts therapists in their daily practice. It concerns questions arts therapists have about their lived experience of acting due to the complexity and variability of practice. By carrying out research in practice that links up with those questions, evidence evolves; evidence that enables the professional to proceed and that makes explicit what often remains implicit and unsaid. What is explicit can be communicated, can be criticised and tested. The professional himself does the road to science of the profession. The investment in professionals’ research in practice is the motor of knowledge-productivity that bridges the theory-practice gap. Research in the arts therapies should lead to ‘knowledge’ in which the ‘art’, nor the ‘subject’ of therapist and client have been lost.

The growing sophistication, frequency and severity of cyberattacks targeting all sectors highlight their inevitability and the impossibility of completely protecting the integrity of critical computer systems. In this context, cyber-resilience offers an attractive alternative to the existing cybersecurity paradigm. We define cyber-resilience as the capacity to withstand, recover from and adapt to the external shocks caused by cyber-risks. This article seeks to provide a broader organizational understanding of cyber-resilience and the tensions associated with its implementation. We apply Weick's (1995) sensemaking framework to examine four foundational tensions of cyber-resilience: a definitional tension, an environmental tension, an internal tension, and a regulatory tension. We then document how these tensions are embedded in cyber-resilience practices at the preparatory, response and adaptive stages. We rely on qualitative data from a sample of 58 cybersecurity professionals to uncover these tensions and how they reverberate across cyber-resilience practices.
