This study explores how TikTok Live’s fusion of immediacy, interactivity, and monetization creates a powerful infrastructure for political communication, one increasingly exploited for extremist mobilisation and disinformation. Focusing on far-right actors in Germany, it combines technical monitoring, content analysis, and policy review to examine how extremist networks exploit the platform’s live-streaming affordances to spread propaganda, monetize hate, and evade moderation, often in ways that outpace both TikTok’s self-regulation and external oversight under the EU’s Digital Services Act (DSA).

Offering games in the cloud is something being realised by many operations, but still there are diverse challenges in conducting this successfully. Currently it is expected that graduating game development students will have at least one published game and a chance to experience the release phase and post-production aspects of game development. This led to the inspiration for a project to create the first University cloud games channel in an effort to stop our game development history being lost due to reasons such as storage media failure, along with providing an avenue for students to experience game release, operation and community management. A study evaluated various technologies and requirements from stake-holders. The criteria created was then used to identify the best approach to undertake and implement. The results includes the selection and development of the University games channel using an asset streaming solution in partnership with Uiomik. along with the supporting processes for games to be delivered to the platform. This solution makes use of specialised offline asset compression combined with asset streaming prediction. The game requires no installation and the performance of the caching of the game required to start playing was profiled and found to perform at an average of 29 percent of the total game size for our student games, that was then compared to the results of industry games that performed on average at 4 percent.

On a four-year bachelor course at Inholland University of Applied Sciences in the Netherlands, additional modern language was offered to first-year students studying at three locations. Since each location only had a few students and there was only one language teacher available, across the three locations, lessons were given by the teacher in a ‘hybrid’ classrooms. The teacher was at one location with some students while students from the other two locations would join via live video link. The focus was to develop speaking and listening skills through in-classroom discussion that took place via the video link. Short video news segments in the language were watched live in class. This lead to discussion and practicing the language. Learning support materials were available in the form of a grammar book with an online self-test learning environment. The research group conducted research on this original and creative solution to teaching smaller groups since much could be learned from a practical, didactic and organisational perspective. Several organisational issues influenced the course. And from a pedagogical perspective, this case supported findings from the literature that it is complicated to engage with students live in a classroom while also communicating with students at other locations via a video screen.

This study evaluates the maximum theoretical exposure to radiofrequency (RF) electromag- netic fields (EMFs) from a Fifth-generation (5G) New Radio (NR) base station (BS) while using four commonly used mobile applications: YouTube for video streaming, WhatsApp for voice calls, Instagram for posting pictures and videos, and running a Video game. Three factors that might affect exposure, i.e., distance of the measurement positions from the BS, measurement time, and induced traffic, were examined. Exposure was assessed through both instantaneous and time-averaged extrapolated field strengths using the Maximum Power Extrapolation (MPE) method. The former was calculated for every measured SS-RSRP (Secondary Synchronization Reference Signal Received Power) power sample obtained with a sampling resolution of 1 second, whereas the latter was obtained using a 1-min moving average applied on the applications’ instantaneous extrapolated field strengths datasets. Regarding distance, two measurement positions (MPs) were selected: MP1 at 56 meters and MP2 at 170 meters. Next, considering the measurement time, all mobile application tests were initially set to run for 30 minutes at both MPs, whereas the video streaming test (YouTube) was run for an additional 150 minutes to investigate the temporal evolution of field strengths. Considering the traffic, throughput data vs. both instantaneous and time-averaged extrapolated field strengths were observed for all four mobile applications. In addition, at MP1, a 30-minute test without a User Equipment (UE) device was conducted to analyze exposure levels in the absence of induced traffic. The findings indicated that the estimated field strengths for mobile applications varied. It was observed that distance and time had a more significant impact than the volume of data traffic generated (throughput). Notably, the exposure levels in all tests were considerably lower than the public exposure thresholds set by the ICNIRP guidelines.INDEX TERMS 5G NR, C-band, human exposure assessment, mobile applications, traffic data, maximum extrapolation method, RF-EMF.

Abstract The emergence of new technologies such as mp3 and music streaming, and the accompanying digital transformation of the music industry, have led to the shift and change of the entire music industry’s value chain. While music is increasingly being consumed through digital channels, the number of empirical studies, particularly in the field of music copyright in the digital music industry, is limited. Every year, rightsholders of musical works, valued 2.5 billion dollars, remain unknown. The objectives of this study are twofold: First to understand and describe the structure and process of the Dutch music copyright system including the most relevant actors within the system and their relations. Second to apply evolutionary economics approach and Values Sensitive Design method within the context of music copyright through positive-empirical perspective. For studies of technological change in existing markets, the evolutionary economics literature provides a coherent and evidence-based foundation. The actors are generally perceived as being different, for example with regard to their access to information, their ability to handle information, their capital and knowledge base (asymmetric information). Also their norms, values and roles can differ. Based on an analysis of documents and held expert interviews, we find that the collection and distribution of the music copyright money is still based on obsolete laws, neoclassical paradigm and legacy IT-system. Finally, we conclude that the rightsholders are heterogenous and have asymmetrical information and negotiating power. The outcomes of this study contribute to create a better understanding of impact of digitization of music copyright industry and empower the stakeholders to proceed from a more informed perspective on redesigning and applying the future music copyright system and pre-digital norms and values amongst actors.

Universities have the potential, and the responsibility, to take on more ecological and relational approaches to facilitating learning-based change in times of interconnected socioecological crises. Signs for a transition towards these more regenerative approaches of higher education (RHE) that include more place-based, ecological, and relational, ways of educating can already be found in niches across Europe (see for example the proliferation of education-based living labs, field labs, challenge labs). In this paper, the results of a podcast-based inquiry into the design practises and barriers to enacting such forms of RHE are shown. This study revealed seven educational practises that occurred across the innovation niches. It is important to note that these practises are enacted in different ways, or are locally nested in unique expressions; for example, while the ‘practise’ of cultivating personal transformations was represented across the included cases, the way these transformations were cultivated were unique expressions of each context. These RHE-design practises are derived from twenty-seven narrative-based podcasts as interviews recorded in the April through June 2021 period. The resulting podcast (The Regenerative Education Podcast) was published on all major streaming platforms in October 2021 and included 21 participants active in Dutch universities, 1 in Sweden, 1 in Germany, 1 in France, and 3 primarily online. Each episode engages with a leading practitioner, professor, teacher, and/or activist that is trying to connect their educational practice to making the world a more equitable, sustainable, and regenerative place. The episodes ranged from 30 to 70 min in total length and included both English (14) and Dutch (12) interviews. These episodes were analysed through transition mapping a method based on story analysis and transition design. The results include seven design practises such as cultivating personal transformations, nurturing ecosystems of support, and tackling relevant and urgent transition challenges, as well as a preliminary design tool that educational teams can use together with students and local agents in (re)designing their own RHE to connect their educational praxis with transition challenges. van den Berg B, Poldner K, Sjoer E, Wals A. Copyright enforcement by private third parties – does it work uniformly across the EU? Since the inception of Napster, home copying of digital files has taken a flight. The first providers of software or infrastructure for the illegal exchange of files were held contributory or vicariously liable for copyright infringement. In response, they quickly diluted the chain of liability to such an extent that neither the software producers, nor the service providers could be held liable. Moving further down the communication chain, the rights holders are now requiring Internet Service Providers (ISPs) that provide access to end customers to help them with the enforcement of their rights. This article discusses case-law regarding the enforcement of copyright by Internet Access Providers throughout Europe. At first glance, copyright enforcement has been harmonised by means of a number of directives, and article 8(3) of the Copyright Directive (2001/29/EC) regulates that EU Member States must ensure the position of rights holders with regard to injunctions against ISPs. Problem solved? Case law from Denmark, Ireland, Belgium, Norway, England, The Netherlands, Austria and the Court of Justice of the EU was studied. In addition, the legal practice in Germany was examined. The period of time covered by case law is from 2003 to 2013, the case law gives insight into the differences that still exist after the implementation of the directive.

In deze bijdrage aan het vierjaarlijkse SURF trendrapport wordt nader ingegaan op de wijze waarop digitale innovaties als computers en internet zich ingevoegd hebben in de levens van studenten en docenten cq. Onderzoekers in het Nederlandse hoger onderwijs. Verschillende thema s worden daarbij nader beschreven. In de eerste plaats wordt ingegaan op de invloed van digitalisering op het aanbod, met name de wetenschappelijke informatievoorziening en de veranderende rol van tijdschriften en bibliotheken. Het spiegelbeeld van dat aanbod is de vraagzijde, de mate waarin studenten (en medewerkers) toegang hebben tot nieuwe media. Daarbij stelt zich meteen de vraag naar sociale ongelijkheid in het bezit en gebruik van deze technologiekn. Die vraag is rechtstreeks gerelateerd aan diffusiepatronen van innovaties, zowel in huishoudens, studentenhuizen als in organisaties. Vervolgens wordt aandacht besteed aan het bereik: wie maakt er gebruik van de nieuwe mogelijkheden en wat betekent dit voor de tijdsbesteding. De tekst wordt afgesloten met aandacht voor een specifieke groep studenten, te weten studenten met functiebeperkingen, en het omschrijven van onze rol in de vraag of digitalisering van het hoger onderwijs voor hen een zegen of een vloek is.

The digital era has brought about profound changes in how music is created, distributed, and consumed, posing a need for modernizing the Dutch collective management system of music copyright to match the rapidly changing digital music industry. This study aims to identify the key stakeholders and their perceptions of the Dutch system of collective management of music copyright. Utilizing qualitative document analysis, the study examines a range of public and non-public documents, including income statements, annual reports from Collective Management Organizations (CMOs), and contracts between publishers and creators. The research is further enriched by twenty-four semi-structured interviews with key stakeholders such as composers, lyricists, music publishers, copyright lawyers, and CMO executives. The findings of the study highlight several issues like the outdated IT systems and the lack of data standardization within the system. The research also notes a contrast in organizational effectiveness: major publishers are well-organized and unified in their negotiations with Digital Service Providers (DSPs) and CMOs, effectively advocating for their rights. However, music copyright holders, despite their legal homogeneity, are either unorganized or ineffectively aligned, displaying diverse interests and varying levels of access to information, as well as differences in norms and values prioritization. The study is grounded in the economics of collective management (ECM) and makes a significant academic contribution to this field by introducing new empirical findings to ECMs core constructs and integrating theoretical perspectives. The research offers valuable insights for policymakers, industry stakeholders, and researchers, aiming to foster a more equitable music copyright management system in the digital context.
