This article describes the development of foreign fighters’ preparatory modes of operation between 2000 and 2013, based on an analysis of 17 closed police investigations and 21 semi-structured interviews with police investigators, public prosecutors, and lawyers. Through the use of grounded theory methods and a crime script analysis, we find that the phenomenon is not as new as is often portrayed. It changes over time as changing opportunity structures have an impact on the activities foreign fighters undertake during the preparation phase. We demonstrate how geopolitical changes, social opportunity structures, and technological developments affect themodus operandiover time. One of the implications of our findings is that the dynamic nature of the foreign fighting phenomenon requires flexible and tailored prevention measures.

This article is about the effect of local tailored interventions to counter (violent) extremism, and therefore contributes to the academic and policy debates. It focusses on local, professional perspectives on person-specific interventions utilising a Dutch case study as the basis. The interventions are part of the wider-ranging counter terrorism policy that entails (local) measures that are deployed in relation to designated high-risk individuals and groups. By reviewing policy documents and conducting semi-structured interviews, the exploratory study concludes that the key factors for a hand-tailored intervention are a solid network, expert knowledge to assess potential signs of extremist ideology, an awareness of not having too many concurrent measures, good inter-institutional cooperation and information-sharing. The professionals involved felt that person-specific interventions have contributed to reducing the threat of religious extremism in the Netherlands. Nonetheless, municipal officials and security agents emphasised the importance of setting realistic goals and a focus on preventive rather than repressive measures. Furthermore, despite the central role that municipal actors play, they run up against problems such as cooperation within the security and care sector. National entities appear to emphasize information-gathering and monitoring more than community-focused cooperation. Thereby questioning whether, on the national level, local professionals are perceived as playing a key role in dealing with extremism.

At the end of the 1940s and the early 1950s, the question whether or not to rearm West Germany was a fiercely and hotly debated topic in Europe. The Americans suggested doing this by integrating the Federal Republic in NATO. However, many Europeans feared the resurgence of German militarism. Nowhere was this more true than in France. Therefore, the French Foreign Minister René Pleven launched the so-called Pleven Plan, designed to allow West German units to be established, but only in small units. That way, Europe could profit from West Germany’s manpower, without the country becoming a military threat. Discussions on the European Defence Community were tough, but in the end was signed by the six Founding Fathers. The Dutch did so reluctantly, especially because the Americans were left out, favouring security arrangements in NATO and rearming and incorporating West Germany in the Western alliance. To the Netherlands, it was essential to incorporate the British and especially the Americans in the Western defense; the Dutch always favoured an Atlantic alliance, opposing too much supranationality in the European integration project. The Federal Republic of Germany on the other hand, saw it as an opportunity to regain sovereignty. By supporting creation of protected areas, conservation projects are known to bring economic prosperity to the local communities, but also incite criticism. A common theme in the critique of conservation organizations is the proximity to neoliberal agencies seeking to capitalize on environment, which disadvantage the local communities. Community participation has been proposed as a panacea for neoliberal conservation. However, conservation efficacy is not always contingent on the community involvement and reliance on ‘traditional’ practices in protected areas has not always benefitted biodiversity. Simultaneously, critique of conservation ignores evidence of indigenous activism as well as alternative forms of environmentalism which provide a broader ethical support base for conservation. Dit rapport verkent of de lokale jongerenwerker bij machte is om te opereren op het snijvlak van maatschappelijk welzijn en signalering van gewelddadig extremisme. Hoewel extremisme onder jongeren een zeldzaam fenomeen blijkt, en uitreizen om zich aan te sluiten bij Jihadistische strijdgroepen in het buitenland nog maar sporadisch voorkomt, ligt er een nadrukkelijke boodschap vanuit de overheid om alert te zijn op de eerste tekenen van afwijkend gedrag. Aan de hand van documentanalyse en interviews met jongerenwerkers brengt deze exploratieve studie in kaart hoe deze groep sociaal werkers gestalte geeft aan hun monitorende rol in de wijk. De resultaten laten zien dat er in de dagelijkse praktijk een helder kader ontbreekt, en dat dit twee hoofdoorzaken heeft. De eerste is dat, in de praktijk, de termen radicalisering en (gewelddadig) extremisme lastig van elkaar te onderscheiden zijn. De tweede oorzaak is dat de oordeelsvorming grotendeels leunt op de eigen individuele perceptie op de problematiek. Dit rapport concludeert daarom dat oordeelsvorming in de context van signalering van gewelddadig extremisme ogenschijnlijk weinig gestructureerd verloopt en niet geheel objectief is. De vraag is of de focus van het beleid op lokaal niveau niet verlegd moet worden naar het voorkomen van extremistisch geweld door jongerenwerkers in plaats van het tegengaan van radicaal gedachtegoed of ideologieën.

Attending to the emergent debates on tourism and (in)justice, this study critically examines the role of the Walled Off Hotel, Banksy's tourism-artistic intervention in Palestine, in constructing justice. Utilising the evidence from 15 in-depth empathetic interviews, it explores the ways in which local residents make sense of the Hotel and how they frame and experience (in)justices. While demonstrating how these interpretations are entangled with the broader geographic, social and political context, the paper discusses how different forms of justice circulate in this particular context. The new knowledge generated contributes to our further understanding of achieving justice-through-tourism as an affirmative praxis, while addressing the broader humanitarian, earthly, or otherwise existential crisis.

Frontline professionals such as social workers and civil servants play a crucial role in countering violent extremism.Because of their direct contac twith society,first liners are tasked with detecting individuals that may threaten national security and the democratic rule of law. Preliminary screening takes place during the pre-crime phase. However, without clear evidence or concrete indicators of unlawful action or physical violence, it is challenging to determine when someone poses a threat. There are no set patterns that can be used to identify cognitive radicalization processes that will result in violent extremism. Furthermore, prevention targets ideas and ideologies with no clear framework for assessing terrorism-risk. This article examines how civil servants responsible for public order, security and safety deal with their mandate to engage in early detection, and discusses the side effects that accompany this practice. Based on openinterviews with fifteen local security professionals in the Netherlands, we focus here on the risk assessments made by these professionals. To understand their performance, we used the following two research questions: First, what criteria do local security professionals use to determine whether or not someone forms a potential risk? Second, how do local security professionals substantiate their assessments of the radicalization processes that will develop into violent extremism? We conclude that such initial risk weightings rely strongly on ‘gut feelings’ or intuition. We conclude that this subjectivitymayleadto prejudiceand/oradministrativearbitrariness in relationtopreliminary risk assessment of particular youth.

ABSTRACT This study investigates how perceptions of radicalisation and co-occurring mental health issues differ between mental health care and the security domain, and how these perceptions affect intersectoral collaboration. It is generally thought that intersectoral collaboration is a useful strategy for preventing radicalisation and terrorism, especially when it concerns radicalised persons with mental health issues. It is not clear, however, what perceptions professionals have of radicalisation and collaboration with other disciplines. Data was obtained from focus groups and individual interviews with practitioners and trainers from mental health care and the security domain in the Netherlands. The results show a lack of knowledge about radicalisation in mental health care, whereas in the security domain, there is little understanding of mental health issues. This leads to a mad-bad dichotomy which has a negative effect on collaboration and risk management. Improvement of the intersectoral collaboration by cross-domain familiarization, and strengthening of trust and mutual understanding, should begin with the basic training of professionals in both domains. The Care and Safety Houses in the Netherlands offer a sound base for intersectoral collaboration. Future professionals from different domains ought to be familiarized with each other’s possibilities, limitations, tasks, and roles.
