Although there is an array of technical solutions available for retrofitting the building stock, the uptake of these by owner‐occupants in home improvement activities is lagging. Energy performance improvement is not included in maintenance, redecoration, and/or upgrading activities on a scale necessary to achieve the CO2 reduction aimed for in the built environment. Owner‐occupants usually adapt their homes in response to everyday concerns, such as having enough space available, increasing comfort levels, or adjusting arrangements to future‐proof their living conditions. Home energy improvements should be offered accordingly. Retrofit providers typically offer energy efficiency strategies and/or options for renewable energy generation only and tend to gloss over home comfort and homemaking as key considerations in decision‐making for home energy improvement. In fact, retrofit providers struggle with the tension between customisation requirements from private homeowners and demand aggregation to streamline their supply chains and upscale their retrofit projects. Customer satisfaction is studied in three different Dutch approaches to retrofit owner‐occupied dwellings to increase energy efficiency. For the analysis, a customer satisfaction framework is used that makes a distinction between satisfiers, dissatisfiers, criticals, and neutrals. This framework makes it possible to identify and structure different relevant factors from the perspective of owner‐occupants, allows visualising gaps with the professional perspective, and can assist to improve current propositions.

In the debate about smart cities, an alternative to a dominant top-down, tech-driven solutionist approach has arisen in examples of ‘civic hacking’. Hacking here refers to the playful, exploratory, collaborative and sometimes transgressive modes of operation found in various hacker cultures, this time constructively applied in the context of civics. It suggests a novel logic to organise urban society through social and digital media platforms, moving away from centralised urban planning towards a more inclusive process of city-making, creating new types of public spaces. This book takes this urban imaginary of a hackable city seriously, using hacking as a lens to explore examples of collaborative city-making enabled by digital media technologies. Five different perspectives are discussed. Hacking can be understood as (1) an ethos, a particular articulation of citizenship in the network era; (2) as a set of iterative and collaborative city-making practices, bringing out new roles and relations between citizens, (design) professionals and institutional actors; (3) a set of affordances of institutional structures that allow or discourage their appropriation; (4) a critical lens to bring in notions of democratic governance, power struggles and conflict of interests into the debate on collaborative city-making; and (5) a point of departure for action research. After a discussion of these themes, the various chapters in the book are briefly introduced. Taken together they contribute to a wider debate about practices of technology-enabled collaborative city-making, and the question how city hacking may mature from the tactical level of smart and often playful interventions to a strategic level of enduring impact.
Today, we live in a world where every time we turn on our smartphones, we are inextricably tied by data, laws and flowing bytes to different countries. A world in which personal expressions are framed and mediated by digital platforms, and where new kinds of currencies, financial exchange and even labor bypass corporations and governments. Simultaneously, the same technologies increase governmental powers of surveillance, allow corporations to extract ever more complex working arrangements and do little to slow the construction of actual walls along actual borders. On the one hand, the agency of individuals and groups is starting to approach that of nation states; on the other, our mobility and hard-won rights are under threat. What tools do we need to understand this world, and how can art assist in envisioning and enacting other possible futures?This publication investigates the new relationships between states, citizens and the stateless made possible by emerging technologies. It is the result of a two-year EU-funded collaboration between Aksioma (SI), Drugo More (HR), Furtherfield (UK), Institute of Network Cultures (NL), NeMe (CY), and a diverse range of artists, curators, theorists and audiences.
