The central thesis of this book is that access to information represents a vital aspect of contemporary society, encompassing participation, accountability, governance, transparency, the production of products, and the delivery of services. This view is widely shared, with commentators and scholars agreeing that access to information is a key factor in maintaining societal and economic stability. However, having access to information does not guarantee its accessibility. Assuming that information is (cognitively) interpretable is incorrect, as many practical examples illustrate. In the first chapter, this book offers insights into the challenge of access to information in a digitalized world. The concepts of access and accessibility are addressed, elucidating their meanings and delineating the ways in which they are influenced by the exponential growth of information. It examines how information technology introduces a novel access paradox. The second chapter examines the challenges to access to and accessibility of information in a digitalized, hybrid world where code may be law, where there is an inescapable loss of privacy, where doing business opens and restricts access, where literacy is a necessity to survive ‘digital divides,’ and where environmental concerns may have an adverse effect on high expectations. The third chapter presents a review of theoretical approaches to access and accessibility from seven different research perspectives: information access disparity, information seeking, information retrieval, information quality, information security, information management, and archives management. Six approaches to information access and accessibility are identified: [1] social, economic, and political participation; [2] ‘smart’ and evolving technology; [3] power and control; [4] sense-making; [5] knowledge representations, and [6] information survival. The fourth chapter addresses the bottlenecks and requirements for information access and accessibility, culminating in a checklist for organizations to assess these requirements within their own business processes. In the fifth chapter, some perspectives on artificial intelligence and the future of information access are presented. The sixth chapter represents an attempt to draw conclusions and to bring this book to a close.

Purpose: This is a position paper describing the elements of an international framework for assistive techhnology provision that could guide the development of policies, systems and service delivery procedures across the world. It describes general requirements, quality criteria and possible approaches that may help to enhance the accessibility of affordable and high quality assistive technology solutions. Materials and methods: The paper is based on the experience of the authors, an analysis of the existing literature and the inputs from many colleagues in the field of assistive technology provision. It includes the results of discussions of an earlier version of the paper during an international conference on the topic in August 2017. Results and conclusion: The paper ends with the recommendation to develop an international standard for assistive technology provision. Such a standard can have a major impact on the accessibility of AT for people with disabilities. The paper outlines some the key elements to be included in a standard.

The research described in this paper provides insights into tools and methods which are used by professional information workers to keep and to manage their personal information. A literature study was carried out on 23 scholar papers and articles, retrieved from the ACM Digital Library and Library and Information Science Abstracts (LISA). The research questions were: - How do information workers keep and manage their information sources? - What aims do they have when building personal information collections? - What problems do they experience with the use and management of their personal collections? The main conclusion from the literature is that professional information workers use different tools and approaches for personal information management, depending on their personal style, the types of information in their collections and the devices which they use for retrieval. The main problem that they experience is that of information fragmentation over different collections and different devices. These findings can provide input for improvement of information literacy curricula in Higher Education. It has been remarked that scholar research and literature on Personal Information Management do not pay a lot of attention to the keeping and management of (bibliographic) data from external documentation. The terms and concepts used in this control information can be interptreted in different ways. It is of vital importance that adequate definitions for these terms and concepts are provided, because of the area of tension betrween those that control and those being controlled. The creation of a common conceptual framework and the maintenance of concepts and definitions can be supported by the construction of an organization-specific lexicon and the use of modern IT tools.

In 2017, I introduced a new theoretical framework in Archival Science, that of the ‘Archive–as–Is’. This framework proposes a theoretical foundation for Enterprise Information Management (EIM) in World 2.0, the virtual, interactive, and hyper connected platform that is developing around us. This framework should allow EIM to end the existing ‘information chaos’, to computerize information management, to improve the organizational ability to reach business objectives, and to define business strategies. The concepts of records and archives are crucial for those endeavours. The framework of the ‘Archive–as–Is’ is an organization–oriented archival theory, consisting of five components, namely: [1] four dimensions of information, [2] two archival principles, [3] five requirements of information accessibility, [4] the information value chain; and [5] organizational behaviour. In this paper, the subject of research is component 5 of the framework: organizational behaviour. Behaviour of employees (including archivists) is one of the most complicated aspects within organizations when creating, processing, managing, and preserving information, records, and archives. There is an almost universal ‘sound of silence’ in scholarly literature from archival and information studies although this subject and its effects on information management are studied extensively in many other disciplines, like psychology, sociology, anthropology, and organization science. In this paper, I want to study how and why employees behave as they do when they are working with records and archives and how EIM is influenced by this behaviour.

The essence of a democratic process is the guarantee that citizens have free and easy access to public information. How can that be made possible and how can people learn to use that information critically? In earlier papers (Boef, et.al. 2008 and 2009), we discussed the relationship between public library, press and the free access to relevant information. In this paper, we concentrate on the role of journalistic media in making public information accessible for the citizen. Our starting point is the fact that the citizen, in shaping her or his position in relation to political and other societal issues needs fewer opinions of others, but more reliable information; verified and certified by professionals. That way, the citizen will become enabled to create and to ground his or her opinion. Based on that solid foundation, opinions and comments of others can be appreciated and rated. Finally, we will discuss the ongoing process of the disappearing of independent media and the negative effect on the democratic process, and hence the need for a new generation of Internet savvy civil journalists.

Geospatial technologies have the potential to transform the lives of older adults by providing them with necessary tools to navigate their local communities, access services, connect with others, and access valuable information. However, the usability and accessibility of such technologies often fall short of the needs of older adults. Many existing geospatial tools are not designed with the needs and preferences of older adults in mind; this can lead to usability challenges and limit their usage. This paper explores a participatory approach in developing an inclusive geodata-collection tool that is specifically tailored to older users’ needs. The paper also highlights the importance of incorporating user-centered design principles, participatory design methods, and accessibility guidelines throughout the entire geodata-tool-development process. It also emphasizes the need for ongoing user engagement and feedback in order to ensure that the tool remains relevant and usable in the evolving digital landscape. This participatory approach has resulted in a tool that is easy to use and accessible for older adults; it is available in various languages, thus ensuring that the elderly can actively participate in the prototype’s creation and contribute to the collection of the geospatial information that reflects their lived experiences and needs.
