De lectoraten Maatschappelijke Veiligheid en Weerbare Democratie van hogeschool Saxion zijn medio 2022 een onderzoekslijn naar moreel gedrag op het internet gestart (met als huidige werktitel Digitaal Samenleven: Naar een samenhangende omgang met maatschappelijke spanningen). De Koninklijke Bibliotheek (KB) ziet meerwaarde in deze onderzoekslijn vanwege de rol die bibliotheken kunnen spelen bij het vaardiger en weerbaarder maken van burgers (jong en oud), zodat zij beter kunnen meedoen in en bijdragen aan de digitaliserende samenleving. Het onderzoek is daarmee onderdeel van het programma digitaal burgerschap dat de KB samen met bibliotheken en provinciale ondersteuningsinstellingen uitvoert in opdracht van Stichting Pica. Op basis van een gedeelde financiering door hogeschool Saxion en het programma digitaal burgerschap is er een verkennend onderzoek uitgevoerd om de richting van de onderzoekslijn nader te preciseren, en de bibliotheeksector en het onderwijs in algemene zin te ondersteunen bij hun positionering en inbreng rondom het thema. Centraal in de verkenning staat het online gedrag van jongeren dat publieke waarden onder druk zet. Het is verbonden met het vraagstuk hoe we online op een ethische en democratische manier met elkaar samenleven. In de verkenning wordt een globaal beeld geschetst van de thematiek, zijn aanknopingspunten voor vervolgonderzoek in kaart gebracht en adviezen voor het onderwijs en de bibliotheeksector opgesteld. Diverse publieke instellingen kunnen een betekenisvolle rol spelen bij het creëren van een online omgeving waar jongeren zich niet inlaten met fenomenen zoals desinformatie, discriminatie en intimidatie. Het is belangrijk om te komen tot een gedeelde visie op het vraagstuk en duidelijkheid te creëren over de rollen van publieke instellingen. De verkenning vormt een inhoudelijke basis die in toekomstige projecten kan worden uitgediept.
