We use a longitudinal examination of the production of a complex vessel to develop theory concerning operational flexibility behaviors within interorganizational projects. We find that operational flexibility behaviors are enabled by trust between project participants, sense of urgency, and the availability of resources. These enablers are in turn positively influenced by positive experiences in previous interactions (“shadow of the past”) and expectations of possible future collaboration (“shadow of the future”), the temporary nature of interorganizational projects and slack in project tasks, respectively. The positive effect of enablers on operational flexibility is weakened by the time pressure project participants experience. The latter is also caused by the temporariness of interorganizational projects. Based on our findings, we propose that the different time dimensions play a crucial role in explaining flexibility behaviors in interorganizational projects: the temporariness that is an essential characteristic of interorganizational projects has two potentially opposite effects on the behavior of its participants, and we argue that shadows of the past and future play a decisive role in which of the two effects will dominate. The theoretical framework based on our case study suggests that the temporariness of interorganizational projects is indeed important—as acknowledged in the literature—but that its effect is contingent on shadows of past and future.

The Dutch shipbuilding industry has a longstanding tradition in project-based production. Recently, industry actors have acknowledged a serious misfit between interorganizational project practices, defined as behaviors related to collaboration, and interorganizational project demands, defined as environmental conditions. This misfit leads to a weaker competitive position due to higher communication and production costs, and longer production times. However, the causes of this misfit remain unclear. Among project researchers there is a growing awareness that history has a major influence on contemporary practices in interorganizational projects, suggesting that some of the causes of the present-day misfit may be rooted in the past. This paper studies historical developments of interorganizational project practices in Dutch shipbuilding projects, in order to understand to what extent contemporary misfit in project practices is rooted in the past and results from path dependencies and lock-ins. We answer the following research question: How did interorganizational project practices and demands in the Dutch shipbuilding industry develop between 1950 and 2010 and to what extent do these developments help us understand the current misfit between project practices and demands? Our results show that a web of self-reinforcing mechanisms at least partially explains the current misfit in the Dutch shipbuilding industry. This paper answers to the conceptual call by Sydow et al. (2009) and supplements path dependence literature by showing that self-reinforcing mechanisms causing path dependence can be separated analytically, but are intertwined empirically.

Bedrijven bevinden zich tegenwoordig vaak in een keten. Een keten kan worden beschouwd als een verzameling organisaties die een virtueel netwerk delen waar informatie, diensten, goederen of geld doorheen stroomt. Hierbij staan ICT-systemen veelal centraal. Deze afhankelijkheid werkt in de hand dat cyber-gerelateerde risico’s een opmars maken binnen ketens. Niet elke ketenorganisatie beschikt echter over de middelen en kennis om zichzelf te beschermen: om tot sterke ketens te komen is informatiedeling tussen ketenorganisaties over actuele dreigingen en incidenten van belang. Een doel van dit verkennend onderzoek, dat is uitgevoerd in opdracht van het Nationaal Cyber Security Centrum (NCSC), is om inzicht te bieden in de succesfactoren van informatiedeling-initiatieven op het gebied van cyberveiligheid. Met deze kennis kan het NCSC haar accounthouders en adviseurs helpen om de doelgroepen positief te motiveren om actie te nemen ter versterking van ketenweerbaarheid. Tevens wordt met dit onderzoek beoogd om aanknopingspunten voor vervolgonderzoek te identificeren. Het identificeren van succesfactoren vond plaats op basis van een literatuurstudie en gestructureerde interviews met in totaal zes leden uit drie verschillende bestaande informatiedeling-initiatieven rondom cybersecurity: het Managed Service Provider (MSP) Information Sharing and Analysis Centre (ISAC), Energie ISAC en de securitycommissie van de Nederlandse Energie- Data Uitwisseling (NEDU). Alle respondenten zijn informatiebeveiligingsexperts die hun organisatie vertegenwoordigen in de samenwerkingsverbanden. In totaal zijn 20 succesfactoren geïdentificeerd. Deze factoren zijn vervolgens gecategoriseerd tot vier thema’s die bijdragen aan een succesvolle informatiedeling. De thema’s zijn samen te vatten als teamfactoren, individuele factoren, managementfactoren en faciliterende factoren. De vier meest genoemde succesfactoren zijn: ● Expertise: Leden met onderscheidende en gespecialiseerde kennis bevorderen de informatiedeling en zijn ondersteunend aan het individuele leerdoel van de leden. ● Vertrouwen: Vertrouwen is een essentiële voorwaarde voor de bereidheid om samen te werken en informatie te delen. Tijd is hierin een cruciale factor: tijd is nodig voor vertrouwen om te ontstaan. ● Lidmaatschapseisen: Expliciete en impliciete lidmaatschapseisen zorgen voor een selectie op geschikte deelnemers en faciliteren daarmee het onderling vertrouwen. ● Structurele opzet: Een samenwerking dient georganiseerd te zijn volgens een structuur en met een stabiele bezetting van voldoende omvang. Vervolgonderzoek zou zich kunnen richten op het identificeren van strategieën voor het opstarten van samenwerkingsverbanden en het over de tijd behouden van enthousiasme onder de leden in de informatiedeling-initiatieven rondom cybersecurity. Ook onderzoek naar de eigenschappen of kwaliteiten van de voorzitter en hoe deze bijdragen aan het succesvol initiëren en onderhouden van een samenwerkingsverband zijn genoemd. Ook is nog onvoldoende duidelijk hoe gedeelde of juist onderscheidende expertise van de leden bijdraagt aan succes van de informatiedeling-initiatieven. Verder is er behoefte aan kennis over hoe de samenwerking tussen ketenpartners op het gebied van cyberveiligheid buiten bestaande samenwerkingsverbanden is ingericht. Denk hierbij aan een uitbreiding van de huidige studie, maar met een focus op kleinere bedrijven die deel uitmaken van ketens, maar waarbij IT niet de corebusiness is, aangezien die volgens respondenten als risicovol worden gezien voor de keten.

Background: Twinning collaborations, where two groups — from educational institutions, hospitals or towns — work together cross-culturally on joint goals, are increasingly common worldwide. Pairing up individuals, so-called twin pairs, is thought to contribute to successful collaboration in twinning projects, but as yet, there is no empirical evidence or theory that offers insight into the value of the pair relationship for twinning. Aim: To explore the contribution of one-to-one relationships between twins to twinning projects, as exemplified in projects between Dutch and Moroccan, and Dutch and Sierra Leone midwives. Methods: We conducted thirteen in-depth interviews with midwives from two twinning collaborations. Interviews were transcribed and analysed using an iterative, grounded theory process, yielding a theoretical understanding of one-to-one twinning relationships for twinning collaborations. Findings: Participant comments fell into four substantive categories: 1) Being named a twin, 2) moving beyond culture to the personal level, 3) searching for common ground to engage, 4) going above and beyond the twinning collaboration. Their interplay demonstrates the value of twin pairs in paving the way for successful twinning. Discussion: A complex combination of contextual inequities, personality, and cultural differences affect the twin relationship. Trusting relationships promote effective collaboration, however, as ‘trust’ cannot be mandated, it must be built by coaching twins in personal flexibility and (cultural) communication. Conclusion: By offering original insights into the ways twinning relationships are built, our research explores how twin pairs can enhance the success of twinning projects.

This study focuses on SME networks of design and high-tech companies in Southeast Netherland. By highlighting the personal networks of members across design and high-tech industries, the study attempts to identify the main brokers in this dynamic environment. In addition, we investigate whether specific characteristics are associated with these brokers. The main contribution of the paper lies in the fact that, in contrast to most other work, it is quantitative and that it focuses on brokers identified in an actual network (based on both suppliers and users of the knowledge infrastructure). Studying the phenomenon of brokerage provides us with clear insights into the concept of brokerage regarding SME networks in different fields. In particular we highlight how third parties contribute to the transfer and development of knowledge. Empirical results show, among others that the most influential brokers are found in the nonprofit and science sector and have a long track record in their branch.

Recent advances in digital technologies profoundly influence our daily lives and work. While enabling solutions to societal issues, these technologies also demand new knowledge and skills from professionals. An increasingly common way for organizations to address this issue is to set up learning communities as a space in which (future) professionals of different backgrounds can work, learn, and innovate together. The CLIC-IT project explores how public-private learning communities can foster learning, collaboration, and innovation among participants and develop supportive methods and tools. One challenge faced by learning communities is making value creation and impact visible and enhancing it. To facilitate a dialogue on value creation and the mechanisms that produce value, we developed a serious board game. The game allows learning community participants to identify individual and collective mechanisms ofvalue creation and fosters discussion on the collaboration’s value. The workshopincludes a brief introduction, followed by gameplay to experience the game’s potential firsthand. Subsequently, the game experience will be discussed, and feedback will be collected to use for further refinement. Participants will walk away with an increased sense of the underlying mechanisms for value creation in interorganizational collaborations and new ideas to advance value creation in their own projects.
