In het kader van het Actieprogramma Sociale Vitaliteit (WLP Eemsdelta leeft!) hebben sociaalwerkers van twee welzijnsorganisaties (ASWA - Appingedam en SW&D, Delfzijl) bewonersgroepen in drie gemeenten (Delfzijl, Appingedam en Loppersum) ondersteund voor de ontwikkeling van hun organisatiekracht ten behoeve van initiatieven voor leefbaarheid in het dorp, de buurt of de straat. De focus lag op de bewoners - hoe ontwikkelen zij zich, de sociaalwerkers - hoe sluiten zij aan bij de bewoners en de gemeentelijke contactpersonen - hoe faciliterend zijn zij? Uit het begeleidende onderzoek dat een activerend karakter had bleek vooral dat de bewoners hun organisatiekracht hoog inschatten, terwijl in de praktijk bleek dat de groepen (deels) uiteen vielen of hun doelen niet bereikten. Sociaalwerkers moeten dan ook meer aandacht besteden aan bronnen en oorzaken voor conflicten om de continuiteit in de groep te waarborgen. Gemeentelijke medewerkers bleken voor bewonersgroepen vaak onbereikbaar of onvoldoende behulpzaam. In de periode van het activerend onderzoek zijn de verbeterpunten ter harte genomen, in die zin heeft het activerend onderzoek gewerkt. De vragenlijst waarmee de organisatiekracht van bewoners is onderzocht is beschikbaar en als bijlage aan het rapport toegevoegd.
Krewerd is a small village in the North-East side of the Groningen Gas Field. It has 45 houses in total, 2 of which are included in the P50 risk zone and will therefore be assessed by National Coordinator Groningen (NCG). The rest of the houses are not in the priority list and will not be evaluated within 3 years, according to the existing plans of September 2019. It has been made clear by NCG that the usual engineering process, that includes all sorts of engineering calculations and procedures per NPR9998, cannot be followed in Krewerd. This is because the available engineering capacity is being used by NCG at its maximum, for the prior aim of accelerating the assessment and strengthening works in the P50 region. This project is prepared for presentation to NCG as an experimental project at Krewerd and is based on an initial document prepared by Fons Verheijen , a supportive document prepared by Otto Wassenaar , as well as the recent meeting by the two and Ihsan Engin Bal from Hanze. Furthermore, considering that the NCG is seeking an acceleration of the assessment procedure, the village Krewerd may play a role as a pilot.
The Krewerder way where residents are in control combined with accelerated assessment concerning earthquake damage seems to be a better way of tackling the reinforcement operation than the usual procedure (see project 'Experiment Krewerd') However, it is necessary to follow the experiment longer to be able to draw firm conclusions and to investigate how resilience develops over time on the level of individual residents and the community as a whole. Experiment Krewerd bevindt zich momenteel aan het eind van de planvormingsfase en zal nog door een uitvoeringsfase en afrondingsfase gaan. Tot slot worden de projecten rond de dorpsvisie en energietransitie afgerond. Wat doen de verschillende fasen van het versterkingstraject met de inwoners van Krewerd? Hoe ontwikkelen zich hun gezondheid en de sociale relaties in het dorp over tijd? Welke factoren dragen bij aan de ervaren veerkracht? Welke rol speelt eigen regie hierin? Wat is ervoor nodig dat bewoners zich weer beter gaan voelen en de sociale relaties verbeteren? Dit zijn vragen waar longitudinaal onderzoek in het kader van experiment Krewerd antwoord op kan geven.
