Today, we live in a world where every time we turn on our smartphones, we are inextricably tied by data, laws and flowing bytes to different countries. A world in which personal expressions are framed and mediated by digital platforms, and where new kinds of currencies, financial exchange and even labor bypass corporations and governments. Simultaneously, the same technologies increase governmental powers of surveillance, allow corporations to extract ever more complex working arrangements and do little to slow the construction of actual walls along actual borders. On the one hand, the agency of individuals and groups is starting to approach that of nation states; on the other, our mobility and hard-won rights are under threat. What tools do we need to understand this world, and how can art assist in envisioning and enacting other possible futures?This publication investigates the new relationships between states, citizens and the stateless made possible by emerging technologies. It is the result of a two-year EU-funded collaboration between Aksioma (SI), Drugo More (HR), Furtherfield (UK), Institute of Network Cultures (NL), NeMe (CY), and a diverse range of artists, curators, theorists and audiences. Essay based on a Presentation to International Stakeholder Forum, Convened by the Board of Directors of the Fair Labor Association, Washington D.C. June 26, 2009. There is much concern about the current crisis. Indeed the fall in consumption in developed countries is steep, anything between 15 to 25% over the first months of 2009 in most countries. This is double the decline of sales in previous recessions. However to this cyclical crisis and concerns two new concerns are being added. The first new concern to fashion, mainly amongst retailers and brands, is related to their impact on manufacturing in developing countries and to the employment and social conditions of workers. The second concern new to fashion, which is broadly shared amongst industries, is that after the crisis more structural changes in consumption will happen.

The in-depth assessment of the situation of the European textile and clothing sector is composed by six independent reports with a close focus on key aspects useful to understand the dynamics and the development of the textile and clothing industry, drivers of change – most notably the impact of the financial crisis – and identification of policy responses and best practices. This has been done in six specific tasks leading to the six reports: Task 1 Survey on the situation of the EU textile and clothing sector Task 2 Report on research and development Task 3 Report on SME situation Task 4 Report on restructuring Task 5 Report on training and Education Task 6 Report on innovation practices Task 6 focused on understanding how European textile & clothing companies are engaged into innovation practices. Hence key questions regard what is critical to transform knowledge and Research and Development (R&D) into good selling marketable products and which are the driving forces and relationships towards a better competitive performance through innovation. The analysis was carried out and the trends were then verified in selected regional cases: Lombardia Piemonte, Baden Württemberg, North Portugal and Galicia, Slovenia and Romania.
