As multifunctional places that combine shopping and hospitality with public space and residential functions, urban consumption spaces are sites where different normative orders surface and sometimes clash. In Amsterdam, such a clash emerged over touristification of consumption spaces, eroding place attachment for local residents and urging the city government to take action. Based on policy analysis and interviews with entrepreneurs and key informants, we demonstrate how Amsterdam’s city government is responding to this issue, using legal pluralism that exists within formal state law. Specifically, the city government combines four instruments to manage touristification of consumption spaces, targeting so-called tourist shops with the aim to drive them out of the inner city. This strategic combination of policy instruments designed on various scales and for different publics to pursue a local political goal jeopardizes entrepreneurs’ rights to legal certainty. Moreover, implicitly based on class-based tastes and distrust towards particular minority groups of entrepreneurs, this policy strategy results in institutional discrimination that has far-reaching consequences for entrepreneurs in itself, but also affects trust relations among local stakeholders.

Messages with a clear focus on personal benefits and social and personal norms could impact holidaymakers' preferences towards opting for sustainability actions. This argument was explored using a three stage, sequential, mixed methods study. Firstly, analysis of current sustainability messages from three responsible tour operators revealed a low likelihood of them influencingcustomer preferences towards sustainability actions. An online survey of consumer beliefs and values proved that a manipulated message was more persuasive than the real messages used by the tour operators. This informed an experiment in message design that showed preferences for: i) obtaining individual gains from acting pro-sustainability (the importance of self-benefit), ii) doing what others are doing (the appeal of conforming to the descriptive norm), and iii) doing what others think one should do (the appeal of conforming to the injunctive norm). The findings have led the ANVR to relaunch their sustainability programme, focusing on customer benefits.

The recent shift towards the interdisciplinary study of the human-environment relationship is largely driven by environmental justice debates. This article will distinguish four types of environmental justice and link them to questions of neoliberalism and altruism. First, environmental justice seeks to redress inequitable distribution of environmental burdens to vulnerable groups and economically disadvantaged populations. Second, environmental justice highlights the developed and developing countries’ unequal exposure to environmental risks and benefits. Third, temporal environmental justice refers to the issues associated with intergenerational justice or concern for future generations of humans. In all three cases, environmental justice entails equitable distribution of burdens and benefits to different nations or social groups. By contrast, ecological justice involves biospheric egalitarianism or justice between species. Jaarevaluatie Postbus 51-campagnes 2009, 2010). Nederlandse ministeries hechten steeds meer belang aan gedragseffecten en gebruiken dit ook als criterium om de effectiviteit van campagnes te beoordelen. Momenteel zijn veel campagnes nog gebaseerd op klassieke modellen die sterk uitgaan van systematische informatieverwerking en rationeel keuzegedrag (Wevers, Renes, Van Woerkum, 2010). Door groeiend inzicht dat deze modellen niet meer voldoen, heeft de vraag hoe communicatie effectiever kan bijdragen aan gedragsverandering het afgelopen jaar veel aandacht gekregen binnen de Dienst Publiek en Communicatie (DPC), onderdeel van het Ministerie van Algemene Zaken, en verantwoordelijk voor het uitvoeren en evalueren van Postbus 51 campagnes.

Vaker sporten. Minder alcohol drinken. Stoppen met roken. Nu echt op tijd naar bed. Dat leefstijlverandering lastig kan zijn, weten we allemaal. Maar voor sommigen lijkt het welhaast onmogelijk. Leefstijlverandering kost energie en aandacht. Wat als je daar helemaal geen ruimte voor hebt, omdat je wordt afgeleid door belangrijkere zaken, zoals de zorg voor een ziek familielid of doordat je de huur weer niet kunt betalen? Waar moet je het in zo’n situatie vandaan halen om gezonder te gaan leven? Vooral onder mensen met een lage sociaaleconomische status (SES) komt zo’n situatie regelmatig voor. Welke bijdrage zou de eerstelijnsgeneeskunde hieraan kunnen leveren? De oplossing is gecompliceerd en de weg ernaartoe is vaak frustrerend, vooral omdat gezondheidscommunicatie alleen kan werken als het in nevenschikking met andere instrumenten wordt gecombineerd. Het antirookbeleid is een mooi voorbeeld waar veel is bereikt door een combinatie van instrumenten.

Fans constitute a very special kind of audience. They have been marginalized, ridiculed and stigmatized, yet at the same time they seem to represent the vanguard of new relationships with and within the media. ‘Participatory culture’ has become the new normative standard. Concepts derived from early fan studies, such as transmedial storytelling and co-creation, are now the standard fare of journalism and marketing text books alike. Indeed, usage of the word fan has become ubiquitous. The Ashgate Research Companion to Fan Cultures problematizes this exaltation of fans and offers a comprehensive examination of the current state of the field. Bringing together the latest international research, it explores the conceptualization of ‘the fan’ and the significance of relationships between fans and producers, with particular attention to the intersection between online spaces and offline places.

In this paper we research the following question: What motivational factors relate, in which degree, to intentions on compliance to ISP and how could these insights be utilized to promote endusers compliance within a given organization? The goal of this research is to provide more insight in the motivational factors applicable to ISP and their influence on end-user behavior, thereby broadening knowledge regarding information systems security behaviors in organizations from the viewpoint of non-malicious abuse and offer a theoretical explanation and empirical support. The outcomes are also useful for practitioners to complement their security training and awareness programs, in the end helping enterprises better effectuate their information security policies. In this study an instrument is developed that can be used in practice to measure an organizational context on the effects of six motivational factors recognized. These applicable motivational factors are determined from literature and subsequently evaluated and refined by subject matter experts. A survey is developed, tested in a pilot, refined and conducted within four organizations. From the statistical analysis, findings are reported and conclusions on the hypothesis are drawn. In maart 2011 dreigde Muammer Gaddafi van Libya duizenden onschuldige burgers van de stad Benghazi uit hun huizen te halen om hen te vermoorden. De Veiligheidsraad van de Verenigde Naties verwees de situatie door naar het Internationaal Strafhof in Den Haag, dwong een no-flyzone af en gaf de NAVO een mandaat om burgers te beschermen with all necessary means, met de uitzondering van grondtroepen. Deze operatie was snel, robuust en effectief. Het principe van The Responsibility to Protect (R2P) -de verantwoordelijkheid van de internationale gemeenschap om genocide, misdaden tegen de menselijkheid, etnische zuivering en oorlogsmisdaden te voorkomen en te stoppen- werd voor het eerst volledig toegepast. Is R2P daarmee een norm geworden? Dit onderzoek plaatst de casus Libië in het model van de "Norm Life Cycle" (de levenscyclus van een norm) van de Constructivistische theoretici Finnemore en Sikkink (1998). Libië toont aan dat R2P nu een tipping point (omslagpunt) heeft bereikt, en zich van de fase norm emergence (opkomende norm) naar de fase norm cascade heeft verplaatst. Er is echter een spanning ontstaan: de terughoudendheid van de Veiligheidsraad om R2P toe te passen in Syrië (2012) wijst de andere kant uit. Er is dus nog een lange weg te gaan, voordat R2P als een internalised norm (vanzelfsprekende norm) kan worden beschouwd. ABSTRACT In March 2011, Muammar Gaddafi of Libya threatened to pull thousands of civilian protesters in the city of Benghazi out of their homes and kill them. The Security Council of the United Nations referred the crisis to the International Criminal Court, imposed a no-fly zone and provided NATO with a mandate to protect civilians by all necessary means, with the exception of ground troops. This operation was fast, robust and effective. It also marked the first time that the Responsibility to Protect (R2P) principle was fully implemented, being the responsibility of the international community to prevent and respond to genocide, crimes against humanity and war crimes if the state in question is not able or not willing to protect its citizens itself. Has R2P become a new norm? This study situates the case of Libya in the 'Norm Life Cycle' model of Constructivist theorists Finnemore and Sikkink (1998). It suggests that R2P has reached a tipping point and has moved from the stage of norm emergence to the stage of norm cascade. However, a certain tension still exists: the reluctance of the Security Council to implement R2P again in the crisis in Syria (2012)points in the opposite direction. This suggests there is still a long way to go before R2P becomes an internalised norm in the international community.

This thesis provides an examination of judgement autonomy of Dutch commercial real estate valuers in relation to client orientation. The valuation of commercial real estate such as offices or retail properties requires in-depth analysis due to its uniqueness by location, building type and usage details. Essentially, a register-valuer is qualified and instructed to assess a property value to one’s best cognitive effort and inform others of this outcome by means of a valuation report. In the Netherlands, concerns over independence risks and client-related judgement risks of valuers have been raised by regulative authorities as the Dutch Central Bank (DNB) and the Dutch Authority for the Financial Markets (AFM). A significant part of these concerns followed the 2008 financial crisis, which appeared to be at least partially driven by unreliable and incomparable valuations of Dutch commercial real estate (AFM, 2014; DNB, 2012; 2015). Among other things, these concerns led to the instigation of the Nederlands Register Vastgoed Taxateurs (NRVT) in 2015. NRVT is a new Dutch central register of valuation practitioners set up in order to improve self-regulation, quality control and compliance of valuation practitioners. Currently, the chamber for commercial real estate valuation holds about 2,000 commercial valuation registrations (NRVT, 2020). The introduction of NRVT, and other measures taken, reflect an instrumental view towards enhancing professionalism of Dutch valuers. This view is based on a systematic orientation to professional conduct in which good practice is primarily objectively determined (Van Ewijk, 2019). However, Wassink and Bakker (2016) point out that individuals make personal choices in order to deal with work complexity. Insight into and reflection on individual choices is part of what is referred to as normative aspects of professionalisation: what norms prevail in individual judgement and decision-making and why (Van Ewijk, 2019). In this regard, insight into judgement reasoning of valuation practitioners may contribute to normative levels of professional development of valuers. The need for such is expressed through community concerns over how individual judgement autonomy may become subdued due to instrumental-driven developments taking place in the sector. The combination of authoritative concerns over professional quality in the Netherlands and lack of (scientific) insight on how client influence affects judgement in valuation practice poses a problem: How may practitioners address client-related judgement bias risks and improve valuation accuracy from this viewpoint, if little is known on how such risks may occur in daily practice? The seemingly scarce scientific insights available in this regard in the Netherlands may also prevent educational programs to adequately address valuer independence and objectivity risks in relevant training programs. In order to address this knowledge gap, the present PhD research examines the following research problem: 169 Summary “How does client orientation affect professional judgement autonomy of commercial real estate valuers in the Netherlands?” The term ‘client orientation’ should be broadly interpreted and may refer to valuers’ perception, understanding and meaning given to alleged, actual or anticipated client-related aspects. Information on such client aspects is not required for the performance of valuation instructions. It should also be noted that this research examines the context of how client orientation may affect valuer judgement reasoning patterns during work practice, yet not its effect in terms of decision on final value opinion.
