In December of 2004 the Directorate General for Research and Technological Development (DG RTD) of the European Commission (EC) set up a High-Level Expert Group to propose a series of measures to stimulate the reporting of Intellectual Capital in research intensive Small and Medium-Sized Enterprises (SMEs). The Expert Group has focused on enterprises that either perform Research and Development (R&D), or use the results of R&D to innovate and has also considered the implications for the specialist R&D units of larger enterprises, dedicated Research & Technology Organizations and Universities. In this report the Expert Group presents its findings, leading to six recommendations to stimulate the reporting of Intellectual Capital in SMEs by raising awareness, improving reporting competencies, promoting the use of IC Reporting and facilitating standardization.

Purpose: Small and medium-sized entities (SMEs) operating in the alternative financing sector are typically heterogenous in nature making them differ greatly from traditional banks. Where traditional banks must comply with strict banking regulations, developing uniform regulations for the alternative financing sector remains a challenge. This paper examines the current challenges and solutions from a sociological and institutional perspective in developing standards for SMEs operating in the alternative financing sector in the Netherlands. Adopting minimum quality standards should lead to increased transparency and public trust in the non-banking sector.

Purpose The purpose of this paper is to investigate possible differences in the degrees of employability, leader–member exchange (LMX) and innovative work behaviours in a comparison between Belgium and the Netherlands. Although neighbouring countries, disparate national cultures between the two are assumed to influence the amount of employability, LMX and innovative work behaviours among their respective working populations. Furthermore, this paper aims to validate a mediation model across the two countries to test whether employability (partially) mediates the relationship between LMX and innovative work behaviours. Design/methodology/approach Data from employees and their immediate supervisors working in small- and medium-sized enterprises (SMEs) in Belgium and the Netherlands supported the hypothesized model. Structural equation modelling was used to investigate the mediation model using a multisource approach. Findings The amount of employability and innovative work behaviours of employees appeared to differ significantly between Belgium and the Netherlands. Furthermore, the results suggested that for both countries a positive relationship with one’s immediate supervisor (LMX) is beneficial in the light of workers’ innovative work behaviours, through its impact on employability, which was found to be a full mediator in this relationship. Research limitations/implications Future studies using a longitudinal approach could give more insight into the model relationships. Moreover, the variation in systems, national contexts and managerial practices in the Euroregion calls for more cross-national comparative scholarly research. Practical implications SMEs often do not employ professionals to manage human resources, that is, supervisors themselves have to carry the responsibility to encourage employees to further develop themselves and to enhance their innovative work behaviours. This while the challenge of more cross-national cooperation encourages a boost for innovations in the Euroregion. Originality/value This study is the first cross-national validation of a mediation model wherein a competence-based measure of employability is incorporated as a possible mediator in the relationship between LMX and innovative work behaviours.

This article studies the innovation management of 105 creative SMEs in Flanders and the Netherlands. This region appears to have an innovative climate and stimulating life style, well developed infrastructure and proximity of logistics and suppliers. However, we identified many restricting legislations and regulations that hamper creative SMEs. Above that, creative SMEs fail to find sufficient access to capital to invest in their growing innovative activities. Dutch creative SMEs find more easily access to external financial resources and governmental support than their Flemish colleagues. Finally, the use of managerial and financial tools seems uncommon but required among creative SMEs.

The Co-Design Pressure Cooker was set up to gather knowledge on co-design in product development activities of Small-to-Medium Enterprises(SMEs). This booklet gives an impression of ten projects conducted in the Province of Utrecht, the Netherlands. In these ten projects, a total of 22 companies were involved. 5000 booklets have already been printed in Dutch and handed out to SMEs for knowledge dissemination. We have received ample requests from the international community, which leads us to believe that there is an international audience for the cases conducted and knowledge gathered. This is why we decided to publish an English version of this booklet. The booklet will be followed by a scientific publication on the knowledge gathered for the academic community. Our paper studies the innovation management of 105 creative SMEs in Flanders and the Netherlands, based on the innovation diagnostic instrument, developed by Mazzarol & Reboud (2006). On the side of the „innovation climate‟ we identified many stimulating factors such as the well developed infrastructure and proximity of logistics and suppliers and an innovative and stimulating life style in the global area of Flanders and the Netherlands. However, we identified many restricting legislations and regulations that seem to hamper seriously most creative SMEs. Above that, many creative SMEs fail to find sufficient access to capital to invest in their growing innovative activities. We observe that the Dutch creative SMEs find more easily access to external financial resources and governmental support and subventions than their Flemish colleagues. Finally, the use of managerial tools like a SWOT analysis or setting up a solid financial or business plan seems very uncommon but required among creative SMEs.

Dit proefschrift behelst een studie bij zeven multinationale bedrijven in het MKB naar de invloed van het waardensysteem van de eigenaar-directeur op inrichting en uitvoering van het bedrijfsstelsel van arbeidsrelaties. De op anderen gerichte waarden van de eigenaar-directeur bepalen de mate waarin zij/hij werknemers als legitieme stakeholders ziet wier belang als doel nagestreefd moet worden omdat hun welzijn door het handelen van het bedrijf beïnvloed wordt. Vanuit op zichzelf gerichte waarden bepaalt de eigenaar-directeur op grond van de macht van werk nemers om de resultaten van het bedrijf te beïnvloeden in hoeverre hij/zij hun belangen moet waarborgen als middel om de bedrijfsresultaten te verbeteren. Voor de ondernemers wordt een goed werkend bedrijfsstelsel van arbeidsrelaties gekenmerkt door een informeel en flexibel organisatieklimaat waarin de bedrijfsverantwoordelijkheid voor een goed arbeidsbestaan tot uitdrukking komt en dat hun concurrentievoordeel bevordert. Mede doordat de vrijheid om het personeelsbeleid naar eigen inzicht in te richten in Nederland gering is door overheidsregulering en collectieve arbeidsovereenkomsten, vinden zij formele, transparante inrichting van dit onderdeel minder belangrijk. Zij willen dan ook het Nederlandse organisatieklimaat in hun buitenlandse vestigingen invoeren terwijl ze het personeelsbeleid aan de daar heersende omstandigheden aanpassen. Hierin zijn zij slechts gedeeltelijk succesvol omdat de basisvoorwaarden – wederzijds vertrouwen en effectieve externe bescherming van werknemers – ontbreken. Werknemers in binnen- en buitenland blijken een informeel op vertrouwen gebaseerd organisatieklimaat te waarderen maar vinden een formele en transparante inrichting van het personeelsbeleid belangrijker. Een maatschappelijk verantwoorde inrichting van het bedrijfsstelsel van arbeidsrelaties wordt dan ook gekenmerkt door een formeel en transparant HR instrumentarium gecombineerd met een informeel en flexibel organisatieklimaat gebaseerd op vertrouwen.

SMEs within the rural Dutch municipality of Utrechtse Heuvelrug (UHG) are becoming increasingly aware of the need for sustainable ‘green’ business. Their sense of sustainability is strongly defined by the ‘green’ environment in which they live and work. They were seeking an entrepreneurial approach to sustainability that is reflective of the area and fits their ecosystem. This approach was to be aimed at innovation and branding. We assumed that the role and function of a location-based brand differs from that of product or corporate brands because it has more complexity. Taking place-branding theory as our starting point, we set out to construe a brand that is a) based on local identity and b) has the power to motivate and mobilize SME entrepreneurs to form cooperative sustainable networks. This paper presents our analysis for a brand framework and demonstrates how it has been applied to imbue sustainable ‘green’ impact.

An extensive inventory of 137 Dutch SMEs regarding the most important considerations regarding the use of emerging digital technologies shows that the selection process is difficult. En trepreneurs wonder which AI application suits them best and what the added (innovative) value is and how they can implement it. This outcome is a clear signal from SMEs to researchers in knowledge institutions and to developers of AI services and applications: Help! Which AI should I choose? With a consortium of students, researchers, and SMEs, we are creating an approach that will help SMEs make the most suitable AI choice. The project develops a data-driven advisory tool that helps SMEs choose, develop, implement and use AI applications focusing on four highly ranked topics.

Traditionally the construction industry in New Zealand and in other countries has seen a low productivity and a low track record for successful sustainable innovations. This has a negative impact on private and government spending, on quality and on health and environmental aspects. This research proposal posits that the construction industry needs disruptive (discontinuous, radical) technology innovations to be able to make drastic improvements. Such innovations often come from entrepreneurial small firms from outside the industry or at the beginning of supply chains and must be procured and adopted into such chains. This PhD proposal focuses on procurement activities of such firms in the New Zealand construction industry when they conduct disruptive waste-reducing innovations. These procurement activities must be aligned with (internal and external) innovation activities for an optimal firm performance. This performance is moderated by four clusters of internal and external variables.
