This article addresses European energy policy through conventional and transformative sustainability approaches. The reader is guided towards an understanding of different renewable energy options that are available on the policy making table and how the policy choices have been shaped. In arguing that so far, European energy policy has been guided by conventional sustainability framework that focuses on eco-efficiency and ‘energy mix’, this article proposes greater reliance on circular economy (CE) and Cradle to Cradle (C2C) frameworks. This study aims at examining the ways people communicate about energy transition, by analyzing the discourse of different stakeholders in a case of a local initiative for renewable energy. When moving from traditional to renewable energy, social acceptance of new technologies is of central importance, as public opposition can have extremely negative consequences for transition projects (Wuestenhagen, Wolsink & Buerer 2007). In order to get insights into the frames used by citizens when talking about energy transition, we chose a successful case of a local energy initiative from the northern of the Netherlands committed to supporting citizens in generating their own energy. Drawing on a corpus of online data, we conducted a discourse analysis from a discursive socioconstructivist perspective (Edwards 1994; Potter 1996) in order to examine examples of active social engagement in which local initiatives and citizens contribute to sustainability by generating their own energy (Bosman et. al 2013; Schwenke 2012). The main aim was to identify the frames that play a role in the discourse about successful local energy initiatives and allow us to better grasp the dynamics behind this type of upstream social engagement movements. Our results stress out the need for local initiatives to develop a discursive strategy that specifically distances itself from centralist approaches by stressing out the local aspect of energy transition, in opposition to national government approaches, as well as the social aspect of jointly improving the environment. The frames found are thus aimed at establishing contrasts in relation to institutions and approaches in which the public has gained distrust, on the one hand, and at constructing new collective identities with a shared vision, on the other. These results shed a light to the ways in which energy transition can be framed in order to increase local acceptance for renewable energy projects.

Citizen participation in local renewable energy projects is often promoted as many suppose it to be a panacea for the difficulties that are involved in the energy transition process. Quite evidently, it is not; there is a wide variety of visions, ideologies and interests related to an ‘energy transition’. Such a variety is actually a precondition for a stakeholder participation process, as stakeholder participation only makes sense if there is ‘something at stake’. Conflicting viewpoints, interests and debates are the essence of participation. The success of stakeholder participation implies that these differences are acknowledged, and discussed, and that this has created mutual understanding among stakeholders. It does not necessarily create ‘acceptance’. Renewable energy projects often give rise to local conflict. The successful implementation of local renewable energy systems depends on the support of the local social fabric. While at one hand decisions to construct wind turbines in specific regions trigger local resistance, the opposite also occurs! Solar parks sometimes create a similar variation: Various communities try to prevent the construction of solar parks in their vicinity, while other communities proudly present their parks. Altogether, local renewable energy initiatives create a rather chaotic picture, if regarded from the perspective of government planning. However, if we regard the successes, it appears the top down initiatives are most successful in areas with a weak social fabric, like industrial areas, or rather recently reclaimed land. Deeply rooted communities, virtually only have successful renewable energy projects that are more or less bottom up initiatives. This paper will first sketch why participation is important, and present a categorisation of processes and procedures that could be applied. It also sketches a number of myths and paradoxes that might occur in participation processes. ‘Compensating’ individuals and/or communities to accept wind turbines or solar parks is not sufficient to gain ‘acceptance’. A basic feature of many debates on local renewable energy projects is about ‘fairness’. The implication is that decision-making is neither on pros and cons of various renewable energy technologies as such, nor on what citizens are obliged to accept, but on a fair distribution of costs and benefits. Such discussions on fairness cannot be short cut by referring to legal rules, scientific evidence, or to standard financial compensations. History plays a role as old feelings of being disadvantaged, both at individual and at group level, might re-emerge in such debates. The paper will provide an overview of various local controversies on renewable energy initiatives in the Netherlands. It will argue that an open citizen participation process can be organized to work towards fair decisions, and that citizens should not be addressed as greedy subjects, trying to optimise their own private interests, but as responsible persons.

The energy transition requires the transformation of communities and neighbourhoods. It will have huge ramifications throughout society. Many cities, towns and villages have put together ambitious visions about how to achieve e.g. energy neutrality, zero-emission or zero-impact. What is happening at the local level towards realizing these ambitions? In a set of case study’s we investigate the following questions: How are self-organized local energy initiatives performing their self-set tasks? What obstacles are present in the current societal set-up that can hinder decentralized energy production? In our cases local leadership, vision, level of communication and type of organisation are important factors of the strength of the ‘local network’. (Inter)national energy policy and existing energy companies largely determine the ‘global’ or outside network. Stronger regional and national support structures, as well as an enabling environment for decentralized energy production, are needed to make decentralized sustainable energy production a success.

We investigate what is happening at the local community level towards realizing these ambitions from a social perspective. We use the case study approach to answer the following question: how do local community energy initiatives contribute to a decentralized sustainable energy system? We find that especially the development of a shared vision, the level of activities and the type of organisation are important factors of the strength of the ‘local network’.

Biogas can be seen as a flexible and storable energy carrier, capable of absorbing intermittent energy production and demand. However, the sustainability and efficiency of biogas production as a flexible energy provider is not fully understood. This research will focus on simulating biogas production within decentralised energy systems. Within these system several factors need to be taken into account, including, biomass availability, energy demand, energy production from other decentralised energy sources and factors influencing the biogas production process. The main goal of this PhD. research is to design and develop a method capable of integrating biomass availability, energy demand, biogas production, in a realistic dynamic geographical model, such that conclusions can be drawn on mainly the sustainability, and additionally on the efficiency, flexibility and economy of biogas production in the near and far future (2012 to 2050), within local decentralised smart energy grids. Furthermore. This research can help determining the best use of biogas in the near and far future.

A unique way of teaching practical aspects of renewable energy technologies has been experimented in the University of Oldenburg since 1987. An energy laboratory (Energielabor), built in 1982 and powered by renewable energy sources, has been used for practical training, lectures and office space for the staff and students engaged in the field of renewable energy at the University. After 30 years of service, this Energielabor requires revision and needs to be rebuilt to meet the needs of present age. In this direction, as part of a module named 'Case Study', PPRE masters' students assessed the locally available renewable energy resources and estimated the energy demand for a newly proposed design for the upcoming new Energielabor. This paper presents the first results of these energy demand and resource assessments, along with highlighting the didactical concepts and motivations behind the newly proposed design.

This initiative emerged bottom-up in Europe from the dream and conviction that innovation can improve health equity, foster caring communities, and sustainable development. Smart, adaptable, and inclusive solutions can promote and support independence and autonomy throughout the lifespan, regardless of age, gender, disabilities, cultural differences, and personal choices, as well as promote happier and fairer living places.
