In the last decades, citizen initiatives have become more important for neighbourhood development. This applies as well to sustaining urban green and the (temporary) development of urban food gardening and small parks. Development through citizen initiatives is not a straight-forward task for planners as it means a new way of planning and legitimizing of planning decisions. Although citizen initiative and involvement in planning has gained much attention in planning practice in the last decades, planners still struggle with it. Citizen and entrepreneurial initiators of land-use projects for green and urban farming also have difficulty to understand the process of project approval or denial. Following the analysis of Schatz and Roberts (2016) of an ‘untenable governance ménage à trois’ of relational, participatory and neoliberal planning, it seems that in bottom-up planning three types of planning come together: technocratic, deliberative, and neoliberal. This makes the current struggles of planners and initiators involved in bottom-up spatial planning no surprise. In this paper we explore, based on a literature review, ingredients for a tool that could help professional planners (civil servants) and initiators to better understand each other and the planning process and improve the substantive discussion on land-use initiatives and in this way the accountability, credibility and thus, legitimacy of decision. To come to our list of ingredients, we take inspiration from the work of Mouffe and others who have stressed the conflicting views and interests involved in any policy issue. Taking her ‘agonistic approach’ to policy-making we aim to develop a tool that gives more room to substance in policy making: the different motivations, ambitions and political views of people in planning processes. Following scholars that take the work of Mouffe one step further, we look at concepts of boundary work and boundary objects (Metze, 2010), policy arrangements (Buizer, 2009) and a trading zone approach (Saporito, 2016) to come to a better understanding of, and a practical solution to, how to work with conflicting views in practice on planning process as well as substance. Second, we turn to social psychology and conflict resolution (Illes et al. 2014, Nash et al. 2010) to better understand the conflicts at stake around land-use decisions and to identify productive and counterproductive strategies to work with these conflicts. Third, we take inspiration in business literature to better understand how we can depict conflicting views for land-use and how we can come to a workable and integral concept of how to use a specific plot of land.
The sustainable energy transition asks for new and innovative solutions in the way society, government, energy market and clients (end users) approach energy distribution and consumption. The energy transition provides great opportunity to develop innovative solutions where in the dense built environment district heating and cooling are being strongly advocated.Traditionally, the energy systems in urban districts have been regulated by a top-down approach. With the rise of local and distributed sustainable sources for urban heating and cooling, the complexity of the heat/cold chain is increasing. Therefore, an organic and bottom-up approach is being requested, where the public authorities have a facilitating and/or directive role. There is a need for a new and open framework for collaboration between stakeholders. A framework that provides insight into the integral consideration of heating and cooling solutions on district level in terms of: organisation, technology and economy (OTE). This research therefore focuses on developing this integral framework towards widely supported heating and cooling solutions among district stakeholders.Through in-depth interviews, workshops and focus groups discussions, relevant stakeholders in local district heating/cooling of varying backgrounds and expertise have been consulted. This has led to two pillars in a framework. Firstly the definition of Key Success Factors and Key Performance Indicators to evaluate technical solutions in light of the respective context. Secondly, an iterative decision making process among district stakeholders where technical scenarios, respective financial business cases and market organisation are being negotiated. Fundamental proposition of the framework is the recurrent interaction between OTE factors throughout the entire decision making process. In order to constantly assure broad-based support, the underlying nature of possible barriers for collaboration are identified in a stakeholder matrix, informing a stakeholder strategy. It reveals an open insight of the interests, concerns, and barriers among all stakeholders, where solutions can be developed effectively.
In order to achieve much-needed transitions in energy and health, systemic changes are required that are firmly based on the principles of regard for others and community values, while at the same time operating in market conditions. Social entrepreneurship and community entrepreneurship (SCE) hold the promise to catalyze such transitions, as they combine bottom-up social initiatives with a focus on financially viable business models. SCE requires a facilitating ecosystem in order to be able to fully realize its potential. As yet it is unclear in which way the entrepreneurial ecosystem for social and community entrepreneurship facilitates or hinders the flourishing and scaling of such entrepreneurship. It is also unclear how exactly entrepreneurs and stakeholders influence their ecosystem to become more facilitative. This research programme addresses these questions. Conceptually it integrates entrepreneurial ecosystem frameworks with upcoming theories on civic wealth creation, collaborative governance, participative learning and collective action frameworks.This multidisciplinary research project capitalizes on a unique consortium: the Dutch City Deal ‘Impact Ondernemen’. In this collaborative research, we enhance and expand current data collection efforts and adopt a living-lab setting centered on nine local and regional cases for collaborative learning through experimenting with innovative financial and business models. We develop meaningful, participatory design and evaluation methods and state-of-the-art digital tools to increase the effectiveness of impact measurement and management. Educational modules for professionals are developed to boost the abovementioned transition. The project’s learnings on mechanisms and processes can easily be adapted and translated to a broad range of impact areas.
Nature areas in North-West Europe (NWE) face an increasing number of visitors (intensified by COVID-19) resulting in an increased pressure on nature, negative environmental impacts, higher management costs, and nuisance for local residents and visitors. The high share of car use exaggerates these impacts, including peak pressures. Furthermore, the almost exclusive access by car excludes disadvantaged people, specifically those without access to a car. At the same time, the urbanised character of NWE, its dense public transport network, well-developed tourism & recreation sector, and presence of shared mobility providers offers ample opportunities for more sustainable tourism. Thus, MONA will stimulate sustainable tourism in and around nature areas in NWE which benefits nature, the environment, visitors, and the local economy. MONA will do so by encouraging a modal shift through facilitating sustainableThe pan-European Innovation Action, funded under the Horizon Europe Framework Programme, aims to promote innovative governance processes ,and help public authorities in shaping their climate mitigation and adaptation policies. To achieve this aim, the GREENGAGE project will leverage citizens’ participation and equip them with innovative digital solutions that will transform citizen’s engagement and cities’ effectiveness in delivering the European Green Deal objectives for carbon neutral cities.Focusing on mobility, air quality and healthy living, citizens will be inspired to observe and co-create their cities by sensing their urban environments. The aim to complement, validate, and enrich information in authoritative data held by the public administrations and public agencies. This will be facilitated by engaging with citizens to co-create green initiatives and to develop Citizen Observatories. In GREENGAGE, Citizen Observatories will be a place where pilot cities will co-examine environmental issues integrating novel bottom-up process with top-down perspectives. This will provide the basis to co-create and co-design innovative solutions to monitor environmental problems at ground level with the help of citizens.With two interrelated project dimensions, the project aims to enhance intelligence applied to city decision-making processes and governance by engaging with citizen observations integrated with Copernicus, GEOSS, in-situ, and socio-economic intelligence, and by delivering innovative governance models based on novel toolboxes of decision-making methodologies and technologies. The envisioned citizens observatory campaigns will be deployed and fully demonstrated in 5 pilot engagements in selected European cities and regions including: Bristol (the United Kingdom), Copenhagen (Denmark), Turano / Gerace (Italy) and the region of Noord Brabant (the Netherlands). These innovation pilots aim to highlight the need for smart city governance by promoting citizen engagement, co-creation, gathering new data which will complement existing datasets and evidence-based decision and policymaking.
