Innovation is not what it was in the 20th century; the classic century of R & D based innovation. The nature of innovation is changing, only in part because different technologies dominate innovation. This paper identifies three main societal trends that are of major importance for strategic management of innovation in industry and for government industrial- and technology policies. These trends are: - Growing complexity - Globalisation - Citizen participation As a result, innovation strategy and technology policies cannot be determined by ad hoc technology push and market pull factors popping up. Strategic planning, not just of products and technologies but also of sites and alliances becomes increasingly important. Transparency and stakeholder dialogue require new competencies of the technology manager.

This article discusses developments in citizen participation and its contribution to democracy since the publication of the original article. It evaluates the continued relevance of the use of a normative framework to assess different forms of citizen participation, nuances some of the conclusions and shows how inclusion and a connection with formal decision-making remain central issues that need more scholarly attention. Moreover, the article shows how the framework has been used in advising councillors and organisers of local citizen initiatives.

Summary (English):Current planning policies place great expectations on citizen participation to resolve complex societal and spatial challenges such as urban renewal and housing development. This essay explores what transitions in citizen participation have taken place on this issue in the Netherlands and to what extent citizen participation in its current form can address the complex socio-spatial challenge of providing affordable housing in cities.The essay introduces a paradox of the transition in participation in housing development in the Netherlands as part of broader transformations in Dutch spatial planning and development: in spite of increased institutionalization of participation, the actual citizens seem to have been served less and less. There is potential for the inclusion of citizen participation in the planning processes to encourage acceptance where resource distribution creates conflicts (i.e. affordable housing markets and lack of supply) for more effective cooperation during implementation. However, giving citizens more say in small parcels of spatial development does not disguise and overrule the structural forces in policy and real estate market trends that have grown in the last decades and push out lower and middle income groups from the city.This essay reviews state-of-the-art literature on the evolution of citizen participation, co-creation, and decision-making structures and processes in spatial planning and housing, and discusses participation trajectories in urban developments with housing functions in Amsterdam (Havenstraatterrein, Marineterrein) and Groningen (Suikerunie, Ebbinge), and Almere (Oosterwold) to showcase the paradoxical transition.__Summary (Dutch):Participatie krijgt een steeds prominentere rol in het oplossen van complexe maatschappelijke en ruimtelijke uitdagingen, zoals stedelijke vernieuwing en de ontwikkeling van woningen. Dit essay verkent welke veranderingen zich hebben voorgedaan in de rol die burgers spelen in woningontwikkeling in Nederland en in hoeverre participatie in de huidige vorm helpt om voldoende betaalbare woonruimte te ontwikkelen in de stad.Het essay schetst een paradoxale transitie op het gebied van participatie in de woningbouw in Nederland. De transitie is onderdeel is van grotere veranderingen in ruimtelijke ordening en ruimtelijke ontwikkeling in Nederland. Ondanks toenemende aandacht voor en institutionalisering van participatie in plan- en ontwikkelingsprocessen, lijkt het erop dat de burger die het meest de hulp van de overheid nodig heeft om passende woonruimte te vinden, steeds meer het nakijken heeft gekregen. Burgers een grotere rol geven in de planprocesen en planuitvoering kan helpen de acceptatie van plannen waarin schaarse middelen worden verdeeld, te vergroten. Tot nu toe echter blijft de inspraak van burgers beperkt tot kleine, specifieke gebieden. Dutch society faces major future challenges putting populations’ health and wellbeing at risk. An ageing population, increase of chronic diseases, multimorbidity and loneliness lead to more complex healthcare demands and needs and costs are increasing rapidly. Urban areas like Amsterdam have to meet specific challenges of a growing and super divers population often with a migration background. The bachelor programs and the relating research groups of social work and occupational therapy at the Amsterdam University of Applied Sciences innovate their curricula and practice-oriented research by multidisciplinary and cross-domain approaches. Their Centres of Expertise foster interprofessional research and educational innovation on the topics of healthy ageing, participation, daily occupations, positive health, proximity, community connectedness and urban innovation in a social context. By focusing on senior citizens’ lives and by organizing care in peoples own living environment. Together with their networks, this project aims to develop an innovative health promotion program and contribute to the government missions to promote a healthy and inclusive society. Collaboration with stakeholders in practice based on their urgent needs has priority in the context of increasing responsibilities of local governments and communities. Moreover, the government has recently defined social base as being the combination of citizen initiatives, volunteer organizations , caregivers support, professional organizations and support of vulnerable groups. Kraktie Foundations is a community based ethno-cultural organization in south east Amsterdam that seeks to research and expand their informal services to connect with and build with professional care organizations. Their aim coincides with this project proposal: promoting health and wellbeing of senior citizens by combining intervention, participatory research and educational perspectives from social work, occupational therapy and hidden voluntary social work. With a boundary crossing innovation of participatory health research, education and Kraktie’s work in the community we co-create, change and innovate towards sustainable interventions with impact.
The project aims to improve palliative care in China through the competence development of Chinese teachers, professionals, and students focusing on the horizontal priority of digital transformation.Palliative care (PC) has been recognised as a public health priority, and during recent years, has seen advances in several aspects. However, severe inequities in the access and availability of PC worldwide remain. Annually, approximately 56.8 million people need palliative care, where 25.7% of the care focuses on the last year of person’s life (Connor, 2020).China has set aims for reaching the health care standards of the developed countries by 2030 through the Healthy China Strategy 2030, where one of the improvement areas in health care includes palliative care, thus continuing the previous efforts.The project provides a constructive, holistic, and innovative set of actions aimed at resulting in lasting outcomes and continued development of palliative care education and services. Raising the awareness of all stakeholders on palliative care, including the public, is highly relevant and needed. Evidence based practice guidelines and education are urgently required for both general and specialised palliative care levels, to increase the competencies for health educators, professionals, and students. This is to improve the availability and quality of person-centered palliative care in China. Considering the aging population, increase in various chronic illnesses, the challenging care environment, and the moderate health care resources, competence development and the utilisation of digitalisation in palliative care are paramount in supporting the transition of experts into the palliative care practice environment.General objective of the project is to enhance the competences in palliative care in China through education and training to improve the quality of life for citizens. Project develops the competences of current and future health care professionals in China to transform the palliative care theory and practice to impact the target groups and the society in the long-term. As recognised by the European Association for Palliative Care (EAPC), palliative care competences need to be developed in collaboration. This includes shared willingness to learn from each other to improve the sought outcomes in palliative care (EAPC 2019). Since all individuals have a right to health care, project develops person-centered and culturally sensitive practices taking into consideration ethics and social norms. As concepts around palliative care can focus on physical, psychological, social, or spiritual related illnesses (WHO 2020), project develops innovative pedagogy focusing on evidence-based practice, communication, and competence development utilising digital methods and tools. Concepts of reflection, values and views are in the forefront to improve palliative care for the future. Important aspects in project development include health promotion, digital competences and digital health literacy skills of professionals, patients, and their caregivers. Project objective is tied to the principles of the European Commission’s (EU) Digital Decade that stresses the importance of placing people and their rights in the forefront of the digital transformation, while enhancing solidarity, inclusion, freedom of choice and participation. In addition, concepts of safety, security, empowerment, and the promotion of sustainable actions are valued. (European Commission: Digital targets for 2030).Through the existing collaboration, strategic focus areas of the partners, and the principles of the call, the PalcNet project consortium was formed by the following partners: JAMK University of Applied Sciences (JAMK ), Ramon Llull University (URL), Hanze University of Applied Sciences (HUAS), Beijing Union Medical College Hospital (PUMCH), Guangzhou Health Science College (GHSC), Beihua University (BHU), and Harbin Medical University (HMU). As project develops new knowledge, innovations and practice through capacity building, finalisation of the consortium considered partners development strategy regarding health care, (especially palliative care), ability to create long-term impact, including the focus on enhancing higher education according to the horizontal priority. In addition, partners’ expertise and geographical location was also considered important to facilitate long-term impact of the results.Primary target groups of the project include partner country’s (China) staff members, teachers, researchers, health care professionals and bachelor level students engaging in project implementation. Secondary target groups include those groups who will use the outputs and results and continue in further development in palliative care upon the lifetime of the project.
Nature areas in North-West Europe (NWE) face an increasing number of visitors (intensified by COVID-19) resulting in an increased pressure on nature, negative environmental impacts, higher management costs, and nuisance for local residents and visitors. The high share of car use exaggerates these impacts, including peak pressures. Furthermore, the almost exclusive access by car excludes disadvantaged people, specifically those without access to a car. At the same time, the urbanised character of NWE, its dense public transport network, well-developed tourism & recreation sector, and presence of shared mobility providers offers ample opportunities for more sustainable tourism. Thus, MONA will stimulate sustainable tourism in and around nature areas in NWE which benefits nature, the environment, visitors, and the local economy. MONA will do so by encouraging a modal shift through facilitating sustainableThe pan-European Innovation Action, funded under the Horizon Europe Framework Programme, aims to promote innovative governance processes ,and help public authorities in shaping their climate mitigation and adaptation policies. To achieve this aim, the GREENGAGE project will leverage citizens’ participation and equip them with innovative digital solutions that will transform citizen’s engagement and cities’ effectiveness in delivering the European Green Deal objectives for carbon neutral cities.Focusing on mobility, air quality and healthy living, citizens will be inspired to observe and co-create their cities by sensing their urban environments. The aim to complement, validate, and enrich information in authoritative data held by the public administrations and public agencies. This will be facilitated by engaging with citizens to co-create green initiatives and to develop Citizen Observatories. In GREENGAGE, Citizen Observatories will be a place where pilot cities will co-examine environmental issues integrating novel bottom-up process with top-down perspectives. This will provide the basis to co-create and co-design innovative solutions to monitor environmental problems at ground level with the help of citizens.With two interrelated project dimensions, the project aims to enhance intelligence applied to city decision-making processes and governance by engaging with citizen observations integrated with Copernicus, GEOSS, in-situ, and socio-economic intelligence, and by delivering innovative governance models based on novel toolboxes of decision-making methodologies and technologies. The envisioned citizens observatory campaigns will be deployed and fully demonstrated in 5 pilot engagements in selected European cities and regions including: Bristol (the United Kingdom), Copenhagen (Denmark), Turano / Gerace (Italy) and the region of Noord Brabant (the Netherlands). These innovation pilots aim to highlight the need for smart city governance by promoting citizen engagement, co-creation, gathering new data which will complement existing datasets and evidence-based decision and policymaking.
