Urban tourism increasingly focuses on the role of hospitality in cities, evolving from a means to strengthen tourism as a ‘product’, towards a focus on tourism as an opportunity for revitalization and transformation of destinations. In this context, cities are considered dynamic communities in which ‘hosts’ (entrepreneurs, residents, municipalities) and ‘guests’ (visitors, tourists) co-habitate and co-create multisensorial experiences. This shift in focus comes hand in hand with increasing awareness of competitiveness and sustainability of destinations, expressed by a harmonious relationship between city residents and visitors and a balanced usage of the city as a shared resource. This is of great importance, given the intense usage of urban spaces – the city center of Amsterdam being an illustrative example – and the multiple purposes that these spaces represent for different stakeholders. This paper presents the outcome of a review study into city hospitality experience indicators. We integrate these indicators as a basis for the development of a new scale for measuring the effectiveness of hospitality interventions in relation to outcome variables such as satisfaction and net promotor score (NPS). We thereby provide an important means for scholars and practitioners to develop sustainable tourism actions inclusive of local community interests, in support of efforts toward more balanced city experiences among all stakeholders.

Smart city-policy makers and technology vendors are increasingly stating they want to bring about citizen-centered smart cities. Yet, it often remains unclear what exactly that means, and how citizens are envisaged as actors in smart cities. This article wants to contribute to this discussion by exploring the relation between smart cities and citizenship. It aims to do this by introducing a heuristic scheme that brings out the implied notions of citizenship in three distinct sets of smart city visions and practices: The Control Room envisages the city as a collection of infrastructures and services; The Creative City views the city from the perspective of (economic) geography and ponders on local and regional systems of innovation; The Smart Citizens discourse addresses the city as a political and civic community. These smart city discourses are mapped against two visions on citizenship and governance taken from political philosophy. A `republican' perspective with strong presence in social-democratic countries is contrasted with a libertarian one, most prominent in Silicon Valley approaches to smart city technologies. This provides a scheme to reflect on potential benefits and downsides if a specific smart city discourse would develop. Instances of smart cities may promote notions of citizenship that are based on consumer choice and individual responsibility, alternatively they could also reinforce collective responsibilities towards the common good of society.

In less than two years, the concept of overtourism has come to prominence as one of the most discussed issues with regards to tourism in popular media and, increasingly, academia. In spite of its popularity, the term is still not clearly delineated and remains open to multiple interpretations. The current paper aims to provide more clarity with regard to what overtourism entails by placing the concept in a historical context and presenting results from a qualitative investigation among 80 stakeholders in 13 European cities. Results highlight that overtourism describes an issue that is multidimensional and complex. Not only are the issues caused by tourism and nontourism stakeholders, but they should also be viewed in the context of wider societal and city developments. The article concludes by arguing that while the debate on overtourism has drawn attention again to the old problem of managing negative tourism impacts, it is not well conceptualized. Seven overtourism myths are identified that may inhibit a well-rounded understanding of the concept. To further a contextualized understanding of overtourism, the paper calls for researchers from other disciplines to engage with the topic to come to new insights.

Cities are becoming increasingly vulnerable to climate change and there is an urgent need to become more resilient. This research involves the development of the City Climate Scan methodology to measure, map, scan and assess different parameters that provide insight into the vulnerability of urban areas and neighborhoods. The research involved the development of a set of measurement tools that can be applied in different urban neighborhoods in a low-cost low-tech approach with teams of stakeholders and practitioners. The City Climate Scan method was tested in different cities around the globe with groups of young professionals and stakeholders in rapid urban appraisals.For the Rotterdam City Climate Scan (September 2017), the following challenges were selected: risk of flooding, heat stress, water quality (micro-pollutants and plastic waste) and air quality. The Rotterdam climate scan is evaluated with their triple helix partners (public, private and academic partners). The conclusion is that the City Climate Scan approach helps policy makers and practitioners to gather valuable data for decision makers in a rapid appraisal at the neighborhood and city level. The results of the City Climate Scan methodprovides insights, creates awareness and brings together stakeholders. The most valuable deliverable is the concrete and tangible results. The participatory approach brings residents and practitioners together and provides insight into local problems, while at the same time the method facilitates the collection of valuable data about the robustness of neighborhoods. As a result of this positive evaluation, the City Climate Scan will be up scaled to a number of cities in Europe and Asia in the upcoming months.

The increasing rate of urbanization along with its socio-environmental impact are major global challenges. Therefore, there is a need to assess the boundaries to growth for the future development of cities by the inclusion of the assessment of the environmental carrying capacity (ECC) into spatial management. The purpose is to assess the resource dependence of a given entity. ECC is usually assessed based on indicators such as the ecological footprint (EF) and biocapacity (BC). EF is a measure of the biologically productive areas demanded by human consumption and waste production. Such areas include the space needed for regenerating food and fibers as well as sequestering the generated pollution, particularly CO2 from the combustion of fossil fuels. BC reflects the biological regeneration potential of a given area to regenerate resources as well to absorb waste. The city level EF assessment has been applied to urban zones across the world, however, there is a noticeable lack of urban EF assessments in Central Eastern Europe. Therefore, the current research is a first estimate of the EF and BC for the city of Wrocław, Poland. This study estimates the Ecological Footprint of Food (EFF) through both a top-down assessment and a hybrid top-down/bottom-up assessment. Thus, this research verifies also if results from hybrid method could be comparable with top-down approach. The bottom-up component of the hybrid analysis calculated the carbon footprint of food using the life cycle assessment (LCA) method. The top-down result ofWrocław’s EFF were 1% greater than the hybrid EFF result, 0.974 and 0.963 gha per person respectively. The result indicated that the EFF exceeded the BC of the city of Wrocław 10-fold. Such assessment support efforts to increase resource efficiency and decrease the risk associated with resources—including food security. Therefore, there is a need to verify if a city is able to satisfy the resource needs of its inhabitants while maintaining the natural capital on which they depend intact. Cities around the world are increasingly using events as a tool to generate a wide range of effects, including image enhancement, income generation, and social cohesion. However, the use of events as an urban policy tool is hampered by the fact that events themselves also have their own objectives, such as making a profit or advancing the agenda of national and international organizations. In some cases, the objectives of the events and the city may coincide, but in other cases, they may not. Therefore, for cities there is a growing challenge in coordinating their events program in order to maximize the benefits for the city as a whole, while also supporting individual events. Many cities have already developed specific events policies and support mechanisms, but these tend to treat events as individual occurrences, rather than as an integral part of the urban ecology. Richards and Palmer have argued that the "eventful city" needs to take a strategic, holistic view of its events portfolio in order to move from being a city full of events to developing "eventfulness." This article considers how some cities are developing more holistic approaches to event policy and eventfulness. In reviewing the events policies of cities worldwide, it identifies three emerging policy models: event-centric policy, sector-centric policy, and network-centric policy. The article further considers the implications of these different models for events and events policies in cities.

Almere is a green city where the greenery extends into the centre through a framework of nature, forests, parks and canals. With this green environment, Almere fulfils an important condition for a liveable city, where it is pleasant to live and work. An important goal for the municipality is to challenge its residents to develop a healthy lifestyle by using that green framework.But what really motivates Almeerders to go outside to exercise, enjoy the surroundings and meet each other? Are there sufficient green meeting or sports facilities nearby? Could the routes that connect the living and working environment with the larger parks or forests be better designed? And can those routes simultaneously contribute to climate adaptation?With the Green Escape Challenge, we invited students and young professionals to work on these assignments together.

Den Haag is een internationale stad waar buitenlandse werknemers zich graag vestigen. Den Haag is op het gebied van vrede, recht en veiligheid in de loop der tijd uitgegroeid tot een stad van mondiale betekenis (Eyffinger, 1999) (Wladimiroff, 2009). Deze ontwikkeling ging niet zonder slag of stoot. Aan de hand van literatuuronderzoek en circa twintig interviews met vertegenwoordigers van overheidsbeleid en internationale instellingen is hier een analyse gemaakt van de voorgeschiedenis van Den Haag als internationale stad en de effectiviteit van het beleid met betrekking tot internationale instellingen. Eén van de uitkomsten is dat internationale organisaties gebaat zijn bij een goede samenwerking tussen de gemeente en het ministerie van Buitenlandse Zaken. Het proces van aantrekken en faciliteren van internationale (kennis) instellingen en (non-)gouvernementele organisaties kan beter gestroomlijnd worden. Voorts zouden mogelijk enkele nieuwe tribunalen in Den Haag kunnen worden gevestigd. ABSTRACT The Hague is more and more the legal capital of the world. The Hague municipality and the Ministry of Foreign Affairs successfully promoted the city as such and made it a real global center of justice, peace and security (Eyffinger, 1999) (Wladimiroff, 2009). The process of attracting and managing international organizations, centers of knowledge, governmental and non-governmental organizations, was not always easy. Internal and external factors determine the way the city still develops its status as 'legal capital of the world'. Based on literature and about twenty interviews with representatives of the local and national governments and employees of international organizations, this article concludes that progress can be made through more cooperation between the municipality and the Ministry of Foreign Affairs. Attracting new international organizations can be streamlined in a better way. Some new tribunals might be established in The Hague.

Mexico City airport is located close to the center ofthe city and is Mexico’s busiest airport which is consideredcongested. One of the consequences of airport congestion areflight delays which in turn decrease costumer’s satisfaction. Airtraffic control has been using a ground delay program as a toolfor alleviating the congestion problems, particularly in the mostcongested slots of the airport. This paper uses a model-basedapproach for analyzing the effectiveness of the ground delayprogram and rules. The results show that however the rulesapplied seem efficient, there is still room for improvement inorder to make the traffic management more efficient.
