Digitalization enables public organizations to personalize their services, tuning them to the specific situation, abilities, and preferences of the citizens. At the same time, digital services can be experienced as being less personal than face-to-face contact by citizens. The large existing volume of academic literature on personalization mainly represents the service provider perspective. In contrast, in this paper we investigate what makes citizens experience a service as personal. The result are eight dimensions that capture the full range of individual experiences and expectations that citizens expressed in focus groups. These dimensions can serve as a framework for public sector organizations to explore the expectations of citizens of their own services and identify the areas in which they can improve the personal experiences they offer.

Klanten zijn op zoek naar gemak. Hoe makkelijker het is om bepaalde zaken te regelen, hoe tevredener de klant. Digitalisering kan de klantreis gemakkelijker maken voor de klant, maar wat als de vraag of het probleem van de klant niet in één van de digitale kanalen kan worden opgelost? In die gevallen wil de klant persoonlijk contact en verwacht hij ook persoonlijke betrokkenheid van de organisatie.

In the digital age, entrepreneurship is now more in demand than ever before. However, digital entrepreneurship is not limited to holding online meetings, paperless office or communication on social media. Rather, it must be seen as a holistic approach to thinking that encompasses all processes of an organisation, including communication and service provision. If we succeed in “thinking digitally”, such as integrating digital process support at all levels, we can experience long-term success and keep uprising competitors at bay.
