The role of co-creation in the introduction of innovative clean city logistics alternatives

The HARMONY project supports and enables several metropolitan areas to lead a sustainable transition to a low-carbon new mobility era. For city logistics, innovative services and developments can serve as promising solutions to reduce greenhouse gas emissions and energy consumption in metropolitan areas. The focus of this paper is on the importance of co-creation to achieve the desired reduction in emissions, including both engagement activities and (small scale) demonstrations. The constant and simultaneous involvement of cities, service and technology providers, research entities but also the civil society, is crucial for identifying success factors and lessons learnt.

Psychological and behavioural approaches to understanding and governing sustainable mobility

This paper introduces and explores the psychological and social factors that both contribute to and inhibit behaviour change vis-à-vis sustainable (tourist) mobility. It is based on papers presented at the Freiburg 2012 workshop. Specifically, it reviews climate change attitudes and perceptions, the psychological benefits of tourism mobilities, addictive elements of mobility and social norming effects, the attitude-behaviour gap (i.e. cognitive dissonance between understandings of, and responses to, climate change), the psychology of modal shifts, the psychology of travel speed/time and psychological explanations for the perceived importance of long distance travel. It notes that anthropogenic climate change is an inescapable reality and that tourism's share of greenhouse gas emissions appears set to rise substantially. There is little prospect of technical solutions adequately addressing this problem. The paper concludes that, while a comprehensive understanding of tourist psychology is necessary to inform policy-makers, it alone will be insufficient to achieve emission reductions, and bring tourism to a climatically sustainable pathway, if treated in isolation. Radical change in the structures of provision is also necessary. That change may take the form of infrastructure planning, including financial and economic infrastructure (e.g. taxation regimes and emission trading schemes) for sustainable mobility.

Integrating city logistics in spatial planning

There is a lot of attention for the reduction of city logistics’ emissions. But also if city logistics’ vehicles are zero emission, the vehicles remain present in urban areas. Zero emission vehicles also occupy valuable urban space during unloading on the road and on sidewalks. Despite the spatial impact of city logistics, it is rarely considered in spatial planning. Based on four case studies, we explore possibilities to actively integrate city logistics in spatial planning policies and practices in order to reduce nuisance, but also to enhance efficiency of deliveries. In the end, spatial planning determines the physical urban conditions in which city logistics operations are taking place for many years. From the results we distil a research agenda to bridge the gap between city logistics as a traffic issue and its integration in spatial planning policies.

Entrepreneurs as Agents of Change

Over recent years aspects of sustainability have claimed a central role in many countries. As a result research for sustainability has become an important driver for innovation. This paper describes developing a model that supports SMEs in integrating sustainability in their business and innovation processes. In general innovation and entrepreneurship are important in the realm of national economies because they hold the key to the continuity and growth of companies and economic growth within a country. National governments are spending vast sums of money to enable and improve innovation management and entrepreneurial behaviour within organizations. This is also the case in The Netherlands. Partnerships involving universities (education), companies (preferably SMEs) and industrial associations (business) and representatives from governmental organizations (community) are stimulated and should be geared towards: the development of sustainable networks, a contribution to regional economic growth within sectors, the development of learning communities in which best practices are shared, knowledge circulates and knowledge is created through applied research and last but not least sustainable relations are developed between universities and the business community. Within the centre for innovation and entrepreneurship at our university we have taken the initiative to develop an innovation programme for entrepreneurs in the construction industry to help them integrate sustainability in their business processes, while simultaneously professionalizing students and teachers. Sustainability and concern for the environment are two of the main reasons for entrepreneurs to look for opportunities to innovate. Policy measures are aimed at reduction of CO2 emission, waste management and alternative use of energy sources and materials. In line with these measures companies are urged to integrate sustainability in their business processes and search for innovative sustainable solutions. This paper describes the experiences with a number of SMEs in the construction industry and the barriers entrepreneurs encounter on the road towards sustainability. We focus on the role of the entrepreneur in the process of sustainable innovation and development. We conducted exploratory research and through an organisational analysis and in-depth interviews with the owners/managers of the companies insight was gained in innovation processes towards sustainable development. Conclusions show that one of the main bottlenecks is the dilemma posed by the need for profit for the continuity of a company, while taking into account people and planet. The dilemmas of innovation are described as issues that need to be addressed and which influence the innovative capacity of companies and organizations. This paper deals with the underlying factors related to the dilemma between sustainability and growth/profit.

Light Electric Freight Vehicles – Beyond the Hype?

The developments in city logistics are leading to an increasing number of smaller, time-sensitive deliveries. The parcel market has consistently grown over the past decade, with emerging business models such as ship-from-store (both B2C and B2B) and quick commerce. Moreover, companies are increasingly striving to become more sustainable. To address the challenges of faster delivery, clean transportation (low/zero-emission), and limited space in dense cities, the Light Electric Freight Vehicle (LEFV) presents itself as an innovative solution. This study focuses on LEFVs, encompassing all vehicles with a logistics application ranging from pedal-assisted cargo bikes to light electric vans (LEFV-N1). We specifically examine fresh goods delivery, parcel delivery, service logistics, and construction logistics for urban logistics applications. The study concentrates on factors that account for the potential growth of various types of LEFVs in the Netherlands across these applications over the next decade. The research methodology involves desk research, validation through workshops, quantitative analysis, and interviews with users, legislators, manufacturers, and dealers/leasing companies. The findings of the study include identification of trends, developments, vehicle characteristics, legal frameworks, potential growth opportunities for LEFVs, policies governing LEFV deployment, user profiles, reasons for deployment, and an estimated count of LEFVs in 2027. This count distinguishes between cannibalization on N1 and the number of LEFVs entering new (and partly non-existent) markets.
