The stability of upstream deposited tailings dams is dependent on maintaining a drawn down phreatic surface and unsaturated profile in its outer edge. However, it has been speculated that intense rainfall events could induce unexpected translation of pore air and water pressures into the tailings profile and thus compromise the effective stress in the unsaturated zone or result in a sudden rise in the phreatic surface. This phenomenon, known as the Lisse effect, has been observed and studied in hydrological sciences to explain the rapid delivery of antecedent hillslope groundwater during storm events. However, the phenomenon has not been comprehensively applied to evaluating tailings dam slope stability. In this paper, the outcomes of controlled observations of the phenomenon in column and analytical experiments, are assembled and evaluated in terms of the surface water application volumes and rate, the properties of the porous media and the resultant nature of pore pressure and phreatic surface responses. In addition, application of applied theories to evaluate the rapid transmission of pore pressures through a profile in response to an advancing wetting front, leads to the development of a methodology that could be applied to tailings materials of a range of hydraulic conductivities and water retention characteristics. The theory is applied to a series of profiles of different tailings porous media, using varied water application rates. Resultant perturbations in phreatic surface elevation and changes to pore pressures in the unsaturated zone are used to evaluate changes in effective stress distribution in the unsaturated outer wedge and subsequent stability criteria. A possible evaluation algorithm for assessing stability criteria is suggested.

Urban flooding has become a key issue for many cities around the world. The project ‘INnovations for eXtreme Climatic EventS’ (INXCES) developed new innovative technological methods for risk assessment and mitigation of extreme hydroclimatic events and optimization of urban water-dependent ecosystem services at the catchment level. DEMs (digital elevation maps) have been used for more than a decade now as quick scan models to indicate locations that are vulnerable to urban flooding. In the last years the datasets are getting bigger and multidisciplinary stakeholders are becoming more demanding and require faster and more visual results. In this paper, the development and practical use of DEMs is exemplified by the case study of Bergen (Norway), where flood modelling using DEM is carried out in 2017 and in 2009. We can observe that the technology behind tools using DEMs is becoming more common and improved, both with a higher accuracy and a higher resolution. Visualization tools are developed to raise awareness and understanding among different stakeholders in Bergen and around the world. We can conclude that the evolution of DEMS is successful in handling bigger datasets and better (3D) visualization of results with a higher accuracy and a higher resolution. With flood maps the flow patterns of stormwater are analysed and locations are selected to implement (sub-)surface measures as SuDS (Sustainable Urban Drainage systems) that store and infiltrate stormwater. In the casestudy Bergen the following (sub-)surface SuDS have been recently implemented with the insights of DEMS: settlement storage tank, rainwater garden, swales, permeable pavement and I/T-drainage. The research results from the case study Bergen will be shared by tools to stimulate international knowledge exchange. New improved DEMs and connected (visualization) tools will continue to play an important role in (sub-)surface flood management and climate resilient urban planning strategies around the world.

Swales are widely used Sustainable Urban Drainage Systems (SuDS) that can reduce peak flow, collect and retain water and improve groundwater recharge. Most previous research has focused on the unsaturated infiltration rates of swales without considering the variation in infiltration rates under extreme climate events, such as multiple stormwater events after a long drought period. Therefore, fieldwork was carried out to collect hydraulic data of three swales under drought conditions followed by high precipitation. For this simulation, a new full-scale infiltration method was used to simulate five rainfall events filling up the total storage volume of the swales under drought conditions. The results were then compared to earlier research under regular circumstances. The results of this study show that three swales situated in the same street show a variation in initial infiltration capacity of 1.6 to 11.9 m/d and show higher infiltration rates under drought conditions. The saturated infiltration rate is up to a factor 4 lower than the initial unsaturated rate with a minimal rate of 0.5 m/d, close to the minimum required infiltration rate. Significant spatial and time variable infiltration rates are also found at similar research locations with multiple green infrastructures in close range. If the unsaturated infiltration capacity is used as the design input for computer models, the infiltration capacity may be significantly overestimated. The innovative method and the results of this study should help stormwater managers to test, model, plan and schedule maintenance requirements with more confidence, so that they will continue to perform satisfactorily over their intended design lifespan.

Due to climate change the frequency of extreme precipitation increases. To reduce the risk of damage by flooding, municipalities will need to retrofit urban areas in a climate-resilient way. To justify this investment, they need insight in possibilities and costs of climate-resilient urban street designs. This chapter focused on how to retrofit characteristic (Dutch) typologies of urban residential areas. For ten cases alternative street layouts were designed with a determination of the life cycle costs and benefits. All designs are resilient to extreme rain events. The results show that most flat urban typologies can easily be retrofitted in a climate-resilient way without additional costs compared to the standard way of retrofitting. Climate proofing sloping areas are highly dependent on the situation downstream. When there is no space downstream to divert the water into waterways or parks, costs to provide storage easily rise above traditional levels for retrofitting. In addition to reducing flood risk, for each case one variant includes resilience to extreme heat events making use of green. The life cycle costs and benefits of the green variants showed that especially green designs in high-density urban areas result in a better value for money.

One of the goals for the JPI Water funded project INovations for eXtreme Climatic Events (INXCES) is to provide risk assessment tools for urban hydro-climatic events. Combining disciplines increases the capacity to manage and improve the mitigation of the infrastructure for stormwater in urban areas. INXCES is an European collaboration among the cites Bergen, NO, Groningen, NL, Bucharest, RO, and Luleå, SE.In urban areas infrastructure, such as sewage and drainage systems, is installed in the subsurface to cope with surface water and stormwater runoff. However, the natural patterns are preferred hence human effort. A flood model using Digital Elevation Model (DEM) show the flow patterns of stormwater and areas exposed to flooding. Combining mapping of natural flow paths and floodmodelling, areas prone to flooding is accentuated. The subsurface infrastructure in these prone areas are exposed to larger quantities of water during heavy rainfall events, which is becoming more frequent due to climate change. Results from this interdisciplinary study, will give the water and wastewater authority a risk assessment to pinpoint areas where water infrastructure is more exposedto failure, clogging and damages. Furthermore, we argue that areas that are prone to repeated flooding are more exposed for subsidence in the ground. Larger movement in the ground will cause damage to the infrastructure, such ascracking of pipelines and damage to buildings, roads etc. By combining results mentioned above with subsidence data (InSAR date collected from Satellites), a risk assessment map can show areas to prioritize. Subsurface measures such as SUDS (Sustainable Urban Drainage Systems) can be a resilient solution to a recurrent problem in an urban area, as a remediation to flooding (and drought)and as stabilisation of ground conditions.

This century, greenhouse gas emissions such as carbon dioxide, methane and nitrogen oxides must be significantly reduced. Greenhouse gases absorb and emit infrared radiation that contributes to global warming, which can lead to irreversible negative consequences for humans and the environment. Greenhouse gases are caused by the burning of fossil fuels such as crude oil, coal, and natural gas, but livestock farming, and agriculture are also to blame. In addition, deforestation contributes to more greenhouse gases. Of the natural greenhouse gases, water vapor is the main cause of the greenhouse effect, accounting for 90%. The remaining 10% is caused from high to low by carbon dioxide, methane, nitrogen oxides, chlorofluorocarbons, and ozone. In addition, there are industrial greenhouse gases such as fluorinated hydrocarbons, sulphurhexafluoride and nitrogen trifluoride that contribute to the greenhouse effect too. Greenhouse gases are a major cause of climate change, with far-reaching consequences for the welfare of humans and animals. In some regions, extreme weather events like rainfall are more common, while others are associated with more extreme heat waves and droughts. Sea level rise caused by melting ice and an increase in forest fires are undesirable effects of climate change. Countries in low lying areas fear that sea level rise will force their populations to move to the higher lying areas. Climate change is affecting the entire world. An estimated 30-40% o f the carbon dioxide released by the combustion of fossil fuels dissolves into the surface water resulting in an increased concentration of hydrogen ions. This causes the seawater to become more acidic, resulting in a decreasing of carbonate ions. Carbonate ions are an important building block for forming and maintaining calcium carbonate structures of organisms such as oysters, mussels, sea urchins, shallow water corals, deep sea corals and calcareous plankton.

Dealing with the issue of urban storm water flooding is becoming increasingly urgent. In the Netherlands there are no clear guidelines on the level of acceptance of urban flooding. Based on an accurate DEM, a detailed quick scan tool has been used to assess an extreme storm event in Amsterdam. The resulting flood maps for the whole of the city show where flooding is likely to occur after 60 or 100 mm of rain in one hour, as well as which buildings are at risk.Based on the results from this mapping study, Amsterdam decided to start a program to make the city rainproof (Amsterdam Rainproof). Part of the program was the validation of the model based on field research. An example of this is the use of data from the extreme storm event that occurred in Amsterdam on 28 july2014. In this paper several pilots from Amsterdam will address the relevance and effectiveness of the quick scan tool.

Europe faces significant challenges in maintaining its aging infrastructure due to extreme weather events, fluctuating groundwater levels, and rising sustainability demands. Ensuring the safety and longevity of infrastructure is a critical priority, especially for public organizations responsible for asset management. Digital technologies have the potential to facilitate the scaling and automation of infrastructure maintenance while enabling the development of a data-driven standardized inspection methodology. This extended abstract is the first phase of a study that examines current structural inspection methods and lifecycle monitoring activities of the Dutch public and private entities. The preliminary findings presented here indicate a preference for data-driven approaches, though challenges in data collection, processing, personnel resources and analysis remain. The future work will experiment integrating advanced tools, such as artificial intelligence supported visual inspection, on the existing inspection datasets of these authorities for quantifying their readiness levels to the fully automated digital inspections.

Abstract: Climate change is related with weather extremes, which may cause damages to infrastructure used by freight transport services. Heavy rainfall may lead to flooding and damage to railway lines, roads and inland waterways. Extreme drought may lead to extremely low water levels, which prevent safe navigation by inland barges. Wet and dry periods may alternate, leaving little time to repair damages. In some Western and Middle-European countries, barges have a large share in freight transport. If a main waterway is out of service, then alternatives are called for. Volume- and price-wise, trucking is not a viable alternative. Could railways be that alternative? The paper was written after the unusually long dry summer period in Europe in 2022. It deals with the question: If the Rhine, a major European waterway becomes locally inaccessible, could railways (temporarily) play a larger role in freight transport? It is a continuation of our earlier research. It contains a case study, the data of which was fed into a simulation model. The model deals with technical details like service specification route length, energy consumption and emissions. The study points to interesting rail services to keep Europe’s freight on the move. Their realization may be complex especially in terms of logistics and infrastructure, but is there an alternative?

Recent years have seen a global rise in the failure of tailings dams. Studies investigating the causes of slope failure often recognise high intensity rainfall events to significantly contribute to liquefaction, erosion and overtopping. This study aims to investigate the influence of alternative physical and geohydrological processes that, under tension saturation conditions, contribute to slope instability in tailings dams. It has been suggested that the generation of transient pressure wave mechanisms by high intensity rainfall events, surface ponding and wetting front advancement result in the formation of an induced pressure head that triggers the mobilization of pre-event water. In order to quantify these physical processes, this study included the analysis of rapid transmission conditions in a silica fines mix, with similar physical and hydraulic characteristics as platinum tailings. A tall leak-proof soil column, containing the soil sample compacted to in-situ dry bulk density, was fitted with seven observation ports. Each port consisted of a pore air pressure probe, a mini tensiometer and a time domain reflectometry probe. After set-up and initial stabilisation, three separate artificial high intensity rainfall events were applied to the surface. Monitoring of hydraulic state variables was recorded at thirty second intervals by automatic logging, thereby enabling the analysis of measured outcomes. Observations showed instant spikes in pore air pressure ahead of the wetting front, as well as a number of delayed responses. The interpretation of lab results led to the conclusion that pressure diffusion mechanisms throughout the porous medium, could result in the rapid release and mobilisation of previously stagnant antecedent moisture, thereby enabling phreatic levels to rising rapidly and in excess to the amount of surface infiltration. Also, since an increase in pore water pressure is likely to cause a reduction in shear strength, it is suggested that these physical and geohydrological processes could have an adverse impact on the stability of tailings dams.
