The design of cities has long ignored the flows that shape the city. Water has been the most visible one, but energy and materials were invisible and/or taken for granted. A little over 50 years ago, Abel Wolman was the first to illuminate the role of water flows in the urban fabric. It has long been a search for quantitative data while the flows were mostly seen as separated entities. The fact they invisibly formed the way the city appears has been neglected for many years. In this thematic issue the “city of flows” is seen as a design task. The number of light commercial vehicles in cities is growing, which puts increasing pressure on the liveability of cities. Light electric freight vehicles (LEFV) and cargo bikes can offer a solution, as they occupy less space, can be manoeuvred easily and does not emit tailpipe pollutants. This paper presents the results of the first half-year of the LEVV-LOGIC project (2016-2018), aimed at exploring the potential of LEFVs for various urban freight flows. Delivery characteristics, trends, practical examples and the judgement of experts are combined to assess the potential of LEFVs for seven major urban freight flows. The preliminary analysis concludes that every urban freight flow has a certain level of potential for using LEFV. In particular parcel and food deliveries have high potential; however, deliveries related to services and the last phase of construction work can also be switched to LEFV. In comparison, non-food deliveries to retail establishments and the collection of waste collection have less potential. Though the latter can change when recycling standards become higher.

The general aim of this research project has been to examine this phenomenon of tourism flow switching and consider the factors driving the geopolitical instability that can compromise destination security. On a more practical level the research has also examined what the reactions of Dutch tourists are to security threats affecting their tourism decisions and looked at the development of preventive measures against attacks by destinations and travel organisations. Finally, the research on the regional geopolitics of the MENA and European areas have together with the attitudes of Dutch tourists towards destination security been used as inputs into a scenario planning process involving the steering group of tour operators who originally commissioned this research, as participants. This process has focussed on macro environmental analysis, identification of key uncertainties, and the development of resilient strategies for the future.

In a study commissioned by the Association of Dutch Municipalities (VNG), the applied research group European Impact has compiled the results from interviews executed by approximately 240 European Studies students at The Hague University of Applied Sciences. The purpose of this report is to compare and contrast the situation of intra-EU labor migrants (hereafter referred to as EU mobile citizens) in regard to registration, housing, and information flows in 12 different municipalities across the EU. Based on semi-structured interviews with municipal workers and individuals from employment agencies/companies from the selected municipalities, the picture that emerges is one of divergence. There are significant variations regarding the registration procedure and information flows for EU mobile citizens across the selected municipalities. For registration, differences include where the registration takes place, the amount of collaboration between municipalities and employment agencies/companies on registering EU mobile citizens, and the importance of addresses in the registration process. Regarding information flows across the selected municipalities, there are significant variations in the amount and type of information available to EU mobile citizens, the number of languages information is available in,as well as how the information is organized (i.e. in a centralized or decentralized way). Furthermore, while all the member states in which the selected municipalities are located provide information regarding registration on the Single Digital Gateway, not all provide information about renting housing. As for housing, the results revealed that most of the selected municipalities face issues with housing and that EU mobile citizens typically find housing either via their employers or personal network. Based on the results, a list of potential best practices and policy areas that could be improved was compiled. Furthermore, in order to have a stronger overview of policy developments in the field of EU mobile citizens among different municipalities, the VNG could consider hosting a Community of Practice with different municipalities across the EU as well as monitoring Interreg Europe projects focused on improving the situation of EU mobile citizens.

Being a hub and a hotspot for many people from all over the world means that new dynamics have entered Amsterdam and other cities in the last few years. Money flows pass through the city, and we often do not know anymore whose money this is, where it comes from or where it goes. At the same time, the development of cryptocurrencies and parallel money cultures all contribute to the opaqueness of the future of the financial world.To better understand the current dynamics that will affect our financial future, the City of Amsterdam has taken the initiative to organize an international conference in collaboration with the Institute of Network Cultures from the Amsterdam University of Applied Science: Flying Money – Investigating illicit Financial Flows in the City.This publication contains the results of the conference, along with relevant academic and other articles ensuing from the conference.

As the revolutions across the Arab world that came to a head in 2011 devolved into civil war and military coup, representation and history acquired a renewed and contested urgency. The capacities of the internet have enabled sharing and archiving in an unprecedented fashion. Yet, at the same time, these facilities institute a globally dispersed reinforcement and recalibration of power, turning memory and knowledge into commodified and copyrighted goods. In The Arab Archive: Mediated Memories and Digital Flows, activists, artists, filmmakers, producers, and scholars examine which images of struggle have been created, bought, sold, repurposed, denounced, and expunged. As a whole, these cultural productions constitute an archive whose formats are as diverse as digital repositories looked after by activists, found footage art documentaries, Facebook archive pages, art exhibits, doctoral research projects, and ‘controversial’ or ‘violent’ protest videos that are abruptly removed from YouTube at the click of a mouse by sub-contracted employees thousands of kilometers from where they were uploaded. The Arab Archive investigates the local, regional, and international forces that determine what materials, and therefore which pasts, we can access and remember, and, conversely, which pasts get erased and forgotten.

As the economy becomes more globalized, a growing number of events are exerting an influence on activity and innovation globally in different fields. Therefore, we argue that "eventful cities" can act as important catalysts for eventfulness in other places as well. This article analyzes the case of the Sónar electronic music festival, an event that originated in Barcelona, Spain, but which now runs different editions in many cities worldwide. This empirical study of the innovation capacity of a cultural event examines how a locally based music festival has transformed itself by using the global "space of flows" to influence the local "space of places." The Sónar Festival has turned itself into a relational hub in a global cultural network, using stylistic innovations to link geographically dispersed nodes in order to create new products, open up new markets, and strengthen its own position as a global source of eventfulness.

Expos, festivals and events have become increasingly important as tools of urban developmentin recent decades. The competitive drive to put cities on the global map has led many to adoptevent-based strategies, including the creation of ‘eventful cities’, ‘festival cities’ and ‘eventportfolios’. World Expos have taken on a particular significance as ‘pulsar events’ that canshape the host city through urban development, increased tourism and place branding. Eachhost city also uses the event in a different way, and gives it a unique flavour that tempers theeventual effects. This paper reviews the literature on World Expos and their effects, identifyingthemes including Place branding, Tourism flows, Resident attitudes and Architecture and urbandevelopment. It then analyses the experience of Barcelona, twofold Expo host and a‘paradigmatic’ example of a city developed through mega events.

This conceptual paper develops and justifies a pro-active, design-driven approach to sustainable destination development. Using insights from design science, it helps explain the limited practical usability of concepts such as the Tourism Area Life Cycle, by noting that these often focus on an aggregated ‘topological’ level of destination design, while a focus on experiences and product development on a ‘typological’ and ‘morphological’ level is key to constitute change. The ‘Tourism Destination Design Roadmap’ is introduced, its potential to scrutinise ‘visitor flows’ is explored as well as ways in which it can contribute to developing desirable qualities in a destination, while minimising negative impacts. The paper concludes by highlighting its conceptual contribution and identifying directions for future research.
