In the context of public budget cuts and rural areas facing depopulation and aging, local governments increasingly encourage citizen engagement in addressing local livability issues. This paper examines the non-engagement of mid-aged and elderly residents (45+ years old) in civic initiatives that intend to improve the livability of their community. We focus on residents of depopulating rural areas in the North Netherlands. We compare their engagement with the behavior of residents in other, not depopulating, rural areas, and urban areas. Using logistic statistical analyses, we found that the majority of the aging residents did not engage in civic livability initiatives during the past two years, and one-third of this group had no intention to do so in the future. In all areas, the main reasons for non-engagement were that residents had other priorities, felt not capable of engaging, or felt that the responsibility for local livability belonged to the local government. Furthermore, it appeared that non-engagement was predominantly explained by the unwillingness to engage, rather than by specific motivations or lacking abilities.

In this paper, we apply a civic perspective and social innovation theory to examine how residents of a Dutch village experiencing rural depopulation and austerity reforms evaluate a civic initiative aimed at improving liveability, and what explains their evaluation. Using multivariate statistical analysis, we found that most residents were positive about the initiative and its contribution to local liveability. We also discovered that a substantial group knew very little about the initiative and that low-income groups, in particular, lacked the interest to identify and become engaged with it. Voluntary engagement, however, did not necessarily result in a positive evaluation. Above all, tangible outputs explained citizens’ appreciation. A perceived increase in collaboration within the village and novel forms of collaboration with the local government also proved important, but only when they were accompanied by realised tangible outputs.

The development of ‘age-friendly cities’ has become a major area of work in the field of ageing and the built environment. This movement is driven by the observation that cities are home to an ever-increasing ageing population. Over the past decade, a multitude of age-friendly initiatives have been developed with the aim of making physical and social environments more favourable for older people's well-being, health and ability to live in the community. This article explores ten key questions associated with the age-friendly cities and communities' movement, with a particular focus on the built environment. It provides an overview of the history of the age-friendly cities' movement and the underlying models, the aspects of the built environment that are relevant for age-friendly cities, the ways age-friendliness can be evaluated, and the interactions between age-friendly cities initiatives and other strategic agendas such as smart cities. The paper concludes by discussing future perspectives and possible directions for further development of the age-friendly movement. © 2021 The Authors. Energy efficiency has gained a lot of prominence in recent debates on urban sustainability and housing policy due to its potential consequences for climate change. At the local, national and also international level, there are numerous initiatives to promote energy savings and the use of renewable energy to reduce the environmental burden. There is a lot of literature on energy saving and other forms of energy efficiency in housing. However, how to bring this forward in the management of individual housing organisations is not often internationally explored. An international research project has been carried out to find the answers on management questions of housing organisations regarding energy efficiency. Eleven countries have been included in this study: Germany, the United Kingdom (more specifically: England), France, Sweden, Denmark, the Netherlands, Switzerland, Slovenia, the Czech Republic, Austria and Canada. The state of the art of energy efficiency in the housing management of non-profit housing organisations and the embedding of energy efficiency to improve the quality and performance of housing in management practices have been investigated, with a focus on how policy ambitions about energy efficiency are brought forward in investment decisions at the estate level. The purpose is to give an overview of the extent, range and nature of existing definitions of the concept ‘ageing in place’. Providing such an overview may be helpful, for policy makers, researchers, communities and service providers, to make sense of the versatility and uses of the concept, and allow the improvement and increase the success of efforts to contribute to the quality of life of older people. The overview was created using Arksey and O’Malley’s scoping review methodology. Out of 3,692 retrieved articles, 34 met the inclusion criteria. These studies concentrate on the following five key themes concerning ‘ageing in place’: ‘ageing in place’ in relation to place, to social networks, to support, to technology and to personal characteristics. Each of these key themes consists of other aspects, like physical place and attachment to place for the keyword place. This study concludes that the concept ‘ageing in place’ is broad and can be viewed from different (i.e. five) key themes. A more thorough understanding of ‘ageing in place’ provides knowledge about the existing key themes and aspects. These findings might provide practical support for professionals and governments when they develop their policies about ‘ageing in place’ integrally and to develop fit policies.

This paper presents four Destination Stewardship scenarios based on different levels of engagement from the public and private sector. The scenarios serve to support destination stakeholders in assessing their current context and the pathway towards greater stewardship. A Destination Stewardship Governance Diagnostic framework is built on the scenarios to support its stakeholders in considering how to move along that pathway, identifying the key aspects of governance that are either facilitating or frustrating a destination stewardship approach, and the required actions and resources to achieve an improved scenario. Moreover, the scenarios and diagnostic framework support stakeholders to come together to debate and scrutinise how tourism is managed in a way that meets the needs of the destination, casting new light on the barriers and opportunities for greater destination stewardship.

Purpose - This paper aims to explain the influence of facility design on urban quality of life from the perspective of students' research. The outcome of this paper is to determine the influence of facility management (FM) on the quality of life to citizens in the city of The Hague by actively using facility design to positively influence the liveability. Methodology - This current explorative study has been qualitative in nature, including desk research, literature study in relation to urban environment, walk through, observations and interviews with local residents and officials from the local government. This paper indicates how urban FM is defined based on the student perspective. Findings - More than 2000 FM students of The Hague University of Applied Sciences have been conducting research on urban facility management over the last 15 years. This educational module have provided data on changes at neighbourhood level resulting in numerous small-scale improvements initiated by the department of Urban Development, Housing, Sustainability and Culture of The Hague. Intended impact - A better understanding of urban facility management and integration of people, places and processes within the urban environment, improving liveability in neighbourhoods and an entrance into global citizenship for young professionals. This study will support The Hague University of Applied Sciences in the evolving field of urban FM. It provides the school of Facility Management with the opportunity to perform additional research in order to deliver evidence to society on the influence and impact of urban FM.

from the article: Abstract Based on a review of recent literature, this paper addresses the question of how urban planners can steer urban environmental quality, given the fact that it is multidimensional in character, is assessed largely in subjective terms and varies across time. The paper explores three questions that are at the core of planning and designing cities: ‘quality of what?’, ‘quality for whom?’ and ‘quality at what time?’ and illustrates the dilemmas that urban planners face in answering these questions. The three questions provide a novel framework that offers urban planners perspectives for action in finding their way out of the dilemmas identified. Post-war urban neighbourhoods in industrialised countries have been shown to negatively affect the lifestyles of their residents due to their design. This study aims at developing an empirical procedure to select locations to be redesigned and the determinants of health at stake in these locations, with involvement of residents’ perspectives as core issue. We addressed a post-war neighbourhood in the city of Groningen, the Netherlands. We collected data from three perspectives: spatial analyses by urban designers, interviews with experts in local health and social care (n = 11) and online questionnaires filled in by residents (n = 99). These data provided input for the selection of locations to be redesigned by a multidisciplinary team (n = 16). The procedure yielded the following types of locations (and determinants): An area adjacent to a central shopping mall (social interaction, traffic safety, physical activity), a park (experiencing green, physical activity, social safety, social interaction) and a block of low-rise row houses around a public square (social safety, social interaction, traffic safety). We developed an empirical procedure for the selection of locations and determinants to be addressed, with addressing residents’ perspectives. This procedure is potentially applicable to similar neighbourhoods internationally.
