In this article, we use Kooiman’s theory of governance in combination with key-conditions of community self-steering identified in recent studies to examine how the self-steering capacity developed of a community initiative aiming at improving the liveability of a small Dutch village. Using non-participatory observations and qualitative analysis, we obtained in-depth insights into how this initiative, ‘Project Ulrum 2034’ managed to build local autonomy from 2010 to 2018. We found that government support was crucial for many of its successes. Also, tensions came to light between 1. local autonomy, and its dependence on professional support, and; 2. broader community engagement, and accountability related to the public funding obtained leading to the formalisation of its organisation and the centralisation of tasks. We discovered that self-steering capacities fluctuate in time, are dynamic and develop in a non-linear way. The voluntary engagement was above all temporary, except for some activities when of direct interest to those involved. The continuity of community self-governance was fragile, due to its dependency on external funding and voluntary engagement.
Across European cities local entrepreneurs are joining forces in new ways, forming collectives to stimulate business growth and innovation and to create a more attractive business environment. The value of such collectives is increasingly recognized by local governments and policy measures to stimulate these initiatives are being developed. Amsterdam hosts different collaborative initiatives, including 39 business improvement districts (BIDs).The Knowledge Mile is such a collective in which shopkeepers, other local SMEs, residents work together to collectively improve a large retail area. The city of Amsterdam is also a stakeholder. Government can fill an important role in enabling the creation of collective resource management in urban settings. However, if effective regulation is missing, citizens and governing bodies have to look for incentives to find new means of addressing governance. As such, the potential for collective management of urban commons may be greater than realized so far, as there is still a lack of knowledge in this area. In this paper, we aim to bridge this gap. By means of an embedded case study approach, we analyze the interaction between the stakeholders in their development of a green zone, the Knowledge Mile Park, in the Wibautstraat. In the coming years, roofs, facades and ground level will be changed through a collaboration of residents, entrepreneurs, researchers, civil servants and students in a metropolitan Living Lab. In this Living Lab, solutions for a healthy and social environment, climate resistance and biodiversity are jointly developed, tested and shown. In our study, we will analyze the role of the governing bodies in such initiatives, and make recommendations how collectives can become more mainstream with new kinds of institutions, without an undue burden on the community.

The development of ‘age-friendly cities’ has become a major area of work in the field of ageing and the built environment. This movement is driven by the observation that cities are home to an ever-increasing ageing population. Over the past decade, a multitude of age-friendly initiatives have been developed with the aim of making physical and social environments more favourable for older people's well-being, health and ability to live in the community. This article explores ten key questions associated with the age-friendly cities and communities' movement, with a particular focus on the built environment. It provides an overview of the history of the age-friendly cities' movement and the underlying models, the aspects of the built environment that are relevant for age-friendly cities, the ways age-friendliness can be evaluated, and the interactions between age-friendly cities initiatives and other strategic agendas such as smart cities. The paper concludes by discussing future perspectives and possible directions for further development of the age-friendly movement. © 2021 The Authors. English: This living lab aims to support the creation, development and implementation of next generation concepts for sustainable healthcare logistics, with special attention for last mile solutions. Dutch healthcare providers are on the verge of a transition towards (more) sustainable business models, spurred by e.g., increasing healthcare costs, ongoing budget cuts, tight labor market conditions and increasing ecological awareness. Consequently, healthcare providers need to improve and innovate their business model and underlying logistics concept(s). Simultaneously, many cities are struggling with congestion in traffic, air quality and liveability in general. This calls for Last Mile Logistics (LML) concepts that can address challenges like effective and efficient resource planning, scheduling and utilization and, particularly, sustainability goals. LML can reduce environmental and social impact by decreasing emissions, congestion and pollution through effectively consolidating in-flows of goods and providing innovative solutions for care, wellbeing and related services. The research and initiatives in the living lab will address the following challenges: reducing the ecological footprint, reducing (healthcare-related) costs, improving service quality, decreasing loneliness of frail citizens and improving the livability of urban areas (reducing congestion and emissions). Given the scarcity and fragmentation of knowledge on healthcare logistics in organizations the living lab will also act as a learning community for (future) healthcare- and logistics professionals, thereby supporting the development of human capital. By working closely with related stakeholders and using a transdisciplinary research approach it is ensured that the developed knowledge and solutions deliver a contribution to societal challenges and have sound business potential.

Cycling booms in many Dutch cities. While smart cycling innovations promise to increase cycling’s modal share in the (peri-)urban transport system even further, little is understood of their impact or cost and benefit. The “Smart Cycling Futures (SCF)” program investigates how smart cycling innovations ─ including ICT-enabled cycling innovations, infrastructures, and social innovations like new business models ─ contribute to more resilient and liveable Dutch urban regions. Cycling innovations benefit urban regions in terms of accessibility, equality, health, liveability, and decreasing CO2-emissions when socially well embedded. To facilitate a transition to a sustainable future that respond to pressing issues, the SCF research project runs urban living labs in close collaboration with key stakeholders to develop transdisciplinary insights in the conditions needed for upscaling smart-cycling initiatives. Each living lab involving real-world experiments responds to the urgent challenges that urban regions and their stakeholders face today. The proposed research sub-programs focus on institutional dynamics, entrepreneurial strategies, governance and the socio-spatial conditions for smart cycling. Going beyond analysis, we also assess the economic, social, and spatial impacts of cycling on urban regions. The research program brings together four Dutch regions through academic institutions (three general and one applied-science universities); governmental authorities (urban and regional); and market players (innovative entrepreneurs). Together, they answer practice-based questions in a transdisciplinary and problem-oriented fashion. Research in the four regions generates both region-specific and universally applicable findings. Finally, SCF uses its strong research-practice network around cycling to co-create the research and run an outreach program.
