Social media play an important role in the rapidly changing dynamics of government organizations and their interaction with the public. Governments are facing changing demands at organizational level due to the exponential growth of connections, networks involved in social issues and collaboration within and across organizational boundaries (Van Berlo, 2012). Vocal citizens are increasingly expressing their opinions openly and clearly, anywhere and any time. Sometimes they even get involved in (the creation of) government policy. Social media have the capacity to strengthen and facilitate online dialogue in society.
The realization of human rights standards depends in part on the commitment of local actors. It can be argued that local public service professionals such as social workers can also be regarded as key players. The possible role of social workers becomes imperative if these professionals are working in a policy context that is not congruent with human rights. If existing laws or policies cause or maintain disrespect for human rights, social workers are in a position to observe that this is having an adverse impact on clients. When social workers are regarded as human rights actors, the question arises how they can or should respond to law and policy that impedes them in carrying out their work with respect for human rights. This article adds to existing theories on social workers as human rights actors by examining the practices of social professionals working in such a challenging policy context. The research took place among professionals in social district teams in the city of Utrecht, the Netherlands. Following a series of decentralizations and austerity measures the social care landscape in the Netherlands has changed drastically over the last few years. As a result, social workers may find themselves on the one hand trying to realize the best possible care for their clients while on the other hand dealing with new laws and policy expectations focused on self-reliance and diminished access to specialist care. The article explores how social professionals’ responses to barriers in access to care affect human rights requirements. In doing so, this socio-legal study provides insight into the ways in which everyday social work relates to the realization of human rights at the local level.
ABSTRACT. It is now generally accepted that the quality of the regulatory arrangements should be appraised not only by looking at the institutional design, but also by evaluating the factual enforcement and implementation of regulations. It is therefore advised that national governments take a more active stance in supervising the regulatory enforcement by different regulatory agencies. However, in some cases, government’s activism might be an impeding factor in regulatory enforcement. That this is not so crazy idea shows the analysis of the regulatory enforcement by Lithuanian Competition Authority in the area of competition policy during the years of integration to the European Union. For example, not only political and financial independence of the Competition Authority was difficult to establish, but also functions and competences of the regulatory agency were changed a number of times, which hampered the effectiveness of the agency’s performance while enforcing the competition law. In addition to often changes of functions, also the scope of competences was changing. As a result, the variety of tasks attributed to the Lithuanian Competition Authority caused the growing overload of work, which further hindered its regulatory practice. The question is who can be blamed for that? Was it just the inexperience of the government who was seeking for the best institutional design and could not stop with redesigning the regulatory agency or was it the intentional behaviour guided by some concrete interests as a result of a regulatory capture? The analysis of the regulatory enforcement during the period of 15 years does not allow for disregarding of the second possibility.

ALE organised an event with Parktheater Eindhoven and LSA-citizens (the Dutch umbrella organisation for active citizens). Five ALE students from the minor Imagineering and business/social innovation took responsibility for concept and actual organisation. On Jan 18th, they were supported by six other group members of the minor as volunteers. An IMEM-team of 5 students gathered materials for a video that can support the follow-up actions of the organisers. The students planned to deliver their final product on February 9th. The theatre will critically assess the result and compare it to the products often realised by students from different schools or even professional ones, like Veldkamp productions. Time will tell whether future opportunities will come up for IMEM. The collaboration of ALE and IMEM students is possible and adding value to the project.More than 180 visitors showed interest in the efforts of 30 national and local citizen initiatives presenting themselves on the market square in the theatre and the diverse speakers during the plenary session. The students created a great atmosphere using the qualities of the physical space and the hospitality of the theatre. Chair of the day, Roland Kleve, kicked off and invited a diverse group of people to the stage: Giel Pastoor, director of the theatre, used the opportunity to share his thoughts on the shifting role of theatre in our dynamic society. Petra Ligtenberg, senior project manager SDG NL https://www.sdgnederland.nl/sdgs/ gave insights to the objectives and progress of the Netherlands. Elly Rijnierse, city maker and entrepreneur from Den Haag, presented her intriguing efforts in her own neighbourhood in the city to create at once both practical and social impacts on SDG 11 (sustainable city; subgoal 3.2). Then the alderman Marcel Oosterveer informed the visitors about Eindhoven’s efforts on SDGs. The plenary ended with very personal interviews of representatives of two impressive citizen initiatives (Parkinson to beat; Stichting Ik Wil). In the two workshop rounds, ALE took responsibility for two workshops. Firstly the workshop: Beyond SDG cherrypicking: using the Economy for the common good’, in cooperation with citizen initiative Ware winst Brabant en Parktheater (including Social innovation-intern Jasper Box), secondly a panel dialogue on local partnerships (SDG 17) for the sustainable city (SDG 11) addressing inclusion (SDG 10) and the livability (SDG 3) with 11 representatives from local/provincial government, companies, third sector and, of course: citizen initiatives.
Circular BIOmass CAScade to 100% North Sea Region (NSR) economic activity and growth are mostly found in urban areas. Rural NSR regions experience population decline and negative economic growth. The BIOCAS project expects revitalizing and greening of rural areas go hand in hand. BIOCAS will develop rural areas of the NSR into smart specialized regions for integrated and local valorization of biomass. 13 Commercial running Bio-Cascade-Alliances (BCA’s) will be piloted, evaluated and actively shared in the involved regions. These proven concepts will accelerate adoption of high to low value bio-cascading technologies and businesses in rural regions. The project connects 18 regional initiatives around technologies, processes, businesses for the conversion of biomass streams. The initiatives collaborate in a thematic approach: Through engineering, value chain assessments, BCA’s building, partners tackle challenges that are shared by rural areas. I.e. unsustainable biomass use, a mineral surplus and soil degradation, deprivation of potentially valuable resources, and limited involvement of regional businesses and SMEs in existing bio-economy developments. The 18 partners are strongly embedded in regional settings, connected to many local partners. They will align stakeholders in BCA’s that would not have cooperated without BIOCAS interventions. Het Nederlands Openluchtmuseum (NOM) wil actief bijdragen aan een duurzame samenleving met zijn kennis van materialen, producten, diensten en culturele tradities die eeuwenlang functioneerden binnen circulaire gemeenschappen. Ondanks technologische vernieuwing en globalisering heeft het NOM de overtuiging dat deze historische kennis kan bijdragen aan duurzame producten voor de toekomst. Het NOM wil een structurele samenwerking met de creatieve sector om meetbare impact te realiseren binnen en buiten het museum voor de transitie naar een circulaire samenleving. Daarvoor wil het graag zijn collectie en kennis toegankelijk maken voor ontwerpers. Belangrijke praktijkvragen daarbij zijn: Welke rol kan het museum spelen i.s.m. ontwerpers? Hoe kan relevante kennis van het NOM toegankelijk en toepasbaar worden gemaakt voor ontwerpers? Hoe creëer je samen met ontwerpers de gewenste impact in de samenleving? Op basis hiervan is de onderzoeksvraag geformuleerd: Hoe kunnen maatschappelijke organisaties zoals het NOM relevante kennis en artefacten toegankelijk en toepasbaar maken voor ontwerpers t.b.v. meetbare impact voor een circulaire samenleving? Deze onderzoeksvraag is vertaald naar enkele sub-vragen over definities van duurzaamheid en circulariteit, de verwachte rollen van museum en ontwerpers, de gewenste structuur van samenwerking en over de rol van prototypen om de gewenste impact te realiseren. Naast het NOM als MKB, participeren in dit project twee creatieve ondernemers (1 MKB, 1 ZZP-er) die zijn geselecteerd op basis van hun specifieke ontwerpkwaliteiten, hun ervaringen in samenwerken met partners en hun kennis van circulair ontwerp. Samen met docent-onderzoekers en ontwerpstudenten van ArtEZ onderzoeken zij deze vragen. De belangrijkste projectresultaten zijn: prototypen, getest op gewenste maatschappelijke impact; een rapport dat beschrijft hoe het NOM kan samenwerken met de creatieve sector om bij te dragen aan ‘Nederland circulair’; en presentatie- en netwerkbijeenkomsten om kennis te delen en te bouwen aan het netwerk van stakeholders om beoogde impact te realiseren.
