In recent years, the fight against terrorism and political violence has focused more on anticipating the threats that they pose. Therefore, early detection of ideas by local professionals has become an important part of the preventive approach in countering radicalization. Frontline workers who operate in the arteries of society are encouraged to identify processes toward violent behavior at an early stage. To date, however, little is known about how these professionals take on this screening task at their own discretion. Research from the Netherlands suggests that subjective assessment appears to exist. In this article, we argue that the absence of a clear norm for preliminary judgments affects prejudice or administrative arbitrariness, which may cause side effects due to unjustified profiling.

The realization of human rights standards depends in part on the commitment of local actors. It can be argued that local public service professionals such as social workers can also be regarded as key players. The possible role of social workers becomes imperative if these professionals are working in a policy context that is not congruent with human rights. If existing laws or policies cause or maintain disrespect for human rights, social workers are in a position to observe that this is having an adverse impact on clients. When social workers are regarded as human rights actors, the question arises how they can or should respond to law and policy that impedes them in carrying out their work with respect for human rights. This article adds to existing theories on social workers as human rights actors by examining the practices of social professionals working in such a challenging policy context. The research took place among professionals in social district teams in the city of Utrecht, the Netherlands. Following a series of decentralizations and austerity measures the social care landscape in the Netherlands has changed drastically over the last few years. As a result, social workers may find themselves on the one hand trying to realize the best possible care for their clients while on the other hand dealing with new laws and policy expectations focused on self-reliance and diminished access to specialist care. The article explores how social professionals’ responses to barriers in access to care affect human rights requirements. In doing so, this socio-legal study provides insight into the ways in which everyday social work relates to the realization of human rights at the local level.

Over the last two decades, institutions for higher education such as universities and colleges have rapidly expanded and as a result have experienced profound changes in processes of research and organization. However, the rapid expansion and change has fuelled concerns about issues such as educators' technology professional development. Despite the educational value of emerging technologies in schools, the introduction has not yet enjoyed much success. Effective use of information and communication technologies requires a substantial change in pedagogical practice. Traditional training and learning approaches cannot cope with the rising demand on educators to make use of innovative technologies in their teaching. As a result, educational institutions as well as the public are more and more aware of the need for adequate technology professional development. The focus of this paper is to look at action research as a qualitative research methodology for studying technology professional development in HE in order to improve teaching and learning with ICTs at the tertiary level. The data discussed in this paper have been drawn from a cross institutional setting at Fontys University of Applied Sciences, The Netherlands. The data were collected and analysed according to a qualitative approach.

More and more local bottom-up energy initiatives are emerging. Those involved encounter many barriers during the realization of their ideas. As the generation of renewable energy is mostly included, these local initiatives contribute to the targets set at regional, national & EU level. At the same time, they are an indication that end-users themselves want to be part of the energy transition. What are the reasons for citizens to organize themselves and start and initiative? What kind of barriers do they encounter? What does this mean for roles and responsibilities of professionals? And to what kind of opportunities does this lead for products and services? Answers to these questions provide a solid starting point to develop methods and instruments to stimulate,facilitate and upscale local energy initiatives. This paper bundles the outcomes of three workshops and three additional interviews in the Netherlands as part of the European E-hub project. Conclusions can be drawn on needs and drivers, barriers, risks and solutions (lessons learned), possible roles for professionals and opportunities for new products and services.

The aim of this paper is to present materials designed for adult numeracy training. In the successive Erasmus+ projects, "The Common European Numeracy Framework" (2018-2021) and "Numeracy in Practice" (2022-2024), professional development modules have been designed for teachers specialising in adult numeracy education. The primary objective of these modules is to enhance teacher awareness of the competencies required for teaching numeracy and to address the changing demands of numeracy in adults’ personal and professional lives.

Because social workers respond to local contexts, it is often said that social work is not a global profession. Indeed, social workers adapt their practices to local conditions. However, these local practices are recognised globally. The exchange of these practices and methods enriches social workers, inspires them and strengthens the further development of the profession. To facilitate this exchange, social work has had several international associations and networks for almost a century, which have enabled the sharing of local practices and educational programs. Today, social work works within a basic international framework that guides both professional practice and education. This descriptive article will take the reader through the history of international social work, by mentioning some global social work associations and networks and their achievements. Furthermore, the article will address internationalisation of the social work curriculum and will mention the added values and disadvantages of an international experience abroad. New universities on the European mainland were mostly teaching oriented until the start of this century. Current national and local management intends to better connect research and teaching through the increase of lecturers' research capacity, often defined through their master's degrees or PhDs. However, this strategy is complex due to the needed combination of didactical expertise, professional practise, and research competencies in lecturers' professional profiles, which are not captured by the notion of formal degrees. This study considers the professional profiles of new lecturers through a thematic analysis and a correlation analysis of tasks and competencies in job openings (N = 126). The findings show that two professional profiles underpin the hiring of new lecturers: the teaching lecturer and the research-active lecturer. These profiles do not imply a better connection between research and teaching. To reach this goal, higher education policy should explicitly define lecturers' professional profiles beyond their formal degrees.

The goal of a local energy community (LEC) is to create a more sustainable, resilient, and efficient energy system by reducing dependence on centralized power sources and enabling greater participation and control by local communities and individuals. LEC requires transformations in local energy systems, and strongly depends on the preferences and actions of the local actors involved. The necessity for extensive stakeholder involvement adds complexity to the energy transition, posing a significant challenge for all involved parties. The municipality of Leidschendam-Voorburg has committed to the national decision for energy transition. It has taken a strategic approach by proceeding De Heuvel/Amstelwijk as the pioneer in this initiative, leading the way for other neighborhoods to follow. It is crucial to devise strategies that effectively facilitate stakeholder engagement. To this end, a thorough stakeholder analysis is needed. Such an analysis can focus on the identification of key stakeholders, their interests, their influence, and their behavioral characteristics in relation to the energy transition. Additionally, it's crucial to uncover the challenges encountered by these stakeholders and finally develop appropriate strategies to address them hence enhance their engagement. This thesis begins with an introduction to the research background, including a presentation of the case study and a statement of the problem identified in the field, followed by the research questions underpinning the study. A thorough literature review ensues, providing a robust synthesis of existing research relating to stakeholder engagement in LECs, with a view to expediting energy transitions. The literature review not only forms the foundation for the research methods adopted in this study but also promotes in the construction of the conceptual model. Subsequent to the literature review, the research method is detailed. The filed research is conducted in five steps: Step 1 - identification of stakeholders, Step 2 - prioritization of stakeholders, Step 3 - interviewing, Step 4 - data analysis, including stakeholder profiling with mapping and addressing challenges, and finally, Step 5 - proposal of strategies for stakeholder engagement enhancement based on the expected and current levels of stakeholders engagement. This research collects necessary information to understand the profiles of stakeholders in De Heuvel/Amstelwijk, tackle challenges faced by different stakeholders, propose strategies to increase stakeholders engagement. It not only aims to enrich the depth of theoretical knowledge on the subject matter but also strives to aid in the development of a localized energy strategy that is optimally suited for the De Heuvel/Amstelwijk neighborhood as good example for other neighborhoods.

Frontline professionals such as social workers and civil servants play a crucial role in countering violent extremism.Because of their direct contac twith society,first liners are tasked with detecting individuals that may threaten national security and the democratic rule of law. Preliminary screening takes place during the pre-crime phase. However, without clear evidence or concrete indicators of unlawful action or physical violence, it is challenging to determine when someone poses a threat. There are no set patterns that can be used to identify cognitive radicalization processes that will result in violent extremism. Furthermore, prevention targets ideas and ideologies with no clear framework for assessing terrorism-risk. This article examines how civil servants responsible for public order, security and safety deal with their mandate to engage in early detection, and discusses the side effects that accompany this practice. Based on openinterviews with fifteen local security professionals in the Netherlands, we focus here on the risk assessments made by these professionals. To understand their performance, we used the following two research questions: First, what criteria do local security professionals use to determine whether or not someone forms a potential risk? Second, how do local security professionals substantiate their assessments of the radicalization processes that will develop into violent extremism? We conclude that such initial risk weightings rely strongly on ‘gut feelings’ or intuition. We conclude that this subjectivitymayleadto prejudiceand/oradministrativearbitrariness in relationtopreliminary risk assessment of particular youth.
