Local governments, traditionally an important partner of voluntary sport clubs in the Netherlands, are increasingly influencing clubs into involvement in social projects and activities. Although it is not clear what contribution sports clubs can play in this social policy agenda, or whether this agenda carries dangers of undermining the nature and strengths of these clubs (Coalter, 2007), more and more clubs in the Netherlands try to adapt to these demands. Sport clubs are no simple implementers of local social policy, they need autonomy to translate social activities to the local context and specific characteristics of the club to be successful (Skille, 2008). The aim of this study is to gain insight in the opinions of sport club members towards this upcoming social responsibility.

An increasing share of light sports participants (e.g. self-organised runners) challenge traditional ‘Sport for All’ policy systems to target a more diversified array of people participating in sport and physical activity. The main aim of this article is to analyse whether light sport facilities, as a distinct local level policy intervention, can contribute to the goals of attracting ‘light’ and/or new sports participants with public means. The study is carried out in the context of a particular case of running facilities (i.e. bark running tracks, BRTs) in Flanders. The use of BRTs is investigated by structured face-to-face interviews with runners at the location of the BRT (n = 546; RR = 98.8%). The profile of users of BRTs is elaborated based on users’ characteristics (whether or not one started to run due to the provision of a BRT, the frequency and intensity of using the BRT) in bivariate logistic regression analysis. Next, reasons for using BRTs are investigated. It is concluded that BRTs mainly serve as a facility of the fragmented individualised society by reaching a large share of light sports participants (86%). However, it has the ability to reach runners at different levels, who show different patterns of using BRTs. It is suggested that so-called silent expectations in light facilities may function differently for different types of users. In recent years, the subsidiarity principle has been underlined in Sport-for-All policies in countries such as Germany, Austria and Belgium. According to this organising principle, issues need to be handled by the lowest possible political and administrative level, and as close to the citizens as possible. The 2007 decree concerning Sport-for-All policies at the local level in Flanders (Belgium) clearly referred to this. It emphasised the decentralisation of the Sport for All policy, and highlighted the regulatory and coordinating role of local sports authorities. As a consequence, they may face conflicting roles of being coordinator, regulator and provider of mass sport at the local level. In this paper, a mixed-method approach is used to give a closer insight in the role perceptions of local sports authorities in Flanders, and their position towards private sport providers. The results show that local sports authorities consider the coordination and regulation of mass sport in their municipality as their primary task. Yet, it appears that private sport providers also perceive competition from local sports authorities. Moreover, a considerable number of the local sports authorities believe they can combine the roles of provider and coordinator. As there appears to be considerable goal ambiguity, it is necessary for local sports authorities to formulate clear goals. Referring to the principle of subsidiarity, it is argued that sports authorities should only intervene when (non-)profit sport providers are not able to achieve the desirable outcomes with regard to sport and the welfare agenda.

Over the last few decades the power struggle between nations to win medals in major international competitions has intensified. This has led to national sports organisations and governments throughout the world spending increasing sums of money on elite sport. Several nations have indeed shown that accelerated funding in elite sport can lead to an increase of medals won at the Olympics. Nevertheless, in spite of increasing competition and the homogenisation of elite sports systems, the optimum strategy for delivering international success is still unclear. There is no model for comparing, and increasing, the efficiency and effectiveness of elite sport investments and management systems. This makes it difficult for sports managers and policy makers to prioritise and to make the right choices in elite sports policy. This book presents an international comparison of elite sport policies in six nations (Belgium, Canada, Italy, the Netherlands, Norway and United Kingdom). Over 1,400 athletes, coaches and performance directors in these nations have provided information on the climate to perform at the highest level of elite sport in their country. Over a hundred criteria are evaluated and compared using a scoring system in nine sport policy areas. This book is aimed at sports professionals, academics and politicians seeking a better understanding of the factors that lead to international sporting success and seeking insights in future sport policy developments.

The Sport Empowers Disabled Youth 2 (SEDY2) project encourages inclusion and equal opportunities in sport for youth with a disability by raising their sports and exercise participation in inclusive settings. The SEDY2 Inclusion Handbook is aimed at anybody involved in running or working in a sport club, such as a volunteer, a coach, or a club member. The goal of the handbook is to facilitate disability inclusion among mainstream sport providers by sharing SEDY2 project partners’ best practices and inclusive ideas.

The ‘Sport Physical Education and Coaching for Health (SPEACH) project, co-financed by the Erasmus+ Programme of the European Union (2015-2017) aims to increase awareness and behavioral change in sport professionals and European citizens towards an active and healthy lifestyle. The target is to develop and test Health Enhancing Physical Activities or HEPA modules that can be integrated in Physical Education Training Education structures and Sport Coaching courses. The different steps in this EU project are: (1) needs analyses among students (survey, interviews, focus groups), (2) development of most relevant HEPA modules based on the needs analysis results, (3) teach-the-teacher course (4) testing of 3 selected HEPA modules in a real-life setting with physical education and sport coaching students (n=60, from 8 countries) and teachers (n=12, from 7 countries), (5) sustainability of the project results, coordinated by the European Network of Sport Education (ENSE). The project is in its last phase (step 6). The titles of the three field-tested modules are (a) Development of a family-based HEPA project in the school & sport club context, (b) Promoting health enhancing physical activity among children and youth, and (c) Designing educational sport environments for children with special needs. The presentation will illustrate how the module on family-based HEPA was build up in content and didactical approach. The students were given the task to work out a health promotion project together with local sport clubs, school(s) and other local organizations. The goal of the intervention was to enhance (and maintain) health with children and make sure that parents are aware of possibilities to integrate PA in daily life for their children and themselves. A stepwise approach in small students groups was worked out concentrating on the themes: insight in stakeholders and their role in health promotion, behavior change theories, motivational interviewing and intervention mapping protocol. Advices for implementation on different educational levels (vocational, bachelor and master) and usefulness at national and international educational contexts will be given for the family-based module and for the project in general. Dutch voluntary sport clubs (VSCs) are facing several challenges in perceived consumerist behavior by members (Van der Roest, 2015), demands by the government to attribute to the social policy agenda (Waardenburg, 2016; Coalter, 2007) and declining number of members in complex contexts (Wollebæk, 2009). Between 300-500 sport club consultants, mostly funded by local governments or sport associations, are tasked to vitalize these VSCs. Most consultants play an expert role delivering generic intervention on specific topics as recruiting volunteers, sponsorships or positive behavior support. The other consultants play a process consultation role in which a holistic strategic change approach is used for more sustainable development (Schein, 1999). Aim of this study is to understand how various stakeholders make sense of the approach, competencies and interventions used by the process consultant within a specific context.

Over the last decade, sport and physical activity have become increasingly recognised and implemented as tools to foster social cohesion in neighbourhoods, cities and communities around Europe. As a result, numerous programmes have emerged that attempt to enhance social cohesion through a variety of sport-based approaches (Moustakas, Sanders, Schlenker, & Robrade, 2021; Svensson & Woods, 2017). However, despite this boom in sport and social cohesion, current definitions and understandings of social cohesion rarely take into account the needs, expectations or views of practitioners, stakeholders and, especially, participants on the ground (Raw, Sherry, & Rowe, 2021). Yet, to truly foster broad social outcomes like social cohesion, there is increasing recognition that programmes must move beyond interventions that only focus on the individual level, and instead find ways to work with and engage a wide array of stakeholders and organisations (Hartmann & Kwauk, 2011; Moustakas, 2022). In turn, this allows programmes to respond to community needs, foster engagement, deliver more sustainable outcomes, and work at both the individual and institutional levels. The Living Lab concept - which is distinguished by multi-stakeholder involvement, user engagement, innovation and co-creation within a real-life setting - provides an innovative approach to help achieve these goals. More formally, Living Labs have been defined as “user-centred, open innovation ecosystems based on a systematic user co-creation approach, integrating research and innovation processes in real-life communities and settings” (European Network of Living Labs, 2021). Thus, this can be a powerful approach to engage a wide array of stakeholders, and create interventions that are responsive to community needs. As such, the Sport for Social Cohesion Lab (SSCL) project was conceived to implement a Living Lab approach within five sport for social cohesion programmes in four different European countries. This approach was chosen to help programmes directly engage programme participants, generate understanding of the elements that promote social cohesion in a sport setting and to co-create activities and tools to explore, support and understand social cohesion within these communities. The following toolkit reflects our multi-national experiences designing and implementing Living Labs across these various contexts. Our partners represent a variety of settings, from schools to community-based organisations, and together these experiences can provide valuable insights to other sport (and non-sport) organisations wishing to implement a Living Lab approach within their contexts and programmes. Thus, practitioners and implementers of community-based programmes should be understood as the immediate target group of this toolkit, though the insights and reflections included here can be of relevance for any individual or organisation seeking to use more participatory approaches within their work. In particular, in the coming sections, this toolkit will define the Living Lab concept more precisely, suggest some steps to launch a Living Lab, and offer insights on how to implement the different components of a Living Lab.

Sports are activities enjoyed by many across the globe, regardless of age. The existence and promotion of youth sports has often been based on various assumptions about its value and role in society. Sports participation is assumed to be fun and good and is assumed to contribute to the development of young people. As a result, sports are often seen as an essential part of life for youth. Participation in sports and physical activity is assumed to help young people to develop in a context in which they are able to learn important positive societal values (Fraser-Thomas et al., 2005; Holt, 2008). Although there is a widespread belief in the positive dimensions of sports participation for young people, there is a need for research and theory that identifies and critically looks at the processes through which sports participation by youth is experienced and shapes their lives (Coakley, 2011). I return to this critical perspective after I elaborate on the ways sports are viewed as important effective activities for positive youth development.
