The essence of a democratic process is the guarantee that citizens have free and easy access to public information. How can that be made possible and how can people learn to use that information critically? In earlier papers (Boef, et.al. 2008 and 2009), we discussed the relationship between public library, press and the free access to relevant information. In this paper, we concentrate on the role of journalistic media in making public information accessible for the citizen. Our starting point is the fact that the citizen, in shaping her or his position in relation to political and other societal issues needs fewer opinions of others, but more reliable information; verified and certified by professionals. That way, the citizen will become enabled to create and to ground his or her opinion. Based on that solid foundation, opinions and comments of others can be appreciated and rated. Finally, we will discuss the ongoing process of the disappearing of independent media and the negative effect on the democratic process, and hence the need for a new generation of Internet savvy civil journalists.
In the present study, how crime scene investigators are informed before going to a crime scene was investigated. In order to gain more insight in the flow of information from emergency call to crime scene, semi-structured interviews were conducted in three different police regions with six crime scene investigators, six forensic team leaders, and six crime scene investigators.Results indicate that information that crime scene investigators receive before going to a crime scene is usually limited. Most information is provided on-site by the uniformed police officers, forensic medical examiner, and tactical investigation team. This information flow is underexposed, and there are no guidelines about how it is recorded.Even though all parties are provided with limited information, incidents are quickly labelled by emergency call responders and forensic team leaders. The influence of the framing process that occurs as a result is underestimated. Furthermore, emergency call responders and forensic team leaders have different goals in the investigative process and hardly take into account the specific needs of the crime scene investigator. In order to better meet the needs of crime scene investigators, further research about the content of the provided information, as well as at what moment it should be shared, is needed. Also, in order to determine afterward what role information may have played in the decision-making at the crime scene the recording of information should be better safeguarded.
To identify ethical issues that interns encounter in their clinical education and thus build a more empirical basis for the required contents of the clinical ethics curriculum. The authors analyzed a total of 522 required case reports on ethical dilemmas experienced by interns from September 1995 to May 1999 at the medical school of Vrije Universiteit in Amsterdam. They identified four regularly described and numerous less frequently described topics. The interns addressed a wide range of ethical themes. In 45% of the cases, they mentioned disclosure or non-disclosure of information and informed consent; in 37%, medical decisions at the end of life; in 16%, medical failures; and in 9%, problems transferring patients from one caregiver to another. The interns also identified 27 themes linked to their unique position as interns and 19 themes related to specific types of patients. Based on self-reported experiences, the authors conclude that clinical ethics teachers should reflect on a multitude of dilemmas. Special expertise is required with respect to end-of-life decisions, truth telling, medical failures, and transferring patients from one caregiver to another. The clinical ethics curriculum should encourage students to voice their opinions and deal with values, responsibilities, and the uncertainty and failings of medical interventions.
In the Netherlands approximately 2 million inhabitants have one or more disabilities. However, just like most people they like to travel and go on holiday.In this project we have explored the customer journey of people with disabilities and their families to understand their challenges and solutions (in preparing) to travel. To get an understanding what ‘all-inclusive’ tourism would mean, this included an analysis of information needs and booking behavior; traveling by train, airplane, boat or car; organizing medical care and; the design of hotels and other accommodations. The outcomes were presented to members of ANVR and NBAV to help them design tourism and hospitality experiences or all.
On a societal scale, the ‘problem with work’ is that everyone is exhausted, job security has been replaced by ‘flex work’ and much important work had been invisibilised. While billions of people are displaced and illegalized from work, others have physical/ mental conditions caused by work. The problem with work merits scrutiny not only from medical, corporate or legal perspectives. It needs tackling without an agenda of productivity, with an open regard and embodied, intuitive research. Artistic research has this scope. It taps into knowledges that are underused/repressed, by involving the body, harnessing intuition, experience and situatedness, and activating a plurality of voices. The aim of this research is to gain a deeper understanding of what is (not) work, who we are when we perform work, and when we don’t or are not able to work. Why are certain activities or roles called work and what happens when the term is applied to activities that are not normally deemed work, but which include comparable elements? Three research questions are addressed: 1. What can be learned about work by regarding every job, or all the work, as a performance? 2. What can be learned about performance (art) by looking at it through the lens of work? 3. What are ethical practices in collaborative and participative work processes? The research is carried out through an artistic approach that contains a particular way of making, teaching and researching which is collaborative, performative and transdisciplinary. It proposes the body as a thinking apparatus, experience as a way of gathering information and doing, writing, exchanging and performing as both method and dissemination. This research aims to contribute to a better understanding of what work is in our lives. The research has social, artistic and educational targets and target groups, which are also intertwined.
The modern economy is largely data-driven and relies on the processing and sharing of data across organizations as a key contributor to its success. At the same time, the value, amount, and sensitivity of processed data is steadily increasing, making it a major target of cyber-attacks. A large fraction of the many reported data breaches happened in the healthcare sector, mostly affecting privacy-sensitive data such as medical records and other patient data. This puts data security technologies as a priority item on the agenda of many healthcare organizations, such as of the Dutch health insurance company Centraal Ziekenfonds (CZ). In particular when it comes to sharing data securely, practical data protection technologies are lacking as they mostly focus on securing the link between two organizations while being completely oblivious of what is happening with the data after sharing. For CZ, searchable encryption (SE) technologies that allow to share data in encrypted form, while enabling the private search on this encrypted data without the need to decrypt, are of particular interest. Unfortunately, existing efficient SE schemes completely leak the access pattern (= pattern of encrypted search results, e.g. identifiers of retrieved items) and the search pattern (= pattern of search queries, e.g. frequency of same queries), making them susceptible to leakage-abuse attacks that exploit this leakage to recover what has been queried for and/or (parts of) the shared data itself. The SHARE project will investigate ways to reduce the leakage in searchable encryption in order to mitigate the impact of leakage-abuse attacks while keeping the performance-level high enough for practical use. Concretely, we propose the construction of SE schemes that allow the leakage to be modeled as a statistic released on the queries and shared dataset in terms of ε-differential privacy, a well-established notion that informally says that, after observing the statistic, you learn approximately (determined by the ε-parameter) the same amount of information about an individual data item or query as if the item was not present in the dataset or the query has not been performed. Naturally, such an approach will produce false positives and negatives in the querying process, affecting the scheme’s performance. By calibrating the ε-parameter, we can achieve various leakage-performance trade-offs tailored to the needs of specific applications. SHARE will explore the idea of differentially-private leakage on different parts of SE with different search capabilities, starting with exact-keyword-match SE schemes with differentially-private leakage on the access pattern only, up to schemes with differentially-private leakage on the access and search pattern as well as on the shared dataset itself, allowing for more expressive query types like fuzzy match, range, or substring queries. SHARE comes with an attack lab in which we investigate existing and new types of leakage-abuse attacks to assess the mitigation-potential of our proposed combination of differential privacy with cryptographic guarantees in searchable encryption. To stimulate commercial exploitation of SHARE-results, our consortium partners CZ and TNO will take the lead on applying and evaluating our envisioned technologies in various healthcare use-cases.
