Indecent exposure is often regarded as a nuisance offense and detailed studies into this topic are relatively rare. However, there is consensus that relatively high recidivism rates and risk of escalation to more severe offenses can be of serious concern among these perpetrators. This cohort study aims to increase our general knowledge on the basic characteristics of these offenses and includes all registered police cases of indecent exposure in the Netherlands between 2012 and 2020, including 6741 incidents, involving 4663 suspects and 3808 registered victims. This first study of a large cohort over a long period of time describes the basic characteristics of these incidents, the perpetrators and their victims, and visualizes the results to explore trends over time. Results show that a modal indecent exposure incident is perpetrated by a 25-year-old male, on foot, on a public road, on a Wednesday afternoon in July, masturbating and directing his genitals intentionally toward a 13-year-old girl. The age distribution of victims shows remarkable similarity to victims of sexual assault. Compared to the first year of the period studied, the number of annually reported incidents gradually declined to half in the last year of the study. Findings are discussed in light of the most prominent theories on exhibitionism. Issues and suggestions relevant to apprehension and treatment of perpetrators are identified and discussed.

Dat was de centrale boodschap van het seminar Verduurzaming bedrijventerreinen dat Fontys op maandag 8 mei samen met VNO-NCW, PVB Nederland en provincie Utrecht organiseerde.
E-cycling intelligence is a research project directly connected to the PhD-research of Joost de Kruijf at the Utrecht University. Within the program the effects of the introduction of e-bikes in daily commuting are being investigated. Using a large-scale incentive program targeting on behavioral change among car-oriented commuters the next four specific components are being :- Modal shift to e-cycling- Well-being and travel satisfaction of e-bikes vs. car- Weather circumstances and e-cycling- Behavioral intention to e-bike vs. actual behavior Using a combination of three surveys (baseline, one month and half a year) and continuous GPS-measurement on the behavior of more than 800 participants makes this research unique. In collaboration with the TU/e the GPS-dataset is being translated into relevant information on modal shift on different trip purposes offering a new range of possibilities to analyses behavioral change. Knowledge on every of the four topics in the project is translated scientific paper. The expected end of the project is July 2021.With the research not new insights are being gained, the Breda University of Applied Sciences also develops a scientific network of cycling related researchers together with a network of cycling engaged road authorities.
Nature areas in North-West Europe (NWE) face an increasing number of visitors (intensified by COVID-19) resulting in an increased pressure on nature, negative environmental impacts, higher management costs, and nuisance for local residents and visitors. The high share of car use exaggerates these impacts, including peak pressures. Furthermore, the almost exclusive access by car excludes disadvantaged people, specifically those without access to a car. At the same time, the urbanised character of NWE, its dense public transport network, well-developed tourism & recreation sector, and presence of shared mobility providers offers ample opportunities for more sustainable tourism. Thus, MONA will stimulate sustainable tourism in and around nature areas in NWE which benefits nature, the environment, visitors, and the local economy. MONA will do so by encouraging a modal shift through facilitating sustainableThe pan-European Innovation Action, funded under the Horizon Europe Framework Programme, aims to promote innovative governance processes ,and help public authorities in shaping their climate mitigation and adaptation policies. To achieve this aim, the GREENGAGE project will leverage citizens’ participation and equip them with innovative digital solutions that will transform citizen’s engagement and cities’ effectiveness in delivering the European Green Deal objectives for carbon neutral cities.Focusing on mobility, air quality and healthy living, citizens will be inspired to observe and co-create their cities by sensing their urban environments. The aim to complement, validate, and enrich information in authoritative data held by the public administrations and public agencies. This will be facilitated by engaging with citizens to co-create green initiatives and to develop Citizen Observatories. In GREENGAGE, Citizen Observatories will be a place where pilot cities will co-examine environmental issues integrating novel bottom-up process with top-down perspectives. This will provide the basis to co-create and co-design innovative solutions to monitor environmental problems at ground level with the help of citizens.With two interrelated project dimensions, the project aims to enhance intelligence applied to city decision-making processes and governance by engaging with citizen observations integrated with Copernicus, GEOSS, in-situ, and socio-economic intelligence, and by delivering innovative governance models based on novel toolboxes of decision-making methodologies and technologies. The envisioned citizens observatory campaigns will be deployed and fully demonstrated in 5 pilot engagements in selected European cities and regions including: Bristol (the United Kingdom), Copenhagen (Denmark), Turano / Gerace (Italy) and the region of Noord Brabant (the Netherlands). These innovation pilots aim to highlight the need for smart city governance by promoting citizen engagement, co-creation, gathering new data which will complement existing datasets and evidence-based decision and policymaking.
Ambtenaren van plattelandsgemeenten ervaren gebrek aan capaciteit en competenties om beleidsmaatregelen te formuleren voor de transitie naar duurzame mobiliteit dat tegelijk het platteland leefbaar en bereikbaar houdt. Informatiebronnen zijn vaak algemeen, gefragmenteerd, onoverzichtelijk, niet goed vindbaar of net niet relevant. Ook ontbreekt veelal de specialistische kennis om communicatie met en participatie door inwoners op te zetten om gedragsverandering te stimuleren. Hierdoor lukt het deze groep ambtenaren niet goed om gepast beleid te formuleren. De ervaringen en behoeften van het werkveld vormen de uitgangspunten van dit project. Het project beoogt de ontwikkeling van een Beleidskeuze Support System (BKSS), bestaande uit een aantal samenhangende toepassingen, passend bij de doelen van deze professionals. Dit BKSS zal capaciteitsbesparing leveren, door veel uitzoek- en ontwerpwerk te automatiseren, ten dienste van geselecteerde thema’s, deelmobiliteit en modal shift van de auto naar de fiets. Enerzijds levert het BKSS inzichten door het organiseren en combineren van bestaande en nieuwe gegevensbronnen. Anderzijds vormen deze inzichten de basis voor het ontwerp van communicatie en participatie met inwoners. Op deze wijze wordt duurzame gedragsverandering bewerkstelligd. In het voorgestelde project zal, met veelvuldige betrokkenheid van het werkveld in alle fasen van het project, op participatieve en iteratieve wijze gewerkt worden aan de inhoudelijke en vormtechnische creatie van het BKSS, waarbij de stappen van de innovatiecyclus gevolgd worden. Input vanuit het werkveld stuurt daarmee continu het proces en wordt aansluiting bij de doelgroep geborgd. Met een breed palet aan partners willen wij deze uitdaging samen met plattelandsgemeenten, een OV-organisatie, een onderzoeksbureau en een bedrijf gespecialiseerd in digitale, interactieve toepassingen oppakken met lectoren en onderzoekers gespecialiseerd in ICT, gedrag, communicatie, innovatieve participatie en mobiliteit. We willen voorzien in de professionele behoefte van ambtenaren en bijdragen aan de kennis over engagementprocessen, digitalisering, communicatie, participatie én deze inbedden in het hbo-onderwijs.
