This article focuses on the recent judgment of the Court of Justice, Aranyosi and Caldararu. After conducting a legal analysis on this case, three issues are identified and they are separately discussed in three sections. The aim of this paper is to show the impact of this judgment on public order and public security in Europe on the one hand and on the individual’s fundamental rights, on the other hand. It is going to be argued that even though there are limits to the principle of mutual recognition, this new exception based on fundamental rights establishes a new procedure for non-surrender. Therefore, the Court of Justice creates a non-execution ground which the EU legislator did not intend to include in the Framework Decision on the European arrest warrant. This is explained by looking at the three interconnected notions of Freedom, Security and Justice.

Over the past few years a growing number of artists have critiqued the ubiquity of identity recognition technologies. Specifically, the use of these technologies by state security programs, tech-giants and multinational corporations has met with opposition and controversy. A popular form of resistance to recognition technology is sought in strategies of masking and camouflage. Zach Blas, Leo Selvaggio, Sterling Crispin and Adam Harvey are among a group of internationally acclaimed artists who have developed subversive anti-facial recognition masks that disrupt identification technologies. This paper examines the ontological underpinnings of these popular and widely exhibited mask projects. Over and against a binary understanding and criticism of identity recognition technology, I propose to take a relational turn to reimagine these technologies not as an object for our eyes, but as a relationship between living organisms and things. A relational perspective cuts through dualist and anthropocentric conceptions of recognition technology opening pathways to intersectional forms of resistance and critique. Moreover, if human-machine relationships are to be understood as coming into being in mutual dependency, if the boundaries between online and offline are always already blurred, if the human and the machine live intertwined lives and it is no longer clear where the one stops and the other starts, we need to revise our understanding of the self. A relational understanding of recognition technology moves away from a notion of the self as an isolated and demarcated entity in favour of an understanding of the self as relationally connected, embedded and interdependent. This could alter the way we relate to machines and multiplies the lines of flight we can take out of a culture of calculated settings.

The validation of awards and courses within higher education has traditionally and, to a great extent, continues to be a national issue, with each country using its own protocol for determining standards and academic levels, and validating courses according to its nationally recognised and agreed system. Institutions in some countries, however, are able to validate courses which are delivered in an institution in another country. This practice has led to some useful collaborative arrangements in developing European postgraduate programmes for the social professions, particularly in countries where education for social professionals takes place outside of the university system, for example, in The Netherlands. Largely as a result of such collaboration, facilitated by the Erasmus programme, there is now a proliferation of courses for social professionals, which have ‘European’ in their title or as a major component of the course content. What, then, makes a programme ‘European’?

This article is based on ethnographic research over recent years in eight Dutch police teams. It focuses on the othering process in which police officers define ‘crooks’ as the Other and chase, catch and arrest them. Catching crooks is perceived as an assignment as well as a game. Street cops construct detailed subcategories of the crook which influence their daily practices. They select crooks by recognition (the permanent suspects), by abnormalization (out of placeness) and by profiling (regardless of place). In addition to the discussion on ethnic profiling, we argue that profiling is a contextual practice. The contents of the profiles depend on the demographic characteristics of the district in which a police team operates. Interacting mediaframes of both the crook and the police reinforce the mutual caricatures and tense relationships.

De resultaten van 50 half-gestructureerde interviews laten zien dat ondanks verschillende redenen voor deelname en wijze van aanmelding, deelgenomen ouders de bijeenkomsten en de cursusleiding waarderen. Wel zijn ze kritisch over de groepssamenstelling. Die is vaak onevenwichtig door verschil in leeftijd van tieners en zwaarte van de gedrags- en opvoedproblematiek die ouders inbrengen.

The European Manifesto for Inclusive Learning is an initiative of the University of Florence to promote adult education for migrants and refugees. The program seeks to provide “a concrete tool for adult educators to promote adult learning in their local context”. In order to achieve this goal, eight European Union partners in different EU countries collaborated intensively for 1 ½ year to exchange experiences, expand opportunities and to seek to promote a more coordinated and integrated approach. Each partner collected case studies of good practices using a common tool for collecting data. The results of the Dutch partner, The Hague University of Applied Sciences are presented here. Seven cases have been studied with very different, mainly informal ways of mutual learning in the Netherlands. First the Manifesto is described in more detail. This is followed by a sketch of refugee flows to the Netherlands and the Dutch asylum system. After these chapters, the different cases are presented, followed by a conclusion and recommendations based on the Dutch good practices.

This article reports on qualitative research among 48 social professionals, managers and policymakers and their perceptions of activating citizenship, social work roles and responsibilities, carried out in Utrecht and Tartu. Professionals from both countries agreed to the idea of activating citizenship but stressing the perspective of personalised or lived citizenship, each person to his own capacities and embedded in the personal context. Nearly all respondents were critical about the recognition of social workers as a full profession, about the new management way of steering social work and about cooperation between different groups of professionals and services. Although both countries have quite different historical and cultural backgrounds, the authors found many similarities among social workers regarding their ideas on support, participation and commitment to the people they work for and work with. International research projects contribute to a more strongly recognised social work theory and social work practice by getting a better understanding, in particular of the way social work adapts to different contexts but from a highly recognisable international discourse within social work.

The support for political representation of nonhumans is based on the ethical underpinning of deep ecology; growing recognition of the importance of sustainability; and increased societal support for animal rights and welfare. This article reflects on these developments using Bachelor students’ assignments from a Sustainable Business course, which asked them to reflect on the underlying principles of the PvdD. Kennis uit onderzoek is van cruciaal belang om het onderwijs te verbeteren en te innoveren. Dit vraagt om een nauwe verbinding tussen onderwijsonderzoek en de dagelijkse onderwijspraktijk. De roep om een meer lerende cultuur in het onderwijs en de ambitie om onderwijsonderzoek meer te benutten voor het verbeteren van de onderwijspraktijk is niet nieuw: in het onderwijswerkveld zijn steeds meer scholen bezig met kennisbenutting, en het vraagstuk staat al langere tijd op de politieke agenda. Tegelijkertijd blijkt uit verschillende studies dat dit nog geen vanzelfsprekendheid is en dat het versterken van een kennisinfrastructuur een bijzonder complexe opgave is. In opdracht van de onderwijsraad heeft het lectoraat Public Governance een internationale vergelijking uitgevoerd naar de kennisinfrastructuur in andere – met Nederland vergelijkbare – landen. Deze ‘best practices’ zijn beschreven vanuit de vraag: wat kan Nederland van deze andere landen leren?
