Does policy analysis exist outside the United States, or are the arts and crafts of policy analysis across the Atlantic a weakened and disoriented branch of the real thing, as the citations above seem to suggest? If policy analysis exists outside the United States-and from our point of interest in the Netherlands in particular-did it come about through a mere transplantation of theories, institutions, and methods originally developed in the United States; or has policy analysis outside the United States an autonomous value, contribution, and evolution? The different contributions and evolutions of policy analysis for instance appear in the various and changing connotations of the word “policy analysis” in national languages. In the Netherlands, for instance, the notion beleidsanalyse-the literal translation of policy analysis-is an ambiguous and somewhat problematic concept. It was fi rst introduced in the early 1970s as a deliberate and programmatic effort to rationalize public policy making in all public policy domains. During the early 1980s, the notion attracted a rather negative connotation, due to the failure of a governmental program by that name, the so-called committee for the development of policy analysis (COBA; de Commissie voor de Ontwikkeling van BeleidsAnalyse). Many now prefer to use equivalents such as applied policy research or research based advice instead. But as I shall demonstrate in this paper, the notion beleidsanalyse is making a remarkable comeback since the turn of the century while it is being used for fi nancial and performance accountability in the public sector. Thus, starting from the observation that different countries show different connotations and evolutions of policy analysis, I will analyze in this paper the evolution of policy analysis in the Netherlands on the basis of the following questions: What are the main characteristics (features) of policy analysis in the Netherlands? What changes, if any, have occurred in policy analysis in the Netherlands since the Second World War and what triggered these changes?
The purpose of this final chapter is twofold: (1) to provide the synthesis of learnings on quality in teaching and teacher education on the basis of the analysis and discussion of the fourteen chapters collected in this monograph, and (2) to discuss implications for future research on quality in teaching and teacher education, policy and practice. In so doing, we ask: What do we know about quality in teaching and teacher education from the collected chapters and how can these findings inform future research, policy and practice in these areas? In order to answer these questions, the chapter is divided into five main parts. In the first part we identify a call that is present in all chapter: to move beyond a reductionist notion of education. In the second part we recognize the growing attention for teaching quality both as a blessing and a burden. In the third part we identify seven key dilemmas that arise from the different chapters. Next we use these dilemmas to identify implications for teacher education practice, policy and research. We conclude this chapter with some final reflections.
This paper uses discourse theory to obtain a broader understanding of how research impact of sustainable tourism research develops in the environmental policy domain. Discourse theory shifts emphasis from the substance of science versus policy to the use of science in policy processes and explains the political dimensions of policymaking. We first review a well-documented science-policy gap in sustainable tourism research on climate change to develop an alternative conceptualisation of research impact. Then, using a case study approach, we investigate this framework by evaluating the impact of a PhD thesis about aviation’s global CO 2 emissions on the Dutch aviation policy process. The case study shows research impact is entwined with various other elements, and embedded in a specific governance context. Research influenced contrasting science-policy interactions and contributed to conflicting policy actions and reactions. The impact of research in this case was manifested through the formation and interplay of multiple knowledge objects that were both embraced and marginalised. In settings like this, research is used to legitimise pre-existing policy positions rather than to develop new policies. We discuss the implications of narrow conceptions of research impact. The paper highlights the need for advanced policy analysis in sustainable tourism research.

Due to societal developments, like the introduction of the ‘civil society’, policy stimulating longer living at home and the separation of housing and care, the housing situation of older citizens is a relevant and pressing issue for housing-, governance- and care organizations. The current situation of living with care already benefits from technological advancement. The wide application of technology especially in care homes brings the emergence of a new source of information that becomes invaluable in order to understand how the smart urban environment affects the health of older people. The goal of this proposal is to develop an approach for designing smart neighborhoods, in order to assist and engage older adults living there. This approach will be applied to a neighborhood in Aalst-Waalre which will be developed into a living lab. The research will involve: (1) Insight into social-spatial factors underlying a smart neighborhood; (2) Identifying governance and organizational context; (3) Identifying needs and preferences of the (future) inhabitant; (4) Matching needs & preferences to potential socio-techno-spatial solutions. A mixed methods approach fusing quantitative and qualitative methods towards understanding the impacts of smart environment will be investigated. After 12 months, employing several concepts of urban computing, such as pattern recognition and predictive modelling , using the focus groups from the different organizations as well as primary end-users, and exploring how physiological data can be embedded in data-driven strategies for the enhancement of active ageing in this neighborhood will result in design solutions and strategies for a more care-friendly neighborhood.
The HAS professorship Future Food Systems is performing applied research with students and external partners to transform our food system towards a more sustainable state. In this research it is not only a question of what is needed to achieve this, but also how and with whom. The governance of our food system needs rethinking to get the transformative momentum going in a democratic and constructive manner. Building on the professorship’s research agenda and involvement in the transdisciplinary NWA research project, the postdoc will explore collective ownership and inclusive participation as two key governance concepts for food system transformation. This will be done in a participatory manner, by learning from and with innovative bottom-up initiatives and practitioners from the field. By doing so, the postdoc will gain valuable practical insights that can aid to new approaches and (policy) interventions which foster a sustainable and just food system in the Netherlands and beyond. A strong connection between research and education is created via the active research involvement of students from different study programs, supervised by the postdoc (Dr. B. van Helvoirt). The acquired knowledge is embedded in education by the postdoc by incorporating it into HAS study program curricula and courses. In addition, it will contribute to the further professional development of qualitative research skills among HAS students and staff. Through scientific, policy and popular publications, participation in (inter)national conferences and meetings with experts and practitioners, the exposure and network of the postdoc and HAS in the field of food systems and governance will be expanded. This will allow for the setting up of a continuous research effort on this topic within the professorship via follow-up research with knowledge institutes, civic society groups and partners from the professional field.
Despite increasing efforts regarding knowledge valorisation, a significant gap between knowledge development and policy practice remains. Urban Intelligence bridges this gap by bringing cutting edge knowledge to the table, developing new policy concepts and by promoting smart data use.The professorship of Urban Intelligence takes a multimodal and integrated approach by connecting knowledge of transport engineering, urban planning and urban design. Research output encompasses data-driven projects, such as ‘Multimodal Brabant’ and ‘Measurement Weeks Breda‘, which translate big data into knowledge for policy development.Furthermore, data analysis tool and data dashboards for cycling, such as ‘CyclePRINT’ have been developed. To enhance the integration of built environment and transportation, we developed the Bicycle-Oriented Development (BOD) concept. This is currently being integrated into an overarching development philosophy, ‘Multimodal Urban Development’, which integrates the optimisation of multimodal networks, location choices for new urban developments and the provision of shared mobility via mobility hubs.
