The municipality of Amsterdam wants to have an emission free taxi sector by 2025. In order to reach that goal, the city has taken a number of measures which favour clean taxis above conventional taxis. One of these measures is an innovative priority privilege scheme at the Amsterdam Central Station taxi stand, which should lead to shorter waiting times and more trips for clean taxis. The municipality wants to know if the measure is effective. In this study, we present an analysis of visiting behaviour of clean and regular (diesel) taxis in order to assess the effectiveness of the privilege scheme to attract more clean taxis. As such it aims to contribute to a better understanding of the effect of the priority measure at the Amsterdam Central Station and to provide input for policy makers to introduce incentive schemes to stimulate clean taxis in cities. Analysed data covers a timespan from one year, starting October 2015 when the privilege scheme started with a call rate of 1 clean taxi to each 4 taxis called for a ride. The analysis shows the number of arriving clean taxis to shift from 1:6 to 1:4 during the observation period. Based on this analysis the municipality decided to modify the preference ratio beginning 2017. This study contributes to a better understanding of the effect of the privilege measures and provides input for policy makers introducing incentives to stimulate clean taxis in cities.
This article addresses European energy policy through conventional and transformative sustainability approaches. The reader is guided towards an understanding of different renewable energy options that are available on the policy making table and how the policy choices have been shaped. In arguing that so far, European energy policy has been guided by conventional sustainability framework that focuses on eco-efficiency and ‘energy mix’, this article proposes greater reliance on circular economy (CE) and Cradle to Cradle (C2C) frameworks. This paper presents the results of a survey which aimed at exploring the perceptions of the employees of a large aviation organization regarding the punitive or preventive character of possible measures that management could take in cases of errors and violations. The analysis of the quantitative and qualitative data collected showed that the viewpoints of the staff were sufficiently aligned only for half of the measures and that all measures inflicting a short- or long-term dissociation of the end-users from their current working place and function were highly unfavourable and linked to castigation. Also, statistically significant differences were observed across groups of specialties and years of service regarding the appropriateness of specific measures especially in the case of errors. The findings of this study in combination with literature references, suggest that the establishment of a just culture structure with agreed lines between the punitive and preventive character of measures and its endorsement by the employees is achievable, but it requires a bottom-up approach and periodical revision. Similar exploratory research, complemented possibly by explanatory studies, is recommended to be carried out by organizations prior or during the development of their just culture policy andrelated measures.
National forestry Commission (SBB) and National Park De Biesbosch. Subcontractor through NRITNational parks with large flows of visitors have to manage these flows carefully. Methods of data collection and analysis can be of help to support decision making. The case of the Biesbosch National Park is used to find innovative ways to figure flows of yachts, being the most important component of water traffic, and to create a model that allows the estimation of changes in yachting patterns resulting from policy measures. Recent policies oriented at building additional waterways, nature development areas and recreational concentrations in the park to manage the demands of recreation and nature conservation offer a good opportunity to apply this model. With a geographical information system (GIS), data obtained from aerial photographs and satellite images can be analyzed. The method of space syntax is used to determine and visualize characteristics of the network of leisure routes in the park and to evaluate impacts resulting from expected changes in the network that accompany the restructuring of waterways.
CIVITAS is a network of cities for cities dedicated to cleaner, better transport in Europe and beyond. Since it was launched by the European Commission in 2002, the CIVITAS Initiative has tested and implemented over 800 measures and urban transport solutions as a part of demonstration projects in more than 80 Living Lab cities across Europe.The ELEVATE project aims to increase the Europe-wide impact of Research and Innovation Actions on urban mobility policy-making, thereby advancing the CIVITAS community to a higher level of knowledge, exchange, impact and sustainability, while guaranteeing essential high-quality support. In the Glasgow declaration (2021), the tourism sector promised to reduce its CO2 emissions by 50% and reduce them to zero by 2050. The urgency is felt in the sector, and small steps are made at company level, but there is a lack of insight and overview of effective measures at global level.This study focuses on the development of a necessary mix of actions and interventions that the tourism sector can undertake to achieve the goal of a 50% reduction in greenhouse gases by 2030 towards zero emissions by 2050. The study contributes to a better understanding of the paths that the tourism sector can take to achieve this and their implications for the sector. The aim of the report is to spark discussion, ideas and, above all, action.The study provides a tool that positively engages the sector in the near and more distant future, inspires discussion, generates ideas, and drives action. In addition, there will be a guide that shows the big picture and where the responsibilities lie for the reduction targets. Finally, the researchers come up with recommendations for policymakers, companies, and lobbyists at an international and European level.In part 1 of the study, desk research is used to lay the foundation for the study. Here, the contribution of tourism to global greenhouse gas emissions is mapped out, as well as the image and reputation of the sector on climate change. In addition, this section describes which initiatives in terms of, among other things, coalitions and declarations have already been taken on a global scale to form a united front against climate change.In part 2, 40 policies and measures to reduce greenhouse gas emissions in the sector are evaluated in a simulation. For this simulation, the GTTMdyn simulation model, developed by Paul Peeters from BUAS, is used which works on a global scale and shows the effect of measures on emissions, tourism, transport, economy, and behaviour. In this simulation, the researchers can 'test' measures and learn from mistakes. In the end one or more scenarios will; be developed that reach the goals of 50% reduction in 2030 and zero emissions in 2050. In part 3, the various actions that should lead to the reduction targets are tested against the impacts on the consequences for the global tourism economy, its role in providing leisure and business opportunities and the consequences for certain destinations and groups of industry stakeholders. This part will be concluded with two workshops with industry experts to reflect on the results of the simulation.Part 4 reports the results of the study including an outline of the consequences of possibly not achieving the goal. With this, the researchers want to send a warning signal to stakeholders who may be resistant to participating in the transition.
