De wetenschap uit zich nogal eens kritisch over de effectiviteit en negatieve neveneffecten. Ook agenten die als eindgebruiker van CAS zijn geobserveerd en geïnterviewd in het kader van een masterscriptie, zijn sceptisch over de mate waarin een dergelijk systeem hen kan ondersteunen bij hun diverse werk.

This chapter discusses the artistic project Future Wake (2021) by Ahnjili Zhuparris and Tim van Ommeren that examines predictive policing. By shifting the focus from possible future crime offenders to possible future victims of fatal police encounters, using visual and affective means rather than expert knowledge and statistics, the artwork activates critical reflection on the politics and logics of predictive policing systems. The chapter first situates predictive policing in a context of securitization, and discusses how it enhances structures of discrimination. In the second part, Wevers interviews artist Zhuparris about the aims of Future Wake, discussing the artistic and technical process of creating the project, the politics of data, and the role of art in critical discussion on surveillance and AI.

The Short-Term Assessment of Risk and Treatability: Adolescent Version (START:AV) is a risk assessment instrument for adolescents that estimates the risk of multiple adverse outcomes. Prior research into its predictive validity is limited to a handful of studies conducted with the START:AV pilot version and often by the instrument’s developers. The present study examines the START:AV’s field validity in a secure youth care sample in the Netherlands. Using a prospective design, we investigated whether the total scores, lifetime history, and the final risk judgments of 106 START:AVs predicted inpatient incidents during a 4-month follow-up. Final risk judgments and lifetime history predicted multiple adverse outcomes, including physical aggression, institutional violations, substance use, self-injury, and victimization. The predictive validity of the total scores was significant only for physical aggression and institutional violations. Hence, the short-term predictive validity of the START:AV for inpatient incidents in a residential youth care setting was partially demonstrated and the START:AV final risk judgments can be used to guide treatment planning and decision-making regarding furlough or discharge in this setting.

Most violence risk assessment tools have been validated predominantly in males. In this multicenter study, the Historical, Clinical, Risk Management–20 (HCR-20), Historical, Clinical, Risk Management–20 Version 3 (HCR-20V3), Female Additional Manual (FAM), Short-Term Assessment of Risk and Treatability (START), Structured Assessment of Protective Factors for violence risk (SAPROF), and Psychopathy Checklist–Revised (PCL-R) were coded on file information of 78 female forensic psychiatric patients discharged between 1993 and 2012 with a mean follow-up period of 11.8 years from one of four Dutch forensic psychiatric hospitals. Notable was the high rate of mortality (17.9%) and readmission to psychiatric settings (11.5%) after discharge. Official reconviction data could be retrieved from the Ministry of Justice and Security for 71 women. Twenty-four women (33.8%) were reconvicted after discharge, including 13 for violent offenses (18.3%). Overall, predictive validity was moderate for all types of recidivism, but low for violence. The START Vulnerability scores, HCR-20V3, and FAM showed the highest predictive accuracy for all recidivism. With respect to violent recidivism, only the START Vulnerability scores and the Clinical scale of the HCR-20V3 demonstrated significant predictive accuracy.

This chapter explores the legal and moral implications of the use of data science in criminal justice at two levels: police surveillance and the criminal trial of a defendant. At the first level, police surveillance, data science is used to identify places and people at high risk of criminal activity, allowing police officers to target surveillance and take proactive measures to try to prevent crime (predictive policing). At the second level, the criminal trial of a defendant, data science is used to make risk assessments to support decisions about bail, sentencing, probation, and supervision and detention orders for high-risk offenders. The use of data science at these levels has one thing in common: it is about predicting risk. The uncertainty associated with risk prediction raises specific related legal and ethical dilemmas, for example in the areas of reasonable suspicion, presumption of innocence, privacy, and the principle of non-discrimination.

This paper proposes and showcases a methodology to develop an observational behavior assessment instrument to assess psychological competencies of police officers. We outline a step-by-step methodology for police organizations to measure and evaluate behavior in a meaningful way to assess these competencies. We illustrate the proposed methodology with a practical example. We posit that direct behavioral observation can be key in measuring the expression of psychological competence in practice, and that psychological competence in practice is what police organizations should care about. We hope this paper offers police organizations a methodology to perform scientifically informed observational behavior assessment of their police officers’ psychological competencies and inspires additional research efforts into this important area.

De afgelopen jaren richt terrorismebestrijding zich meer op het anticiperen op de dreiging die ervan uitgaat. Vroegsignalering van afwijkend gedrag onder jongeren is daarom een belangrijk onderdeel van de aanpak geworden. Eerstelijns professionals die in de haarvaten van de samenleving hun werk doen, worden aangespoord om radicaliseringsprocessen naar gewelddadig gedrag in een vroeg stadium te signaleren. Een rol die ook is toegewezen aan de wijkagent. Tot op heden is echter weinig bekend over hoe lokale politieagenten deze taak naar eigen inzicht oppakken. This article is based on ethnographic research over recent years in eight Dutch police teams. It focuses on the othering process in which police officers define ‘crooks’ as the Other and chase, catch and arrest them. Catching crooks is perceived as an assignment as well as a game. Street cops construct detailed subcategories of the crook which influence their daily practices. They select crooks by recognition (the permanent suspects), by abnormalization (out of placeness) and by profiling (regardless of place). In addition to the discussion on ethnic profiling, we argue that profiling is a contextual practice. The contents of the profiles depend on the demographic characteristics of the district in which a police team operates. Interacting mediaframes of both the crook and the police reinforce the mutual caricatures and tense relationships.

Despite changing attitudes towards animal testing and current legislation to protect experimental animals, the rate of animal experiments seems to have changed little in recent years. On May 15–16, 2013, the In Vitro Testing Industrial Platform (IVTIP) held an open meeting to discuss the state of the art in alternative methods, how companies have, can, and will need to adapt and what drives and hinders regulatory acceptance and use. Several key messages arose from the meeting. First, industry and regulatory bodies should not wait for complete suites of alternative tests to become available, but should begin working with methods available right now (e.g., mining of existing animal data to direct future studies, implementation of alternative tests wherever scientifically valid rather than continuing to rely on animal tests) in non-animal and animal integrated strategies to reduce the numbers of animals tested. Sharing of information (communication), harmonization and standardization (coordination), commitment and collaboration are all required to improve the quality and speed of validation, acceptance, and implementation of tests. Finally, we consider how alternative methods can be used in research and development before formal implementation in regulations. Here we present the conclusions on what can be done already and suggest some solutions and strategies for the future.

In policing, Virtual Reality scenario-based training (VR SBT) is being explored to complement real-life scenario-based training (RL SBT). We investigated whether relevant training responses in VR SBT, namely heart rate (HR), level of physical activity, mental effort, and perceived stress, resemble those in RL SBT. Utilizing a within-subject study design, we investigated the training responses of 237 police officers of the Dutch National Police. We found that the maximum HR and average level of physical activity were significantly higher in RL SBT, whereas invested mental effort was significantly higher in VR SBT. No significant differences were found in average HR and perceived stress. We also found that perceived stress in VR was predicted by participants’ VR experiences such as engagement with VR and experience of negative effects, but not by participant characteristics. Participants’ mental effort in VR was predicted by their VR experiences and participant characteristics, particularly gaming frequency. In conclusion, VR SBT can elicit perceived stress, mental effort, and average HR that resemble or exceed responses in RL SBT, providing a promising tool to complement police training.
