Stakeholders in the Netherlands' rail cargo sector exhibit strategic behavior that causes irregularity and unpredictability in freight trains. This leads to the suboptimal use of scarce rail capacity. The authors present the results of a research project that used gaming to explore and validate alternative organizational methods for the management of rail cargo capacity with decision makers and subject matter experts from ProRail, the Netherlands' railway infrastructure manager. Various scenarios for the organization of rail cargo capacity management were played out, tested, and extensively debriefed in three project phases. The gaming sessions demonstrated that open information sharing among stakeholders does not depend on the introduction of price mechanisms and is, indeed, a more effective way of managing capacity. The authors conclude that it is vital to introduce gaming gradually and build up organizational acceptance for this method. However, once acceptance has been achieved, gaming can generate valuable insight into strategic behavior and the performance of sociotechnical infrastructures.

Abstract: Climate change is related with weather extremes, which may cause damages to infrastructure used by freight transport services. Heavy rainfall may lead to flooding and damage to railway lines, roads and inland waterways. Extreme drought may lead to extremely low water levels, which prevent safe navigation by inland barges. Wet and dry periods may alternate, leaving little time to repair damages. In some Western and Middle-European countries, barges have a large share in freight transport. If a main waterway is out of service, then alternatives are called for. Volume- and price-wise, trucking is not a viable alternative. Could railways be that alternative? The paper was written after the unusually long dry summer period in Europe in 2022. It deals with the question: If the Rhine, a major European waterway becomes locally inaccessible, could railways (temporarily) play a larger role in freight transport? It is a continuation of our earlier research. It contains a case study, the data of which was fed into a simulation model. The model deals with technical details like service specification route length, energy consumption and emissions. The study points to interesting rail services to keep Europe’s freight on the move. Their realization may be complex especially in terms of logistics and infrastructure, but is there an alternative?

The paper examines the potential of three rail corridors: Trans-Sib, Central and TRACECA for freight transport between Central Europe and China. The paper applies a qualitative research method including a review of current literature and interviews. The research examines the technical, operational and bureaucratic conditions of the corridors. The research finds that the unreliable transit time, higher cost and damage and theft of cargo are the most pressing barriers to towards offering an efficient and integrated logistics and supply chain service along the corridors. This is due to, amongst others, problematic, multiple border-crossings and the lack of visible cooperation among the countries. The technical and operational barriers include a change of gauge, differing power supply and signalling systems and non-automated and fragmented information systems. The research also finds that the Trans-Sib is the most attractive corridor currently running and shows promise with the active contribution from the Russian government and relevant direct stakeholders such as Russian Railway (RZD). The TRACECA route is the most problematic option due to, among others, numerous border-crossings, infrastructure and rolling stock constraints and other associated problems.

Projectmanagement, dit betreft de algehele aansturing van het project incl. stuurgroep, werkgroep en stakeholdermanagement. 2. Onderzoeksactiviteiten, bestaande uit a) cross-chain-samenwerking, b) duurzaamheid en c) adoptie van digitale oplossingen voor datagedreven logistiek. 3. Management van een living lab, een ‘quadruple-helix-setting’ die fysieke en digitale leeromgevingen integreert voor onderwijs en multidisciplinair toegepast onderzoek.

Werkgroep Het Groene Spoor van de Vereniging Duurzaam Soesterkwartier uit Amersfoort is ervan overtuigd dat het vestigen van een groen-recreatieve verbinding tussen binnenstad en buitengebied een oplossing kan zijn voor de maatschappelijke en de stedenbouwkundige opgaven waar Amersfoort zich mee geconfronteerd ziet. Deze groen-recreatieve verbinding heeft ze Het Groene Spoor genoemd. In dit rapport wordt deze hypothese getoetst door allereerst de maatschappelijke en de stedenbouwkundige opgaven verder uit te werken, en dievervolgens af te zetten tegen een op studiegebieds-niveau en perceelsniveau ingevulde inrichting voor Het Groene Spoor. Leidende concepten in het onderzoek waren Hergebruik Van Ruimte, Tijdelijke Ruimtelijke Ordening en Meervoudig Ruimtegebruik.

Design educators and industry partners are critical knowledge managers and co-drivers of change, and design graduate and post-graduate students can act as catalysts for new ideas, energy, and perspectives. In this article, we will explore how design advances industry development through the lens of a longitudinal inquiry into activities carried out as part of a Dutch design faculty-industry collaboration. We analyze seventy-five (75) Master of Science (MSc) thesis outcomes and seven (7) Doctorate (PhD) thesis outcomes (five in progress) to identify ways that design activities have influenced advances in the Dutch aviation industry over time. Based on these findings, we then introduce an Industry Design Framework, which organizes the industry/design relationship as a three-layered system. All over the world entrepreneurs drive changes. They develop new products and services, inspire others and take decisions that result in growth of their businesses. But the world around entrepreneurs is changing and so are entrepreneurs. Life-long selfemployment or permanent wage employment are of the past. And the way people perceive self-employment is changing as well. And so must our thinking. Changes in our society call for policies and programmes in support of enterprising people. Diversity, mobility and connectivity offer new opportunities for enterprising people. Markets are changing, become more accessible and there is less need to be bound physically to one place for an entrepreneur. New avenues for business are open thanks to our improved access to information, our connectivity globally through social media and our ability to travel freely and frequently from one country to another. With less focus on life-long (self) employment people now combine paid work (or unpaid – house- work) with self-employment, or opt for just parttime entrepreneurship. New, hybrid forms of enterprising emerge. This combining of work with self-employment is rather common in developing countries, but in Europe it is a phenomenon not yet reported on in statistics and for which policy makers and service providers have no answers yet. Neither exist clear definitions or classifications. This book may serve as an eye-opener: hybrid entrepreneurs are indeed around us and deserve our attention. The research unit Financial Inclusion and New Entrepreneurship of The Hague University of Applied Science challenges policy makers, academics and service providers (such as educational institutes, business advisers and financial institutions) to pay more attention to hybrid entrepreneurs, those enterprising people who intend to create new values for a fair and sustainable society.
