Regional development has often been described in economic terms, using economic indicators such as growth in GDP or demographic indicators such as net migration or employment. Some researchers argued that regional development should be understood broader, by including for example social indicators and living environment indicators . Recently, researchers have shown that policies directed towards regional development have broadened as well , but are also still evaluated within specific narratives or frameworks that often constitute the goals of the policy, for example the Keynesian framework favours increasing demand and favours the evaluation of policies aimed at exactly this. This self-constituting practice of an amalgam of related policies has also been referred to by Hall as a policy paradigm. Because policies are often evaluated within these policy paradigms it becomes difficult to decontextualise them, disentangle them and compare policies with each other.In this paper we propose to use a different, more quantitative and comparative method. By applying the above mentioned work from Andy Pike on numerous data sources from EUROSTAT and OECD, researchers from the PREMIUM_EU project developed a new framework that is measuring Regional Development (dubbed “R”) using economic, social and living environment indicators.MethodBy regarding this “R” (and individual indicators) as an outcome of public policies on the local, regional, national and international level and by analysing regional development policies on different levels from 2010 and onwards we believe it is possible to understand the impact of these policies in a more evidenced based sense, regardless of the above mentioned different types of narratives or frameworks.We started our research with an analysis from the OECD on the different types of regional development policies and the relations between different levels of government within countries. Based on this and literature research, we developed a framework with relevant topics for regional development policies and different levels of government.Based on the work of Moritz Schütz presented during the ERSA 2024 conference, we developed and employed a webcrawler to automatically download and summarise policies from municipalities, regional and national authorities and analyse the results of this exercise.Findings/resultsThe webcrawling and -mining exercise in combination with the new set of indicators will offer a much broader and more comprehensive view of the use and necessity of regional development policies. The findings will be discussed in dedicated policy labs with policymakers and researchers from the respective regions.Discussion/conclusionsBoth the new set of indicators and the analysis of the policies are not only innovative, but will also be viewed as speculative. Although we believe that a direct causal relationship between policies and the regional development will be hard to uncover, we do believe that this research will move the field of policy analysis forward, because it is more focused on evidence-based indicators and is based on larger sets of policies.

The Regional Development Effects Module (RDEM) will map the impact of migration on regional development seen on different variables. To construct the RDEM we have to:1. develop a typology of regions, based on the impact that mobility has on its economic, social and cultural development; and2. detect the causal linkages between regional mobility on the one hand and regional development on the other.In our presentation we will focus on the process to determine relevant regional development indicators that will help in the collection and analysis of relevant data for the period 2010-2022 on NUTS 2 and 3 level. There has probably never been such an intense debate about the layout of the countryside as the one that is currently raging. There are serious concerns about the landscape, which is being rapidly transformed by urbanization and everything associated with this process, and not only in the Netherlands but also far beyond its borders. Everyone has something to say in this society-wide debate, from local to national governments, from environmental factions to the road-user's lobby, and from those who are professionally involved to concerned private parties. In many cases it is a battle between idealized images and economic models, between agricultural reality and urban park landscapes, between ecological concerns and mobility. This issue of OASE explores the potential significance of architectonic design for transformation processes on the regional scale. Besides considering the instruments that are available to the designer to fulfil this task, the authors also consider how the design can exercise a 'positive' influence on such processes. The various contributions shed light on the potential significance of territory in contemporary design practice and offer critical reflection on the topical discourse that has evolved over recent years.

The IMPULS-2020 project DIGIREAL (BUas, 2021) aims to significantly strengthen BUAS’ Research and Development (R&D) on Digital Realities for the benefit of innovation in our sectoral industries. The project will furthermore help BUas to position itself in the emerging innovation ecosystems on Human Interaction, AI and Interactive Technologies. The pandemic has had a tremendous negative impact on BUas industrial sectors of research: Tourism, Leisure and Events, Hospitality and Facility, Built Environment and Logistics. Our partner industries are in great need of innovative responses to the crises. Data, AI combined with Interactive and Immersive Technologies (Games, VR/AR) can provide a partial solution, in line with the key-enabling technologies of the Smart Industry agenda. DIGIREAL builds upon our well-established expertise and capacity in entertainment and serious games and digital media (VR/AR). It furthermore strengthens our initial plans to venture into Data and Applied AI. Digital Realities offer great opportunities for sectoral industry research and innovation, such as experience measurement in Leisure and Hospitality, data-driven decision-making for (sustainable) tourism, geo-data simulations for Logistics and Digital Twins for Spatial Planning. Although BUas already has successful R&D projects in these areas, the synergy can and should significantly be improved. We propose a coherent one-year Impuls funded package to develop (in 2021): 1. A multi-year R&D program on Digital Realities, that leads to, 2. Strategic R&D proposals, in particular a SPRONG/sleuteltechnologie proposal; 3. Partnerships in the regional and national innovation ecosystem, in particular Mind Labs and Data Development Lab (DDL); 4. A shared Digital Realities Lab infrastructure, in particular hardware/software/peopleware for Augmented and Mixed Reality; 5. Leadership, support and operational capacity to achieve and support the above. The proposal presents a work program and management structure, with external partners in an advisory role.

DR are intelligent, interactive, and immersive digital environments that seamlessly integrate Data, Artificial Intelligence/Machine Learning, Modelling-Simulation, and Visualization by using Game and Media Technologies (Game platforms/VR/AR/MR). Examples of these DR disruptive innovations can be seen in many domains, such as in the entertainment and service industries (Digital Humans); in the entertainment, leisure, learning, and culture domain (Virtual Museums and Music festivals) and within the decision making and spatial planning domain (Digital Twins). There are many well-recognized innovations in each of the enabling technologies (Data, AI,V/AR). However, DIGIREAL-XL goes beyond these disconnected state-of-the-art developments and technologies in its focus on DR as an integrated socio-technical concept. This requires pre-commercial, interdisciplinary RD&I, in cross-sectoral and inter-organizational networks. There is a need for integrating theories, methodologies, smart tools, and cross-disciplinary field labs for the effective and efficient design and production of DR. In doing so, DIGIREAL-XL addresses the challenges formulated under the KIA-Enabling Technologies / Key Methodologies for sectoral and societal transformation. BUas (lead partner) and FONTYS built a SPRONG group level 4 based on four pillars: RD&I-Program, Field Labs, Lab-Infrastructure, and Organizational Excellence Program. This provides a solid foundation to initiate and execute challenging, externally funded RD&I projects with partners in SPRONG stage one ('21-'25) and beyond (until' 29). DIGIREAL-XL is organized in a coherent set of Work Packages with clear objectives, tasks, deliverables, and milestones. The SPRONG group is well-positioned within the emerging MINDLABS Interactive Technologies eco-system and strengthens the regional (North-Brabant) digitalization agenda. Field labs on DR work with support and co-funding by many network organizations such as Digishape and Chronosphere and public, private, and societal organizations.
