Since the early work on defining and analyzing resilience in domains such as engineering, ecology and psychology, the concept has gained significant traction in many fields of research and practice. It has also become a very powerful justification for various policy goals in the water sector, evident in terms like flood resilience, river resilience, and water resilience. At the same time, a substantial body of literature has developed that questions the resilience concept's systems ontology, natural science roots and alleged conservatism, and criticizes resilience thinking for not addressing power issues. In this study, we review these critiques with the aim to develop a framework for power-sensitive resilience analysis. We build on the three faces of power to conceptualize the power to define resilience. We structure our discussion of the relevant literature into five questions that need to be reflected upon when applying the resilience concept to social–hydrological systems. These questions address: (a) resilience of what, (b) resilience at what scale, (c) resilience to what, (d) resilience for what purpose, and (e) resilience for whom; and the implications of the political choices involved in defining these parameters for resilience building or analysis. Explicitly considering these questions enables making political choices explicit in order to support negotiation or contestation on how resilience is defined and used.

Objective To explore how to build and maintain the resilience of frontline healthcare professionals exposed to COVID-19 outbreak working conditions. Design Scoping review supplemented with expert interviews to validate the findings. Setting Hospitals. Methods We searched PubMed, Embase, PsycINFO, CINAHL, bioRxiv and medRxiv systematically and grey literature for articles focusing on the impact of COVID- 19-like working conditions on the physical and/or mental health of healthcare professionals in a hospital setting. Articles using an empirical design about determinants or causes of physical and/or mental health and about interventions, measures and policies to preserve physical and/or mental health were included. Four experts were interviewed to reflect on the results from the scoping review. Results In total, 4471 records were screened leading to an inclusion of 73 articles. Recommendations prior to the outbreak fostering resilience included optimal provision of education and training, resilience training and interventions to create a feeling of being prepared. Recommendations during the outbreak consisted of (1) enhancing resilience by proper provision of information, psychosocial support and treatment (eg, create enabling conditions such as forming a psychosocial support team), monitoring the health status of professionals and using various forms and content of psychosocial support (eg, encouraging peer support, sharing and celebrating successes), (2) tasks and responsibilities, in which attention should be paid to kind of tasks, task mix and responsibilities as well as the intensity and weight of these tasks and (3) work patterns and working conditions. Findings of the review were validated by experts. Conclusions Recommendations were developed on how to build and maintain resilience of frontline healthcare professionals exposed to COVID-19 outbreak working conditions. These practical and easy to implement recommendations can be used by hospitals and other healthcare organisations to foster and preserve short-term and long-term physical and mental health and employability of their professionals.
Part I consists of an inventory of the current and upcoming policy, where we zoom in from European to national and from regional to local level. Additionally, we look at a number of quantitative accomplishments of the Hanze University of Applied Sciences. This preparatory research is performed as part of the European collaborative project Interreg Europe TraCS3.

Ambitieuze doelen moeten ondernemers en onderzoekers uitdagen tot baanbrekende oplossingen en bijdragen aan de concurrentiekracht van Nederland. Voor een klimaatbestendig, waterrobuust, duurzaam, gezond en veilig Nederland zijn zowel grote als kleine oplossingen nodig. De missies openen deuren voor nieuwe startups, mkb’ers, consortia van maatschappelijke organisaties en samenwerkingsverbanden met burgers. Het realiseren van deze missies vraagt ook om samenwerking over grenzen van topsectoren en landen heen. De Hogescholen voor Groen Onderwijs: Aeres, HAS, Inholland en Hogeschool Van Hall Larenstein werken samen in het Center of Expertise Groen om met voldoende focus en massa bijdragen te leveren aan maatschappelijke opgaven waarvoor de groene sectoren staan. Deze opgaven zijn vertaald naar meerjarige missies in de Kennis en Innovatie Agenda (KIA) voor het groene domein. Binnen de Missie Landbouw, Water en Voedsel wordt gewerkt aan noodzakelijke transities, die tevens een grote verwevenheid kennen met andere maatschappelijke sectoren. Samen met partners uit het groene domein alsook uit de publieke- en private sectoren, realiseert het CoE Groen een krachtige onderzoeksgroep die op maatschappelijk relevante thema’s nieuwe kennis ontwikkelt die daadwerkelijk van betekenis is. De onderzoeksgroep richt zich de eerstkomende jaren op 7 thema’s: (1) Veerkracht (resilience) van natuurlijke bronnen (2) Herontwerp (redesign) agrifood productiesystemen (3) Vitaliteit in stad en leefomgeving (4) Gezond voedsel met meerwaarde (5) Digitalisering en High tech (6) Nieuwe businessmodellen (7) Governance. Voor de SPRONG naar een krachtige onderzoeksgroep wordt ingezet op het vergroten van zichtbaarheid, het opleiden en verbinden van onderzoekslijnen, (regionale) netwerkontwikkeling, het verbeteren van kwaliteit van onderzoek en het realiseren van maatschappelijke impact.
