The in-depth assessment of the situation of the European textile and clothing sector is composed by six independent reports with a close focus on key aspects useful to understand the dynamics and the development of the textile and clothing industry, drivers of change – most notably the impact of the financial crisis – and identification of policy responses and best practices. This has been done in six specific tasks leading to the six reports: Task 1 Survey on the situation of the EU textile and clothing sector Task 2 Report on research and development Task 3 Report on SME situation Task 4 Report on restructuring Task 5 Report on training and Education Task 6 Report on innovation practices The objective of task 4 was to provide an assessment of past or on-going restructuring and modernisation processes in textile and clothing enterprises in the EU and their responses. This task provides an overview of drivers of restructuring and presents an anatomy of restructuring of the textile and clothing industry in the EU in terms of changes in the company business models. Case studies were carried out in five textile and clothing manufacturing regions of the EU with a particular emphasis on emerging strategies and business models and providing evidence for the impacts of restructuring processes. Another objective has been to analyse framework conditions and identify constraints and best practice measures and initiatives at company and regional/national level concerning anticipation of change and management of modernisation and restructuring processes, so that these examples may inform policy action and initiatives in other regions in Europe.

The key role of Restructing Agencies in achieving high private investments and creating employment. Effective revitalization leads to economically vital and future proof industrial parks. This short paper tells how revitalization can be effectively performed. Preliminary results are presented of a four year study of the Restructuring Agency of Overijssel, active in revitalization in the Province of Overijssel in the Netherlands. The study identifies, presents and reflects on the effectiveness of working methods used by the restructuring agency in seven revitalization projects of industrial parks. The value of continuously focusing on willingness to invest is identified as a key working method and success factor. Other working methods illustrate the importance and effectiveness of goal-oriented choices that aim at snowball effects, the use of dynamic opportunity maps, choosing own role based on complementarity, always developing business cases that contribute to value cases, and managing the important relationship between effective working methods and capability of individuals and organizations. Ongoing research aims at further underpinning provisional conclusions about the use and effectiveness of working methods, and the development of a toolbox for practitioners that will contain and integrate capability profiles, working methods, and the related change management approach.

National forestry Commission (SBB) and National Park De Biesbosch. Subcontractor through NRITNational parks with large flows of visitors have to manage these flows carefully. Methods of data collection and analysis can be of help to support decision making. The case of the Biesbosch National Park is used to find innovative ways to figure flows of yachts, being the most important component of water traffic, and to create a model that allows the estimation of changes in yachting patterns resulting from policy measures. Recent policies oriented at building additional waterways, nature development areas and recreational concentrations in the park to manage the demands of recreation and nature conservation offer a good opportunity to apply this model. With a geographical information system (GIS), data obtained from aerial photographs and satellite images can be analyzed. The method of space syntax is used to determine and visualize characteristics of the network of leisure routes in the park and to evaluate impacts resulting from expected changes in the network that accompany the restructuring of waterways.
