Citizen participation is booming, especially the number of urban bottom-up initiatives where information and communication technologies (ICT) are deployed is increasing rapidly. This growth is good news for society as recent historical research shows that the more citizens actively and persistently interfere with public issues, the more likely a society will be resilient. And yet, at the same time, a growing number of scholars argue that due to the unprecedented impact of ICT, the public sphere is at stake. How to understand both trends? How do the anti-‘public sphere’ developments relate to the growing number of citizens’ initiatives using ICT? And if these citizen initiatives can indeed be understood as manifestations of public spheres, how can ICT foster or hinder the development of these public spheres? These questions will be explored by analyzing a Dutch citizen initiative called ‘Buuv’ (an online ‘market’ place for and by local residents) from a ‘public sphere’ perspective. The author will turn to The human condition (1958) of Hannah Arendt in order to elaborate a ‘public sphere’ perspective. An Arendtian perspective (as any perspective) highlights, however, some aspects and underexposes other aspects. Furthermore, chances are that Arendt’s thoughts are somewhat outdated, in the sense that we now live in a world where the online and the offline life intertwine — an experience that is referred to with the term ‘onlife’. Bearing these remarks in mind, the author will elaborate on the value of Arendt’s ideas to 1) the endeavor of understanding current trends in society—more urban bottom-up initiatives and anti-‘public sphere’ developments due to the broad uptake of ICT—and 2) the endeavor of revitalizing the public sphere in an onlife world. This presentation explores various transformations that inform Deaf Studies research, ranging from transformations in deaf networks to larger sign language networks and transformations in applied linguistics, society, and language ideologies, and the related potential impact on sign language policy and revitalisation. After discussing some new research lenses in Deaf Studies, such as visual methods, the presentation suggests some ways forward for Deaf Studies in terms of research priorities and rights discourses.

Cities are constantly in transition. Spatial production worldwide is generated by governments, business, developers, informal settlers, et cetera; sometimes cities expand, but increasingly there is a process of reurbanisation of existing urban patterns contronted with deterioration, dysfunctionality, or obsolescence. In many situations, funding, power and technology determine how the course of urbanisation. Communities, groups and individuals with limited access to funding, power and technology need empowerment to exercise their right to shape and improve their own evironment, while respecting health, equity and ecology. The research centre for Smart Urban Redesign (SURD) at Zuyd University of Applied Sciences seeks to work on this empowerment for communities. This study presents SURD’s approach to neighbourhood revitalisation.

Chapter of a report that presents a case study of the City of Heerlen, Netherlands, a shrinking city that identifies cultural policy as an important factor in vitalising the city. Heerlen has made significant investments into culture and is experiencing a “cultural spring”. This promotes a positive climate in the city, despite the shrinking and ageing population. This chapter identifies examples of good practice for the revitalisation of the city, in particular how culture and the development of social networks are contributing. It explores: Zachte G Network for Creative Economy: a community of creative individuals in the region of Heerlen, connecting cultural and creative entrepreneurship; and Design for Emptiness-Challenge: a project in which entrepreneurs, artists and project developers build concepts for empty buildings in the town centre. The project mobilises citizens to participate actively in the discussion on shrinking cities. Finally, the chapter ends with conclusions, in which the importance of investing in people’s climate in general and cultural policies in particular, in a shrinking city is emphasised.

Coastal and marine cultural heritage (CMCH) is at risk due to its location and its often indefinable value. As these risks are likely to intensify in the future, there is an urgent need to build CMCH resilience. We argue that the current CMCH risk management paradigm narrowly focuses on the present and preservation. This tends to exclude debates about the contested nature of resilience and how it may be achieved beyond a strict preservationist approach. There is a need, therefore, to progress a broader and more dynamic framing of CMCH management that recognises the shift away from strict preservationist approaches and incorporates the complexity of heritage’s socio-political contexts. Drawing on critical cultural heritage literature, we reconceptualise CMCH management by rethinking the temporality of cultural heritage. We argue that cultural heritage may exist in four socio-temporal manifestations (extant, lost, dormant, and potential) and that CMCH management consists of three broad socio-political steering processes (continuity, discontinuity, and transformation). Our reconceptualisation of CMCH management is a first step in countering the presentness trap in CMCH management. It provides a useful conceptual framing through which to understand processes beyond the preservationist approach and raises questions about the contingent and contested nature of CMCH, ethical questions around loss and transformation, and the democratisation of cultural heritage management.

In this chapter the autor explores the contours and possible effects of the WMO for the local government level. First she gives a short overview of the main features of the WMO (PAR. 2.5). Then she describes the challenges that local government is confronted with, especially the political decisions that have to be taken at the local level (PAR. 2.3). The question to be answered is whether or not the WMO means an impulse for local democracy in the Netherlands. To that purpose, two quick comparisons are made (PAR. 2.4): with other decentralisation operations in the Netherlands, and with the decentralisation of social care and welfare in Sweden. These comparisons make it possible to determine two main conditions for creating an impulse for local politics, which are presented in PAR. 2.5. The article ends by some concluding remarks on the effect of the WMO on the local democracy in the Netherlands.

Cities around the world are increasingly using events as a tool to generate a wide range of effects, including image enhancement, income generation, and social cohesion. However, the use of events as an urban policy tool is hampered by the fact that events themselves also have their own objectives, such as making a profit or advancing the agenda of national and international organizations. In some cases, the objectives of the events and the city may coincide, but in other cases, they may not. Therefore, for cities there is a growing challenge in coordinating their events program in order to maximize the benefits for the city as a whole, while also supporting individual events. Many cities have already developed specific events policies and support mechanisms, but these tend to treat events as individual occurrences, rather than as an integral part of the urban ecology. Richards and Palmer have argued that the "eventful city" needs to take a strategic, holistic view of its events portfolio in order to move from being a city full of events to developing "eventfulness." This article considers how some cities are developing more holistic approaches to event policy and eventfulness. In reviewing the events policies of cities worldwide, it identifies three emerging policy models: event-centric policy, sector-centric policy, and network-centric policy. The article further considers the implications of these different models for events and events policies in cities.

In Amsterdam, the phenomenon of overcrowding is increasing, and tourism is one of the causes. Both the public debate and the municipal authorities are pointing to an increasing need for more expertise and knowledge regarding ways of achieving a healthy balance for various stakeholders. This article focuses on the stakeholder role of city residents and discusses their attitudes to tourists and tourism-related developments in their own neighbourhood and in the rest of the city. The term “attitude” can be divided into three components: feeling, behaviour and thinking. The results of this study are based on both quantitative and qualitative fieldwork (surveys and semi-structured interviews) and on desk research. It can be concluded that, for the most part, residents have a positive attitude to tourists and tourism. Differences in attitude are mostly determined by the city district where respondents live and by personal feelings and thinking. Follow-up research in the coming years will examine the complexity of the issue of overcrowding in more depth.
