Er is wereldwijd een groeiende groep milieuvluchtelingen. Voor deze mensen, die vluchten als gevolg van bijvoorbeeld een tsunami, dijkdoorbraak, hoge concentraties vrijkomende giftige stoffen bij een industrieel ongeval, verwoestijning, uitputting van de bodem of langdurige regenval, bestaat nog geen adequaat internationaal beschermingsregime. Ons vorige artikel in Applied Research Today (april 2013) bracht in kaart welke soorten milieuvluchtelingen bestaan, en betoogde dat de bescherming van deze groep plaats kan vinden onder het VN-principe The Responsibility to Protect (R2P). R2P omvat onder andere een integrale aanpak die gericht is op het voorkomen, reageren en opbouwen, waarbij de verantwoordelijkheid is ondergebracht in drie pijlers: 1) een staat is zelf verantwoordelijk voor de bescherming van milieuvluchtelingen, 2) de internationale gemeenschap heeft een verantwoordelijkheid een staat hierbij te assisteren, en 3) de internationale gemeenschap heeft de verantwoordelijkheid om collectief snel en beslissend te reageren indien een staat zelf zijn milieuvluchtelingen niet kan of wil beschermen. Dit vervolgartikel formuleert hoe de integrale aanpak van The Responsibility to Protect kan worden geoperationaliseerd voor de bescherming van milieuvluchtelingen. ABSTRACT The number of environmental refugees is growing. An adequate international legal protection regime is lacking for people who, for example, flee as a result of a tsunami or levee breach; high concentrations of toxic substances from industrial accidents; desertification; soil depletion or prolonged rainfall. Our previous article in Applied Research Today (April 2013) described eight different groups of environmental refugees and argued that the protection of these groups can be ensured under the UN principle the Responsibility to Protect (R2P). R2P offers an integral approach that focuses on prevention, reaction and rebuilding. In first instance, the responsibility to take protective measures lies with the state itself. Secondly, the international community has a responsibility to assist. Lastly, when a state is not able or willing to protect its environmental refugees, the international community has the responsibility to respond in a swift and decisive manner. This follow-up article formulates how the Responsibility to Protect concept could be operationalised to protect environmental refugees.
High consumption of animal-source foods, specifically meat, adversely affects human health and the environment. Dietary habits are shaped at younger ages and a reduction in meat consumption may be facilitated by the life course transitions in early adulthood, but studies are limited. This study among young Dutch adults aimed to describe their perceptions on the influence of life course transitions on meat consumption, barriers and enablers to reduce meat consumption, and strategies for reducing meat consumption. Barriers and enablers were grouped applying the COM-B model that includes capability, opportunity, and motivation. This quantitative cross-sectional study included a representative sample of 1806 young adults from two Dutch consumer panels who completed an online survey. Young adults frequently reported life course transitions, especially those related to moving house, to have decreased their meat consumption. Barriers and enablers to reduce meat consumption were identified for all three factors of the COM-B model. Important barriers included taste, perceived high prices of meat alternatives, and habits. In contrast, important enablers included care for the environment and animal welfare, enjoyment of smaller portions of meat and saving money. However, barriers and enablers largely differed by groups of meat consumption frequency. Self-perceived effective strategies for reducing meat consumption were price reduction of meat alternatives, recipes for vegetarian meals, and more attractive meat alternatives. The findings of this study are relevant for the development of targeted behaviour-change programmes including interventions in the physical and the social environment (like lowering prices and improving the offer of meat alternatives).

Abstract Background: With the growing shortage of nurses, labor-saving technology has become more important. In health care practice, however, the fit with innovations is not easy. The aim of this study is to analyze the development of a mobile input device for electronic medical records (MEMR), a potentially labor-saving application supported by nurses, that failed to meet the needs of nurses after development. Method: In a case study, we used an axiomatic design framework as an evaluation tool to visualize the mismatches between customer needs and the design parameters of the MEMR, and trace these mismatches back to (preliminary) decisions in the development process. We applied a mixed-method research design that consisted of analyzing of 118 external and internal files and working documents, 29 interviews and shorter inquiries, a user test, and an observation of use. By factoring and grouping the findings, we analyzed the relevant categories of mismatches. Results: The involvement of nurses during the development was extensive, but not all feedback was, or could not be, used effectively to improve the MEMR. The mismatches with the most impact were found to be: (1) suboptimal supportive technology, (2) limited functionality of the app and input device, and (3) disruption of nurses’ workflow. Most mismatches were known by the IT department when the MEMR was offered to the units as a product. Development of the MEMR came to a halt because of limited use. Conclusion: Choices for design parameters, made during the development of labor-saving technology for nurses, may conflict with the customer needs of nurses. Even though the causes of mismatches were mentioned by the IT department, the nurse managers acquired the MEMR based on the idea behind the app. The effects of the chosen design parameters should not only be compared to the customer needs, but also be assessed with nurses and nurse managers for the expected effect on the workflow.
