Organisations of land managers in landscape management face the challenge of combining the need to foster bonding social capital within their member groups with the need to develop bridging social capital with other stakeholders and linking social capital with public authorities. This paper compares the concepts of self-governing groups, boundary organisations and quangos, to analyse how agri-environmental collectives in the Netherlands navigate their identity in interactions with public authorities and manage potential trade-offs between different forms of social capital. It shows the paradoxical situation that these self-governing collectives have to adopt characteristics of public agencies, in order to meet the demands of the Dutch government and EU legislation, required to gain the trust of the authorities for more room for self-governance. The resulting ‘professionalization’ and enlargement of agri-environmental collectives is likely to reduce bonding social capital, which in turn is an important asset for effective landscape management. In order to prevent this counterproductive incentive of expecting self-governing groups to behave like public agencies, we recommend to nourish and protect the in-between identity of agri-environmental collectives, to acknowledge their variety, and to allow them to be self-governing groups as well as boundary organisations.

Electrification of transportation, communication, working and living continues worldwide. Televisions, telephones, servers are an important part of everyday life. These loads and most sustainable sources as well, have one thing in common: Direct Current. The Dutch research and educational programme ‘DC – road to its full potential’ studies the impact of feeding these appliances from a DC grid. An improvement in energy efficiency is expected, other benefits are unknown and practical considerations are needed to come to a proper comparison with an AC grid. This paper starts with a brief introduction of the programme and its first stages. These stages encompass firstly the commissioning, selection and implementation of a safe and user friendly testing facility, to compare performance of domestic appliances when powered with AC and DC. Secondly, the relationship between the DC-testing facility and existing modeling and simulation assignments is explained. Thirdly, first results are discussed in a broad sense. An improved energy efficiency of 3% to 5% is already demonstrated for domestic appliances. That opens up questions for the performance of a domestic DC system as a whole. The paper then ends with proposed minor changes in the programme and guidelines for future projects. These changes encompass further studying of domestic appliances for product-development purposes, leaving less means for new and costly high-power testing facilities. Possible gains are 1) material and component savings 2) simpler and cheaper exteriors 3) stable and safe in-house infrastructure 4) whilst combined with local sustainable generation. BackgroundTackling challenges related to health, environmental sustainability and equity requires many sectors to work together. This “intersectoral co-operation” can pose a challenge on its own. Research commonly focuses on one field or is conducted within one region or country. The aim of this study was to investigate facilitators and barriers regarding intersectoral co-operative behaviour as experienced in twelve distinct case studies in ten European countries. The COM-B behavioural system was applied to investigate which capabilities, opportunities and motivational elements appear necessary for co-operative behaviour.MethodTwelve focus groups were conducted between October 2018 and March 2019, with a total of 76 participants (policymakers, case study coordinators, governmental institutes and/or non-governmental organisations representing citizens or citizens). Focus groups were organised locally and held in the native language using a common protocol and handbook. One central organisation coordinated the focus groups and analysed the results. Translated data were analysed using deductive thematic analysis, applying previous intersectoral co-operation frameworks and the COM-B behavioural system.ResultsAmongst the main facilitators experienced were having highly motivated partners who find common goals and see mutual benefits, with good personal relationships and trust (Motivation). In addition, having supportive environments that provide opportunities to co-operate in terms of support and resources facilitated co-operation (Opportunity), along with motivated co-operation partners who have long-term visions, create good external visibility and who have clear agreements and clarity on roles from early on (Capability). Barriers included not having necessary and/or structural resources or enough time, and negative attitudes from specific stakeholders.ConclusionsThis study on facilitators and barriers to intersectoral co-operation in ten European countries confirms findings of earlier studies. This study also demonstrates that the COM-B model can serve as a relatively simple tool to understand co-operative behaviour in terms of the capability, opportunity and motivation required amongst co-operation partners from different sectors. Results can support co-operators’ and policymakers’ understanding of necessary elements of intersectoral co-operation. It can help them in developing more successful intersectoral co-operation when dealing with challenges of health, environmental sustainability and equity.
