Short Food Supply Chains (SFSCs) are gaining attention for their potential economic, environmental, and social benefits. However, they remain hindered by their small scale and lack of efficiency. This study explores the digital readiness of SFSC suppliers and assesses the potential impact thereof on the SFSC’s ability to scale up and gain efficiency. Through an embedded case study design, the study findings highlight a lack of digital readiness of SFSC actors. Their focus on personal relationships and internal processes is found to be incongruent with digitalization as an enabler of SFSC performance.

Consumers expect product availability as well as product quality and safety in retail outlets. When designing or re-designing fruit and vegetables supply chain networks one has to take these demands into consideration next to traditional efficiency and responsiveness requirements. In food science literature, much attention has been paid to the development of Time-Temperature Indicators to monitor individually the temperature conditions of food products throughout distribution as well as quality decay models that are able to predict product quality based upon this information. This chapter discusses opportunities to improve the design and management of fruit and vegetables supply chain networks. If product quality in each step of the supply chain can be predicted in advance, good flows can be controlled in a pro-active manner and better chain designs can be established resulting in higher product availability, higher product quality, and less product losses in retail. This chapter works towards a preliminary diagnostic instrument, which can be used to assess supply chain networks on QCL (Quality Controlled Logistics). Findings of two exploratory case studies, one on the tomato chain and one on the mango chain, are presented to illustrate the value of this concept. Results show the opportunities and bottlenecks for quality controlled logistics depend on product—(e.g. variability in quality), process—(e.g. ability to use containers and sort on quality), network- (e.g. current level of cooperation), and market characteristics (e.g. higher prices for better products).

It is predicted that 5 million rural jobs will have disappeared before 2016. These changes do notonly concern farmers. In their decline all food chain related SMEs will be affected severely. Newbusiness opportunities can be found in short food supply chains. However, they can onlysucceed if handled professionally and on a proper scale. This presents opportunities on 4interconnected strands:Collect market relevant regional dataDevelop innovative specialisation strategies for SMEsForge new forms of regional cooperation and partnership based on common benefits andshared values.Acquire specific skillsREFRAME takes up these challenges. In a living lab of 5 regional pilots, partners willdemonstrate the Regional Food Frame (RFF) as an effective set of measures to scale up andaccommodate urban food demands and regional supplies. New data will reveal the regions’ ownstrengths and resources to match food demand and supply. REFRAME provides a supportinfrastructure for food related SMEs to develop and implement their smart specializationstrategies in food chains on the urban-rural axis. On their way towards a RFF, all pilots will use a5-step road map. A transnational learning lab will be set up in support of skill development andtraining of all stakeholders. REFRAME pools the know-how needed to set up these Regional FoodFrames in a transnational network of experts, each closely linked and footed in its own pilotregion.
