Municipalities often collaborate with other stakeholders in smart city projects to develop and implement technological innovations to address complex urban issues. We propose the shared portfolio approach as an alternative way of collaborating, because we have identified possible limitations when the commonly used single-project approach is adopted in complex contexts, such as the smart city context. The portfolio approach enhances flexibility, an embedded focus and cross-project learning, because partners work on multiple projects – either in parallel or in succession – to develop multiple solutions to a specific problem. An in-depth case study is used to illustrate how the shared portfolio approach works. In practice, these insights can be used by public bodies who aim to collaborate in smart city development or by partners who work on smart city projects and wish to continue their collaboration in a portfolio setting. Conceptually, our paper develops a connection between cross-sector partnership literature and smart city literature by revealing how the shared portfolio approach could be an effective way to deal with the complexities of innovation in the smart city context.

Author supplied: Within the Netherlands the interest for sustainability is slowly growing. However, most organizations are still lagging behind in implementing sustainability as part of their strategy and in developing performance indicators to track their progress; not only in profit organizations but in higher education as well, even though sustainability has been on the agenda of the higher educational sector since the 1992 Earth Summit in Rio, progress is slow. Currently most initiatives in higher education in the Netherlands have been made in the greening of IT (e.g. more energy efficient hardware) and in implementing sustainability as a competence in curricula. However if we look at the operations (the day to day processes and activities) of Dutch institutions for higher education we just see minor advances. In order to determine what the best practices are in implementing sustainable processes, We have done research in the Netherlands and based on the results we have developed a framework for the smart campus of tomorrow. The research approach consisted of a literature study, interviews with experts on sustainability (both in higher education and in other sectors), and in an expert workshop. Based on our research we propose the concept of a Smart Green Campus that integrates new models of learning, smart sharing of resources and the use of buildings and transport (in relation to different forms of education and energy efficiency). Flipping‐the‐classroom, blended learning, e‐learning and web lectures are part of the new models of learning that should enable a more time and place independent form of education. With regard to smart sharing of resources we have found best practices on sharing IT‐storage capacity among universities, making educational resources freely available, sharing of information on classroom availability and possibilities of traveling together. A Smart Green Campus is (or at least is trying to be) energy neutral and therefore has an energy building management system that continuously monitors the energy performance of buildings on the campus. And the design of the interior of the buildings is better suited to the new forms of education and learning described above. The integrated concept of Smart Green Campus enables less travel to and from the campus. This is important as in the Netherlands about 60% of the CO2 footprint of a higher educational institute is related to mobility. Furthermore we advise that the campus is in itself an object for study by students and researchers and sustainability should be made an integral part of the attitude of all stakeholders related to the Smart Green Campus. The Smart Green Campus concept provides a blueprint that Dutch institutions in higher education can use in developing their own sustainability strategy. Best practices are shared and can be implemented across different institutions thereby realizing not only a more sustainable environment but also changing the attitude that students (the professionals of tomorrow) and staff have towards sustainability.

We studied 12 smart city projects in Amsterdam, and –among other things- analysed their upscaling potential and dynamics. Here are some of our findings:First, upscaling comes in various forms: rollout, expansion and replication. In roll-out, a technology or solution that was successfully tested and developed in the pilot project is commercialised/brought to the market (market roll-out), widely applied in an organisation (organisational roll-out), or rolled out across the city (city roll-out). Possibilities for rollout largely emerge from living-lab projects (such as Climate street and WeGo), where companies can test beta versions of new products/solutions. Expansion is the second type of upscaling. Here, the smart city pilot project is expanded by a) adding partners, b) extending the geographical area covered by the solution, or c) adding functionality. This type of upscaling applies to platform projects, for example smart cards for tourists, where the value of the solution grows with the number of participating organisations. Replication is the third and most problematic type of upscaling. Here, the solution that was developed in the pilot project is replicated elsewhere (another organisation, another part of the city, or another city). Replication can be done by the original pilot partnership but also by others, and the replication can be exact or by proxy. We found that the replication potential of projects is often limited because the project’s success is highly context-sensitive. Replication can also be complex because new contexts might often require the establishment of new partnerships. Possibilities for replication exist, though, at the level of working methods, specific technologies or tools, but variations among contexts should be taken into consideration. Second, upscaling should be considered from the start of the pilot project and not solely at the end. Ask the following questions: What kind of upscaling is envisioned? What parts of the project will have potential for upscaling, and what partners do we need to scale up the project as desired? Third, the scale-up stage is quite different from the pilot stage: it requires different people, competencies, organisational setups and funding mechanisms. Thus, pilot project must be well connected to the parent organisations, else it becomes a “sandbox” that will stay a sandbox. Finally, “scaling” is not a holy grail. There is nothing wrong when pilot projects fail, as long as the lessons are lessons learned for new projects, and shared with others. Cities should do more to facilitate learning between their smart city projects, to learn and innovate faster.

The 'implementation' and use of smart home technology to lengthen independent living of non-instutionalized elderly have not always been flawless. The purpose of this study is to show that problems with smart home technology can be partially ascribed to differences in perception of the stakeholders involved. The perceptual worlds of caregivers, care receivers, and designers vary due to differences in background and experiences. To decrease the perceptual differences between the stakeholders, we propose an analysis of the expected and experienced effects of smart home technology for each group. For designers the effects will involve effective goals, caregivers are mainly interested in effects on workload and quality of care, while care receivers are influenced by usability effects. Making each stakeholder aware of the experienced and expected effects of the other stakeholders may broaden their perspectives and may lead to more successful implementations of smart home technology, and technology in general.

In many cities, pilot projects are set up to test or develop new technologies that improve sustainability, urban quality of life or urban services (often labelled as “smart city” projects). Typically, these projects are supported by the municipality, funded by subsidies, and run in partnerships. Many projects however die after the pilot stage, and never scale up. Policymakers on all levels consider this as a challenge and search for solutions. In this paper, we analyse the process of upscaling, focusing on smart city projects in which several partners –with different missions, agenda’s and incentives- join up. First, we review the extant literature on upscaling from development studies, business studies, and the transition management literature. Based on insights from these literatures, we identify three types of upscaling: roll-out, expansion and replication, each with their own dynamics, context sensitivity and scaling barriers. We illustrate the typology with recent smart city projects in Amsterdam. Based on desk research and in-depth interviews with a number of project stakeholders and partners of the Amsterdam Smart City platform, we analyse three projects in depth, in order to illustrate the challenges of different upscaling types. i) Energy Atlas, an EU-funded open data project in which the grid company, utilities and local government set up a detailed online platform showing real-time energy use on the level of the building block; ii) Climate Street, a project that intended to make an entire urban high street sustainable, involving a large number of stakeholders, and iii) Ikringloop, an application that helps to recycle or to re-use waste. Each of the projects faced great complexities in the upscaling process, albeit to a varying degree. The paper ends with conclusions and recommendations on pilot projects and partnership governance, and adds new reflections to the debates on upscaling.

The role of smart cities in order to improve older people’s quality of life, sustainability and opportunities, accessibility, mobility, and connectivity is increasing and acknowledged in public policy and private sector strategies in countries all over the world. Smart cities are one of the technological-driven initiatives that may help create an age-friendly city. Few research studies have analysed emerging countries in terms of their national strategies on smart or age-friendly cities. In this study, Romania which is predicted to become one of the most ageing countries in the European Union is used as a case study. Through document analysis, current initiatives at the local, regional, and national level addressing the issue of smart and age-friendly cities in Romania are investigated. In addition, a case study is presented to indicate possible ways of the smart cities initiatives to target and involve older adults. The role of different stakeholders is analysed in terms of whether initiatives are fragmentary or sustainable over time, and the importance of some key factors, such as private–public partnerships and transnational bodies. The results are discussed revealing the particularities of the smart cities initiatives in Romania in the time frame 2012–2020, which to date, have limited connection to the age-friendly cities agenda. Based on the findings, a set of recommendations are formulated to move the agenda forward. Continuing physical therapy at home can be stressful, challenging and unmotivating, especially for children. Researchers and students from the Amsterdam University of Applied Sciences, Utrecht University, Eindhoven University of Technology, University of Twente and partners (Ijsfontein external link, Roessingh Rehabilitation Centre external link, Phillips Research external link) are researching how to design smart toys with self-adaptive play complexity to motivate children with cerebral palsy (CP) to continue hand therapy at home. Students worked on behalf of the three local governments on useful solutions to sustainability issues in the urban environment.
