This paper examines how a serious game approach could support a participatory planning process by bringing stakeholders together to discuss interventions that assist the development of sustainable urban tourism. A serious policy game was designed and played in six European cities by a total of 73 participants, reflecting a diverse array of tourism stakeholders. By observing in-game experiences, a pre- and post -game survey and short interviews six months after playing the game, the process and impact of the game was investigated. While it proved difficult to evaluate the value of a serious game approach, results demonstrate that enacting real-life policymaking in a serious game setting can enable stakeholders to come together, and become more aware of the issues and complexities involved with urban tourism planning. This suggests a serious game can be used to stimulate the uptake of academic insights in a playful manner. However, it should be remembered that a game is a tool and does not, in itself, lead to inclusive participatory policymaking and more sustainable urban tourism planning. Consequently, care needs to be taken to ensure inclusiveness and prevent marginalization or disempowerment both within game-design and the political formation of a wider participatory planning approach.

Many contend that end-state planning is no longer either acceptable or feasible. However, outside the formal planning system, communities do conceive radical proposals for the places they live in. Our paper makes a plea for a renewed appreciation of Utopias by revealing the diversity of such imagined futures of a place. By means of a review of the nature of 12 locally emerging Utopias in the Netherlands, combined with a literature review, we propose to use spectra to characterise imagined futures, bringing nuance to the debate and a re-appreciation of the transformative power of Utopian stories about futures of places.

Many scholars foresee a key role for community energy in accelerating of the energy transition from fossil to renewable energy sources. For example, some authors investigated the transformative role of community renewable energy in the energy transition process (Seyfang and Smith, 2007; Seyfang and Haxeltine 2012; Seyfang et al. 2013; Seyfang et al. 2014; Smith et al. 2017; Martiskainen, 2017; Ruggiero et al. 2018; Hasanov and Zuidema, 2018; de Boer et al. 2018). Recognising the importance of community energy many scholars studied different internal and external conditions that contribute or hinder the success of local renewable energy initiatives (Walker et al. 2007; Bomberg and McEwen, 2012; Seyfang et al. 2013; Wirth, 2014; Hasanov and Zuidema, 2018; Ruggiero et al. 2018). One of such conditions contributing to the success of community energy initiatives is the capacity to adopt and utilize new technologies, for example, in the area of energy storage, which would increase flexibility and resilience of the communal energy supply systems.However, as noted by Ruggiero et al. (2018), the scholarship remains unclear on “how a very diverse and relatively small sector such as community energy could scale up and promote a change in the dominant way of energy production”. What is then the real transformative power of local renewable energy initiatives and whether community energy can offer an alternative to the existing energy system? This paper aims to answer these questions by confronting the critical review of theory with the recent practice of community energy in the Netherlands to build and scale up independent and self-sustaining renewable energy supply structures on the local and national scale and drafting perspectives on the possible role of community energy in the new energy system.

Significant factors in the success or failure of energy transition arise from the spatial potential of places and their communities. Scenario planning appears to be an appropriate design instrument to enable architects to unveil, conceptualise, imagine, test and communicate this potential to stakeholders. This paper critically refelcts on the scenario as an architectural design instrument. Inscribed with political intentions, scenario planning may be a far from neutral design instrument. Instead of triggering communities to explore local energy potential, a scenario may have a normative effect on a community's imagination. The paper aims to define guidelines for the deployment of scenarios in an open, participatory planning process. To mediate in a local participatory planning process, we argue, scenarios should be situational, dynamic and open-ended, allowing or even triggering communities to (re)define the issues relevant to a place during the ongoing process of energy-transition. How, when and where should scenarios be deployed in order to enable communities to understand and develop their local energy potential?

In urban planning, 3D modeling and virtual reality (VR) provide new means for involving citizens in the planning process. For municipal government, it is essential to know how effective these means are, to justify investments. In this study, we present a case of using VR in a municipal process of civic participation concerning the redesign of a public park. The process included codesign activities and involved citizens in decision-making through a ballot, using 3D-rendered versions of competing designs. In codesign, 3D-modeling tools were instrumental in empowering citizens to negotiate design decisions, to discuss the quality of designs with experts, and to collectively take decisions. This paper demonstrates that, in a ballot on competing designs with 1302 citizens, VR headsets proved to be equally effective compared to other display technologies in informing citizens during decision making. The results of an additional, controlled experiment indicate that VR headsets provide higher engagement and more vivid memories than viewing the designs on non-immersive displays. By integrating research into a municipal process, we contribute evidence of cognitive and engagement effects of using 3D modeling and immersive VR technologies to empower citizens in participatory urban planning. The case described in the paper concerns a public park; a similar approach could be applied to the design of public installations including media architecture.

There are changes in society and labour market demands made to TVET and in the TVET system itself. To deal with both types of challenges, the aim for TVET planning and development is to anticipate how employment will evolve and to determine how to give individuals a knowledge base that will enable them to adapt to the changing demands and benefit from the mobility. Major research areas connected to relevant problem areas in the TVET planning and development process can be constituted by analysis of labour market developments and changes in learning contents, new insights into the development of skills, competences and expertise, integration of learning places in school and workplace, professional development of VET teachers and trainers and VET and organisational development in organisations.

This open access book states that the endemic societal faultlines of our times are deeply intertwined and that they confront us with challenges affecting the security and sustainability of our societies. It states that new ways of inhabiting and cultivating our planet are needed to keep it healthy for future generations. This requires a fundamental shift from the current anthropocentric and economic growth-oriented social contract to a more ecocentric and regenerative natural social contract. The author posits that in a natural social contract, society cannot rely on the market or state alone for solutions to grand societal challenges, nor leave them to individual responsibility. Rather, these problems need to be solved through transformative social-ecological innovation (TSEI), which involves systemic changes that affect sustainability, health and justice. The TSEI framework presented in this book helps to diagnose and advance innovation and change across sectors and disciplines, and at different levels of governance. It identifies intervention points and helps formulate sustainable solutions for policymakers, administrators, concerned citizens and professionals in moving towards a more just and equitable society.

Balancing processes of external contingency and internal P-O fit is amongst the challenges facing innovative HE institutions today. This multi-level case study presents findings from a research & development program targeted to investigate and improve organisational-, leadership- and employees’ capacities to design, select and develop the human capital necessary to meet the strategic demands. The R&D project is framed as a collective organisational learning strategy with continuous alternation of research, design, pilots and implementation activities. Work in progress till 2020. At present 25 strategic personnel plans are developed for degree programs and other organizational units, each of which is tailored to the strategic horizon and market of that specific organisational entity. Furthermore, instrumentation to run a strategic personnel planning process for knowledge institutions is developed transferable to other institutions. The question of how to design climate-resilient landscapes plays a major role in the European projects in which the green university has been involved, such as Future Cities and F:ACTS!. These are projects in which various European organizations, government authorities and universities have joined forces to find an answer to climate-related issues. Van Hall Larenstein also collaborates with Almere, a relatively new Dutch municipality that is changing rapidly and that prioritizes climate resilience in its development. Over the years there has been a clear development in climate-adaptive planning, both in education and in practice.
