Amidst evolving landscapes and contemporary pressures affecting both the arts and rural living, policymakers and artists alike are directing more attention to rural and non-urban cultural practices. Participatory art forms, such as music, offer a unique potential to (re)connect people with each other and their surroundings by fostering reflection and reshaping societal perspectives. However, developing or attempting to integrate existing and new practices into rural communities can pose challenges for artists, especially when coming from outside these locales. Moreover, there is a notable absence of clear and sustainable pathways for artists to engage in participatory practices within rural settings, and research on this subject is limited.This report discusses the results of a case study which took place as part of the broader Sound Soils research project – a practice-oriented initiative aimed at exploring opportunities, roles and approaches for professional musicians to contribute to rural life in the northern Netherlands. In this case study, we aimed to understand the unique qualities and cultural lives of villages in the North-Netherlands region. To do so, we conducted immersive visits to three villages and spoke to locals about the existing cultural fabric of their village, as well as the current concerns and wishes of their inhabitants, both in general and in relation to music activities.Alongside providing other valuable insights into village life in our region more generally, our findings help identify potential ways for musicians to develop (new) collaborative music practices in rural communities, with a focus on forms that are in dialogue with existing local interests and community life. In this way, we seek approaches that have a higher potential for sustainability by being embedded into existing community structures and cultural practices. In this report, we explain the purpose, methodologies, and main findings of the three villages case study and discuss how these results may lead to follow-up research-in-practice projects in the villages studied and others like them.

The number of local energy initiatives in the Netherlands is rising. The so called ‘Buurkrachtbuurten’ are contributing to this growth. ‘Buurkracht’ is a non-profit organisation aiming to support neighbourhoods in their attempts to reduce energy consumption. Their goal is save as much energy as possible and, in the process, to contribute to social cohesion within local communities. An intervention to increase awareness of energy consumption and to increase social cohesion was tested in four villages in the northern part of the Netherlands (the province of Drenthe). The aim of this study was to help people to take their first step in the larger energy transition. Participants (N=75) measured their energy use with energy power meters and shared the results with their neighbours and with the researchers. Through “within-subject comparisons” (of different appliances within homes) and “between-subject comparisons” (of similar appliances within the neighbourhood), participants gained insight in their energy consumption. Furthermore, results showed that after this intervention (“Find the Energy Guzzler”), some participants acted according their insights, e.g. replaced some appliances. The evaluation of the intervention was very positive and participants would recommend this intervention to other people. Also, one of the experienced benefits of participation was that it increased contact with the neighbours. Other strengths and improvements are discussed as well in the paper.

This contribution concerns the province of Drenthe in the Netherlands, focusing on four municipalities in the southeast of Drenthe where real estate vacancy is a top priority of ministers and interested parties. This study introduces questions, ideas and solutions. The municipalities are developing and are responsible for the developments in the field of economic developments, community real estate, vacancy and reallocation. But what is the uniting force? The skill in managing community real estate lies in asking questions and having patience with answers. Answers may develop by asking questions and entering into the dialogue with the community. Municipalities are continually attempting to establish a balance between the opportunities of interested parties and those of themselves. A balance between public values, legitimacy and organization (capacity). Einstein discovered surprising answers because of the many questions he asked. Always asking questions stimulates personal knowledge, expertise and skills. Just like sailors running a tight ship who are always on the lookout for wind and currents. The study in economic developments, community real estate, vacancy and reallocation was carried out by the readership for Community Real Estate with 77 professionals in four municipalities with a total population of 195,000 and a surface area of approximately 1,200 square kilometers, comparable to the province of Utrecht

The Northern region of the Netherlands has beautiful landscapes, a nice diversity of green and blue areas, and dispersed settlements. However, some recent population changes can become threats to health and wellbeing in these areas.The rural areas in the three northern provinces - Groningen, Friesland and Drenthe, see youngsters leave the region for which reason they are aging faster than other regions in the Netherlands. As a result, some villages have faced major population decline that is leading to lose of facilities/amenities and decrease in accessibility and social cohesion. Those who still live in these villages; are relatively old, low educated and have low-income. To develop a deeper understanding of the health status of the people living in these areas, and help them to improve their living environment, the GO!-Method is being applied in this study. This method has been developed by the National Institute for Public Health and the Environment (RIVM) of the Netherlands and is inspired by the broad definition of health by Machteld Huber: the ability to adapt and direct control, in terms of the physical, emotional and social challenges of life, while paying extra attention to vulnerable groups. A healthy living environment is defined as an environment that residents find it pleasant, and encourages and supports healthy behavior. The GO!-method integrates six domains that constitutes a healthy living environment: Health and lifestyle, facilities and development, Safety and hygiene, Social cohesion and active citizens, Green areas, and Air and noise pollution.First of all this method will identify opportunities for a healthier living environment using existing information and perceptions of residents and other local stakeholders in order to strengthen social participation and quality of life in these rural areas. Second this approach will connect identified opportunities with available and effective evidence based interventions in order to develop an action plan from the residents and local authorities perspective which will help them to design their municipalities healthier and more resilient. This method is being used for the first time in rural areas to our best knowledge, in close collaboration with the residents and local authorities of the three provinces to create a sustainable process and stimulate social participation.Our paper will present the outcomes of the first phase of this project in collaboration with the municipality of Westerkwartier, located in the northwest of the province of Groningen. And will describe the current situation, and identify local assets, opportunities, and policies relating to healthier environment; as well as needs and challenges to achieve goals. The preliminary results show that rural demographic changes in the northern Netherlands have negative impacts on service provisions and social cohesion, and there is a need to understand this complicated situation and improve the quality of life in those areas.

The energy transition requires the transformation of communities and neighbourhoods. It will have huge ramifications throughout society. Many cities, towns and villages have put together ambitious visions about how to achieve e.g. energy neutrality, zero-emission or zero-impact. What is happening at the local level towards realizing these ambitions? In a set of case study’s we investigate the following questions: How are self-organized local energy initiatives performing their self-set tasks? What obstacles are present in the current societal set-up that can hinder decentralized energy production? In our cases local leadership, vision, level of communication and type of organisation are important factors of the strength of the ‘local network’. (Inter)national energy policy and existing energy companies largely determine the ‘global’ or outside network. Stronger regional and national support structures, as well as an enabling environment for decentralized energy production, are needed to make decentralized sustainable energy production a success.

Abstract: The transition towards renewable and sustainable energy is being accompanied by a transformation of communities and neighbourhoods. This transition may have huge ramifications throughout society. Many cities, towns and villages are putting together ambitious visions about how to achieve 100% sustainable energy, energy neutrality, zero carbon emission or zero-impact of their communities. We investigate what is happening at the local community level towards realizing these ambitions from a social perspective. We use the case study approach to answer the following question: how do local community energy initiatives contribute to a decentralized sustainable energy system? We find that especially the development of a shared vision, the level of activities and the type of organisation are important factors of the strength of the ‘local network’.

A year later, in 2013, the Westerkwartier Area Cooperative was established – a new form of cooperation at the regional level, involving hundreds of dairy farmers, other SMEs, Terra MBO as the representative of the knowledge institutions in the region, the National Forest Service in the Netherlands (‘Staatsbosbeheer’), the Groningen Countryside Association (‘Landschapsbeheer Groningen’) and, later on, the De Zijlen healthcare institution. A year later, this initiative was followed by the establishment of the Southwest Drenthe Area Cooperative, another formalised multi-stakeholder cooperative on a large scale, bound together by a shared agenda. The members of these two new cooperatives sought to bring together and strengthen local and sectoral initiatives at the regional level. Because of their close cooperation with knowledge institutions, they hoped that practice-based research would yield a lot of results. At the many evening meetings and during workshops, spirited debates were held about new concepts such as bio-based economy, new concepts in food and health, alternative methods of energy production, but also ways of improving the quality of life in the region, strengthening the tourism industry and creating jobs for young people. Those involved were all too aware that the existing educational and research institutes and government agencies, and the organisational structures used by businesses, tend to do more harm than good, which led to the call for Next Education, Next Governance and Next Business. It became apparent from these discussions that there were many knowledge questions to be explored, and the need arose for a permanent link with the knowledge institutions through the establishment of a separate professorship focused on sustainable and cooperative entrepreneurship for the benefit of the entrepreneurs involved as well as for the education sector, the government and the general public. This is how the Sustainable Cooperative Entrepreneurship professorship came about, as part of the Sustainable Financial Management professorship chaired by Dr Margreet Boersma at Hanze University of Applied Sciences Groningen’s School of Financial and Economic Management. I am honoured to be giving this new professorship shape, and I would like to point out that I will not be doing this on my own – I am only the figurehead of a very substantial group of innovative and ambitious entrepreneurs, students, lecturers, public servants, citizens and colleagues. The Innovation Army is marching. And if you are not a part of it yet, now is the time to get involved!
